City Council Packet - 02/12/2004 Agenda Item No. Meeting of C , 6 7- MINUTES TIGARD CITY COUNCIL SPECIAL MEETING February 12, 2004 - 5:30 PM Tigard City Hall - Red Rock Creek Conference Room 13125 SW Hall Boulevard Tigard, Oregon The meeting began at 5:30 p.m. Mayor Dirksen, Councilors Sherwood, Wilson and Moore were all in attendance. City Manager Monahan noted that all eight candidates for the position of City Council were scheduled for 20 minute interviews. All candidates would be allowed to make opening remarks of up to 5 minutes, followed by Council questions. The opening is not mandatory. A process was established by Council to have Susan Koepping advise Council when 18 of the 20 minutes of their interview was used. Copies of the rating forms were distributed and scoring system with one being lowest and eight being the highest was explained. Council discussed the questions to be asked. Mayor Dirksen noted that consideration of the Bull Mountain annexation is the largest issue facing the City. He said that he will ask, "What is your stance on the Bull Mountain annexation?" The answer will be heavily weighted by him. Councilor Sherwood stated that her question would be as follows, "You privately and publicly announce that you support a project in Tigard, and then find that it is four times the stated cost, knowing you are the keeper of the public pocketbook, would you continue your support or change your position?" Councilor Wilson stated his question as follows, "Suppose a development applicant for a project came forward that you are not in favor of. You determine that the application meets the development code. There is a room full of people present in opposition, what position would you take and why?" Councilor Wilson had additional questions for Council to consider. One question was "Given that the term of Council is only ten months, if selected would you choose to run for re-election in November." Another question was, "if you are not selected, do you plan to run in November." Finally, he posed the question of, "What is Tigard's most significant problem, what will you do to address it?" Council discussed how to proceed, whether they will ask more than one question. Councilor Moore posed his question of, "If you are interviewing someone for any position, what you do feel are the three most important qualifications you would look for?" Councilor Wilson's question about interest in running again was discussed. Council felt that it should not be asked. Interviews began at 6 p.m. The first applicant was Ian Sanders who was introduced and provided with the ground rules. He chose not to make a five minute presentation. Mayor Dirksen asked Ian's stance on the Bull Mountain annexation. Ian feels that annexation should take place and parks should be provided. Councilor Sherwood asked her question about a project with rising costs. Ian responded that he would be upfront about the situation and the costs so that a decision can be made. Councilor Wilson asked about a development application, an adult video store as the proposed use. Ian responded that a part of him would want to say that the project meets code, but also as a young parent, he had concerns. He would speak openly against it, but if the code allowed it, he would allow it. The public could decide whether to support it. Councilor Moore asked his question regarding qualifications. Ian responded 1) teamwork, 2) being very efficient, and 3) leadership, something that inspires someone to do better. In response to the question from Councilor Moore whether he had anything in addition to say, Ian stated that he would work hard, he is willing to learn, and he would use his abilities to help the City. Ian asked Council what the time commitment is. Council discussed the length of meetings and liaison assignments as well as meeting preparation time. Councilor Moore estimated that a council member spends 15 - 30 hours per week volunteering for the City. Ian asked Council how feasible the 2004 goals are, in particular the parks and recreation goal. Mr. Sander's interview completed at 6:13 p.m. Second interview began at 6:20 p.m. Tom Woodruff was introduced and provided with the ground rules. He states his interest in the position and his background. As a budget committee member he gained familiarity with the City. He served for four years in the West Union School Board. Tom stated he likes the Council's goal for the year, particularly the communication goal. He noted that he has taught communication and has an interest in collaboration. Tom has no preconceived notions on any major issue, nor does he represent any special issues. Mayor Dirksen asked his annexation question. Tom said that he does not have a position, he needs to hear more. He hopes all points of view are heard and whatever decision is made is made in a transparent way. He has no problem with annexation as a concept, but would reserve judgment on Bull Mountain. Councilor Sherwood asked the "four times the cost" question - Tom said if information changes it is foolish to stick with your original decision if it didn't make fiscal sense. He would state his original position and why it changed. He referred to Tigard's conservative fiscal position. So he would likely change his mind. Tigard City Council Meeting Minutes - February 12, 2004 Page 2 Councilor Wilson asked his "development application" question - Tom said while he may have personal troubles with something, if it meets all criteria, he