We recently discovered that we had not formally documented this approval as required by the code. Therefore, please accept this as notification that the following alternate has been approved by the City of Tigard Building Division. Your proposal was to construct these two buildings of Type II One -Hour construction, fully sprinklered in order to achieve your desired floor area, with some relief from the one -hour fire - resistive construction. Your other alternative would be to subdivide the buildings with 2 -hour area separation walls without a fire sprinkler system. Our belief is that a sprinklered building provides a far greater level of safety to the occupants than a nonsprinklered building provided with fire walls. However, the code does not allow us to use a sprinkler system for both an area increase and substitution for one -hour construction. Therefore, the following additional requirements must be met in order for us to approve the request. 1. The buildings will be provided with an Ordinary Hazard Group 2 sprinkler system instead of the required Light Hazard; and 2. The exit corridors shall be constructed as one -hour corridors with opening protection as required by Section 1004.3.4; and 3. They are, in our opinion, inherently safer than a nonsprinklered building with fire wall compartmentization. These conditions were identified as being required items during the plan review process and were reviewed and inspected as such. All conditions have been met and have been approved in accordance with Section 104.2.8 of the State of Oregon Structural Specialty Code, 1998 edition. TIGARD ELEMENTARY ALTERNATE METHODS OF CONSTRUCTION Gary: This letter is to follow up discussions held at the City of Tigard on March 24, 2003 regarding the building code analysis for the replacement schools at Metzger Elementary and C.F. Tigard Elementary. Occupancy groups in both schools include E -1 (classrooms and library) and A2.1 (commons and gymnasium). Based on the use of structural components (steel), number of stories (2) and limitations set by table 5 -B of the U.B.C., Type U one -hour construction will be utilized. It is our goal to eliminate the need for one -hour construction, except for corridors, or the requirement for an automatic sprinkler system (per 904.2.4) due primarily to budgetary reasons. The size of the proposed buildings does not allow the group E -1 occupancies to substitute an automatic sprinkler system for one -hour construction (section 904.2.4; crossreference section 508). Section 904.2.4 of the U.B.C. would allow this substitution to occur if the building were subdivided (by area separation walls) into 20,000 sq. ft. areas. This subdivision of the building would allow type II one -hour A2.1 and E -1 occupancies to be constructed without an automatic sprinkler system. In our discussion, SLX Architects proposed providing an automatic sprinkler system throughout the building in lieu of one -hour construction. We feel that combined with non combustible construction, that an automatic sprinkler system would provide improved safety for the building structure and its users. Instead of subdividing the building into 20,000 sq.ft. compartments, which would be of type II N and type II one -hour construction without an automatic sprinkler, we respectfully request that an automatic sprinkler system be installed throughout the building in lieu of one -hour construction as an alternate method of construction per U.B.C. 104.2.8. Please provide a response at your earliest convenience for the inclusion in our documents. As per the memorandum dated October 31, 2003 and the follow up memorandum dated November 03, 2003, the modifications shown to decrease the travel distance are adequate for the area increase shown in the building code study on sheet 0.1. 9. Music room A112 requires 2 exits. 1 exit is required to a corridor or directly to the exterior, and 1 exit may travel through an intervening room. Revise drawings. Per 1004.2.2, exception 1., access to exits may occur through lobbies. Lobby A113 exits to the exterior through doors at the termination of the Lobby ramp shown on sheet 2.1B. 10. Wall type 53 — 5/8" type `x' gypsum board will be installed on both sides of wall and continue to adjacent roof deck where it will be sealed in an approved manner. Similar to wall type 51, the adjacent room will be completely separated to form a smoke tight barrier. Wall type 200 — the rated wall type is exactly the same as wall type 50 with the addition of a brick veneer skin. We will clarify the need for the stud wall with 5/8" type `x' gypsum board ea. side to meet UBC 16.1 -1. Wall type 400 — wall type meets UBC table 7 -B, item no. 6 -1.1. 11. Glazing is indicated at the NE corner of rooms C121 & C221. The glazing is adjacent to a rated stairwell. Revise plans to indicate % hour glazing at these locations. Window types 83 and 84 are shown in Bid package 5 on sheet 8.7 as having fire rated glazing. 