City Council Minutes - 11/01/2011 n City of Tigard Tigard Special Meeting - Minutes TIGARD CITY COUNCIL MEETING DATE/TIME: November 1, 2011 —6:30 p.m. - Special Meeting MEETING LOCATION: City of Tigard—Town Hall, 13125 SW Hall Blvd.,Tigard, OR 97223 IDI EXECUTIVE SESSION—At 6:31 p.m. Mayor Dirksen announced that the City Council would enter into an Executive Session to conduct deliberations with persons designated by the governing body to carry on labor negotiations under ORS 192.660 (2) (d). The Executive Session ended at 7:02 p.m. 1. SPECIAL MEETING 1.1 At 7:06 p.m. Mayor Dirksen called the Tigard City Council meeting to order. 1.2 Deputy City Recorder Krager called the roll: Present Absent Councilor Woodard x Councilor Wilson x Council President Buehner x Mayor Dirksen x Councilor Henderson x 1.3 Council Communications&Liaison Reports - none 1.4 Call to Council and Staff for Non-Agenda Items - none 2. CONSIDER THE TIGARD POLICE OFFICER'S ASSOCIATION (TPOA) AGREEMENT FOR FISCAL YEAR 2011-2014 AND AUTHORIZE INTERIM CITY MANAGER TO SIGN Mayor Dirksen said the TPOA and the city have reached an agreement and the association has ratified it. The contract is before the City Council for consideration. He asked if there were any questions or comments. Mayor Dirksen added that council members received a proposed copy of the agreement one week ago which allowed time to ask questions. Council President Buehner made a motion to adopt the new collective bargaining agreement between TPOA and the City of Tigard,and authorize Interim City Manager Newton to sign the agreement. Councilor Wilson seconded the motion. The motion passed unanimously. He remarked on the current congenial relationship between the city and the police union, and said reaching a mutual agreement with everyone working together as a team is much more satisfying than in years past. Councilor Wilson stated his appreciation to police officers and other TPOA members for their flexibility. He said everyone wants a raise but there isn't that much to offer in these difficult economic times. Council President Buehner said it was gratifying that the police union has been willing to forgo cost of living raises, etc. over the last three years, helping the city survive in a tough economy. Councilor Henderson noted that this is a three-year agreement and even with increases in insurance,it is only one to one-and-a-half percent of the budget. He said, "There is a lot to do, so let's get to work." 3. COUNCIL LIAISON REPORTS—none 4.