would make his personal position known, then vote based on the criteria. Then he may try to change the criteria. Councilor Moore ask his "select a candidate" question - Tom responded that the three qualifications are 1) ability to work collaboratively in a team setting, 2) relevant experience, and understanding of the job, whether the applicant has done the job before and has shown evidence that they are a quick learner, and 3) good work ethic. Mayor Dirksen asked if Tom had any questions to ask of Council. Tom asked besides Bull Mountain what is the most difficult or contention issue. Councilor Sherwood said downtown. Council clarified that downtown was a big project and could be controversial. Tom said that he is very impressed with the City web site. Mayor Dirksen said a more contentious issue is related to development, leading to a code review and a comprehensive plan review. Council completed the interview at 6:38 p.m. Mark Padgett's interview began at 6:40 p.m. with ground rules discussed. Mark made a presentation. He noted that he wore his volunteer badge to the meeting, recognizing Council's stated interest in choosing someone who has volunteered. He noted his volunteer involvement since he moved to Tigard 20 years ago. He listed his City and County volunteer positions leading to the past 8 years on Tigard's Planning Commission. He has been chair of the Planning Commission for the last two years. Mark stressed that he works well in a committee structure. He noted that he looks at the big picture, what is best for the City as a whole. He asked the Council to appoint someone with background and a proven track record. He stated he has a track record working on the issues and that being a Council member is not an entry level position. Mayor Dirksen asked his "annexation" question. Mark noted that annexation is fair, City level services are being used by unincorporated residents at a City level yet not paying at that level. He does not like the idea of that people outside the City are being subsidized. He stated reasons why annexation is needed, plus more-pressure should be put on the County to get out of the urban services business. He thinks the County should be advocates for annexation. Councilor Sherwood asked the "four times the cost" question. Mark said of course he i, would change his support as it would not be the same project. He would weigh the cost benefit ratio and look at it again to decide. Councilor Wilson asked his "development application" question. Mark responded that he has to make his decision based on the code, that is the law. He would ask opponents what their legal basis is. They could encourage people to seek a code change, or the Commission could seek a change if it is legal. Councilor Moore asked his question. Mark responded 1) willingness to serve, to do the job, to put in the time and effort, 2) has an understanding of the issues and a track record, and 3) the ability to work in a committee situation. He noted that he would have interviewed all 8 applicants. He restated that he thinks he meets the qualifications. Jason Rogers' interview began at 7 p.m. Ground rules were stated. Jason stated his background and his feeling that the position available is consistent with his goal of being the head of the State Emergency Management Services in the future. Mayor asked his "annexation" question. Jason stated the financial advantages for the City because of the annexation. Councilor Sherwood asked her "four times the cost" question. Jason said that if he was passionate about the project he would promote it, but the four times the cost issue is a concern. He would analyze it closer to see if the project is necessary for the City, vital. Councilor Wilson asked his "development application" question. Jason noted that at his place of work they apply the six sigma standard which is used in Fort Wayne, Indiana. He would use this to decide if something was good for the citizens of Tigard. Each situation warrants a different answer. Councilor Wilson asked his "select a candidate" question. Jason responded 1) be able to execute on projects, 2) customer service for internal and external customers, and 3) skills to do the job. He noted he can teach people skills so the top two qualifications are rated higher. Mayor Dirksen asked Jason if he had any questions. Jason asked what the time committee is. Councilor Moore noted that this is the fourth meeting this week that he has attended plus he devotes time preparing for meetings so 15 - 30 hours per week is possible. He noted the other meetings that Council members are involved in. Jason asked what Tigard is doing in terms of Weapons of Mass Destruction. Mayor Dirksen encouraged Jason to get involved in volunteer activities. Council concluded the interview at 7:15 p.m. At 7:20 p.m. the interview for Alice Ellis Gaut began with ground rules stated. Alice made a presentation her other areas of concern besides land development. She stated that she would be new to the position of Council. She commented on a remark made at the Council meeting on Tuesday about an emphasis on volunteer activity. She asked Council to note that giving to community goes beyond the City. She asked Council to recall that family duties and service to the indigent are public services. She noted her service as a public service lawyer for over 20 years. Many of her clients were Tigard residents. She continues to do legal work for indigents, plus she has volunteered for schools. In