12. Corridor C101 ends at Stair B125. It appears to have a door, B125B, perhaps a rolldown fire door, to separate the corridor from the non -rated Lobby B101. The door is on the west side of the seismic joint. Clam how the integrity of the corridor is maintained through the seismic joint. The corridor terminates at the rated rolldown door B125B as shown in the door schedule in Bid package 5. Wall and ceiling details of the seismic joints are shown on details 28/9.1, 22/9.2 and 33/8.8 of Bid package 5 and are shown to provide a fire barrier integral with the expansion joint. Assemblies are tested in accordance with ANSI/UL 2079 procedures for one and two hour classifications. 13. The code requires an unobstructed floor space within the accessible restroom of sufficient size to inscribe a 60 inch diameter circle. Clam the clear floor space RR- A105, B110, B127 and C114. The design wind pressure of 80 has an adjustment factor of 1.70 for 2 panes of insulated glass (Table 24 -A) for an actual design wind pressure of 47. 21 sq. ft. of 1 /4" glass is within the allowable area at a design wind pressure of 47 according to Graph 24 -1. 18. Fire suppression of the kitchen hood is provided by the kitchen hood supplier and installing contractor. We request a deferment of this submittal until information is made available. Each appliance shall be provided with a shutoff valve separate from the appliance. The shutoff valve shall be located in the same room and within six feet of the appliance served. The travel distance reduction required for the area increase does not meet the requirements of section 1007.3.3.1 OSSC. Provide a solution. As per the memorandum dated October 31, 2003 and the follow up memorandum dated November 03, 2003, the modifications shown to decrease the travel distance are adequate for the area increase shown in the building code study on sheet 0.1. 9. Music room A112 requires 2 exits. 1 exit is required to a corridor or directly to the exterior, and 1 exit may travel through an intervening room. Revise drawings. Per 1004.2.2, exception 1., access to exits may occur through lobbies. Lobby A113 exits to the exterior through doors at the termination of the Lobby ramp shown on sheet 2.1B. 10. Rated wall listing 16.1 -1 is acceptable for wall types 50 and 51. Provide a listing for all other walls that are required to be rated. i.e. wall type 200 at room C128 & C228, C131 & C231 and wall type 53 at stair B125. Wall type 53 — 5/8" type `x' gypsum board will be installed on both sides of wall and continue to adjacent roof deck where it will be sealed in an approved manner. Similar to wall type 51, the adjacent room will be completely separated to form a smoke tight barrier. Wall type 200 — the rated wall type is exactly the same as wall type 50 with the addition of a brick veneer skin. We will clarify the need for the stud wall with 5/8" type `x' gypsum board ea. side to meet UBC 16.1 -1. Wall type 400 — wall type meets UBC table 7 -B, item no. 6 -1.1. 11. Glazing is indicated at the NE corner of rooms C121 & C221. The glazing is adjacent to a rated stairwell. Revise plans to indicate 3 /4 hour glazing at these locations. Window types 83 and 84 are shown in Bid package 5 on sheet 8.7 as having fire rated glazing. 12. Corridor C101 ends at Stair B125. It appears to have a door, B125B, perhaps a rolldown fire door, to separate the corridor from the non -rated Lobby B101. The door is on the west side of the seismic joint. Clam how the integrity of the corridor is maintained through the seismic joint. The corridor terminates at the rated rolldown door B125B as shown in the door schedule in Bid package 5. Wall and ceiling details of the seismic joints are shown on details 28/9.1, 22/9.2 and 33/8.8 of Bid package 5 and are shown to provide a fire barrier integral with the expansion joint. Assemblies are tested in accordance with ANSUUL 2079 procedures for one and two hour classifications. 13. The code requires an unobstructed floor space within the accessible restroom of sufficient size to inscribe a 60 inch diameter circle. Clarify the clear floor space RR- A105, B110, B127 and C114. Section 1109.10.2. See the attached restroom plan. STRUCTURAL 14. There were no calculations submitted with the plans. The previous structural submittal only addressed the structural frame. Provide calculations for the components submitted with this phase including their connections to the structural frame. Refer to the attached structural calculations. These calculations reflect the structural drawings dated 11 -21 -03 attached. 15. Special inspection will be required for structural welding and high - strength bolting. Clarify special inspection agency. Carlson Testing Inc. (503) 684 -3460. 16. Provide drawings for the window curtain walls including calculations for their structural support and anchorage to the structural frame. There are no curtain wall systems on this project. All windows are standard storefront systems. 17. Clarify compliance with the area limitations as determined in section 2403 OSSC. Largest area of glass is approximately 21 sq.ft. The design wind pressure of 80 has an adjustment factor of 1.70 for 2 panes of insulated glass (Table 24 -A) for an actual design wind pressure of 47. 21 sq. ft. of 1 /4'' glass is within the allowable area at a design wind pressure of 47 according to Graph 24 -1. 18. Provide product information for load capacity of the "Verticlip " product. Refer to the attached calculation sheets S -15 through S -20. 19.