addition, she has been involved in Take Back Tigard, which she considers as volunteer service to the community. Mayor Dirksen commented that the remark made about volunteerism meant volunteerism to mean - in your life. He asked his "annexation" question. Alice noted that annexation in general when bridging the gaps makes sense. County services differ from City. Tax dollars to County should be used for services that cities don't have available. Cities are better equipped to provide day to day services. She noted revenues from the area served Tigard City Council Meeting Minutes - February 12, 2004 Page 4 by the City should go to the City. With respect to Bull Mountain, there is a way to go to be able to answer the question whether it is time to annexation. She feels the formation of the committees is a helpful first step and can branch out to get input from the community. She noted the administrative and service concerns need to be worked out, there is some fear. Councilor Sherwood asked her "four times the cost" question. Alice responded that the middle ground is where she would head. Since it is four times the cost, we need to reassess the situation. We need to go back and say "I missed something." We can't agree to put up the money unless Council thinks it is worth it. Councilor Wilson asked his "development application" question. Alice responded that assuming it is legitimate and meets the plan, if it meets the criteria she would do her best to communicate why we make the decision we do. In the end, when making unpopular decisions, if the law says that it is legal, sometimes you need to suck it up and go there. Councilor Moore asked his "select a candidate" question. Alice responded 1) integrity, 3) experience would count, but might be third, and 2) commitment. Mayor Dirksen asked Alice if she had any questions to ask. Alice asked what do your deliberations look like. How does the collegial part of the work? Councilor Sherwood said that she does not call other Council members. Councilor Moore said that they send emails. Councilor Wilson noted that the Council responds to emails and will copy them to others. Alice asked about education or training. Councilor Moore discussed how Council works. Mayor Dirksen noted the materials and information Council receives from staff. He said the exchange that goes on is when there is a request for information. Council concluded the interview at 7:40 p.m. Bob Rohlf's interview began at 7:40 p.m. with ground rules stated. Bob did not make an opening statement. Mayor Dirksen asked his "Bull Mountain annexation" question. Bob said that his general opinion is if people are getting services, they should pay for them. If there are questions the services need to be looked at. He noted that Walnut Island needed services, this may not be true for Bull Mountain. He said Council needs to decide what is best for Tigard. He has not made a personal decision yet, he will decide based on what the voters do. Councilor Sherwood asked her 'four times the cost" question. Bob said he would go public with the cost. He would make cost a piece of the discussion, and stress the need to be honest with the public. Councilor Wilson asked his 'development application" question. Bob responded that Council was concerned that such a business could be placed in the downtown. He said the issue what you think is right and what the law is. You have to uphold the law. If he saw this in advance, he would consider changing the law. He cited the legal concern. Councilor Moore asked his "qualifications" question. Bob said 1) be able to handle the pressure, 2) be fair, and 3) have a good deal of integrity. Mayor Dirksen asked Bob if he had questions to ask. Bob asked if Council thinks we can get far enough along on Bull Mountain this year. The Mayor said there is a June Tigard City Council Meeting Minutes - February 12, 2004 Page 5 30 deadline. Bob asked for an update on water. Councilor Moore responded with an update of the point Water Commission, purchase of 4 million gallons per day, the effort to raise the dam. Also, he noted a report that discussed Portland Water and the quality of the Willamette River water. Councilor Moore noted an advisory vote on the Willamette could be proposed in the coming year. Bob asked whether there are plans to move ahead on the downtown this year. The Mayor responded about the TGM grant and the citizen involvement plan. Urban renewal has been discussed. Bob asked if there are major lawsuits pending. Council responded no, but there has been LUBA activity. Interview ended at 7:57 p.m. Patrick Moran's interview began at 8 p.m. The ground rules were stated. Patrick chose not to make a statement. Mayor Dirksen asked his "annexation" question. Patrick noted his knowledge of the annexation is based on the newspaper. He thinks that it is a great idea in terms of finances and services. He said the process is not as clear to him. He thinks the sooner it gets to a vote, he doesn't see how the citizens of Tigard would not vote for it. Councilor Sherwood asked her "four times the cost" question. Patrick said he would actively support his position and actively pursue finding the funding from other sources. He would not back down from his original position. Councilor Wilson asked his "development application" question. Patrick would go with the constituency of what the community wants regardless of what the code says. He would go that way because he thinks the people who have lived in the community, if they don't like something, should not cave to what a developer wants. Councilor Moore asked his "qualifications" question. Patrick responded 1) integrity, 2) desire to keep Tigard going in the direction it is going, and 3) someone with a track record of "stick to it"tiveness, not going to flake out. Mayor Dirksen asked Patrick if he would like to ask questions. Patrick said that he had been in the Tigard aCea for 17 years, so he has watched Council meetings. He asked about the learning curve. City Manager Monahan explained the orientation process and materials made available. Councilor Moore explained how he was oriented. The interview concluded at 8:12 p.m. Mayor Dirksen then encouraged Patrick to maintain his desire to be involved in the City as a volunteer position. i; The interview of Ron Ellis Gaut began at 8:20 p.m. Ground rules were stated. Ron read a statement. He noted he has watched development in Tigard and wondered why. He said there is little in his own community he can boast about. He asked "is our vision to do more of the same." He noted what he has learned about our local system of government, and there are not checks and balances. He said that citizen involvement does not work in Tigard. Ron said there is a sound condition of apathy. He wondered what is needed to get people involved and have the community be what we want it to be. Ron believes the answer is - we need leadership in City government. Ron thinks this can be shown by people following leaders. He noted that Bretton Woods was his catalyst for his Tigard City Council Meeting Minutes - February 12, 2004 Page 6 s. 9 involvement. He doesn't think the City administration understands his concern about Bretton Woods. Ron said the message being stated is, the City places developer interest over threats to homes and families. He noted that he does not believe Council members have bad intent. He asked the Council to consider what the achievements of the City administration will be. He would like to contribute to establishing the vision of the City and have it be one that inspires citizen involvement. Councilor Moore noted that only six minutes remained in Ron's interview. He expressed concern how the questions could be asked in such a short period of time. Councilor Wilson asked his "development application" question. Ron said you have to make a judgment call based upon the code, if the code needs to be changed over time you can change it. You must enforce the code. Mayor Dirksen asked the Bull Mountain question. Ron said he doesn't know what the impacts will be. He thinks form a fairness perspective, the citizens of Bull Mountain should be able to have an equal say. Councilor Moore asked his "qualification" question. Ron said 1) integrity, 2) need to be qualified, and 3) that they share a common set of values. Councilor Sherwood asked her "four times the cost" question. Ron said the decision needs to be looked at in a larger context, can you still afford it? The economic realities need to come in. It may be supportable given the economics. Ron said he was being honest when he said he did not expect to be appointed to Council tonight. Councilor Moore said he was expecting something different. Council concluded the interview at 8:30 p.m. Other applicants entered the conference room as Council checked their notes and began to rate the applicants. At 8:50 p.m., Council indicated that each member had completed a rating sheet. The rating sheets were submitted to City Manager who tallied them on a score sheet. Bill Monahan with the assistance of Lisa Hamilton Treicke tallied the numbers and distributed completed tally sheets. i • At 8:57 p.m. Mayor Dirksen announced that Tom Woodruff was the highest vote getter i and, based on prior discussion with Council, was appointed. Mayor Dirksen thanked everyone and encouraged further participation in the community. Councilor Moore and Councilor Sherwood encouraged applicants to consider openings on the Budget Committee, Library Board, and others. Councilor Wilson noted that his low rating of some applicants reflected their lack of experience. He encouraged people to get involved. The Council will interview all eight candidates. Interviews will begin at 6 p.m. and be held in twenty minute intervals. • If they wish, candidates may make a five minute prepared statement, and the Council will use the remaining 15 minutes for their interview questions. • Candidates will be rated on a scale of one to eight (with eight being the highest rating). • On the same evening, after interviews, the ratings will be tallied and given to the Council. • The candidate with the highest score will be offered the appointment. • Should there be a tie, the Council will vote again, only on the candidates that are tied. ,l • Candidates will be chosen randomly for scheduling, with the first candidate chosen offered the 6 p.m. interview. Should they be unable to make this interview (candidates were told previously that interviews would begin at 6:30 p.m.) place the candidate in the earliest interview appointment they can attend. X • Although the meeting is open to the public, the Council is requesting that candidates do not sit in on the interviews of fellow candidates. Candidates are welcome to attend the final deliberation, once interviews are concluded. • Once the candidate is chosen, the Council wishes to have the individual take an "informal" oath of office before the February 17, 2004 meeting. Tigard, OR 97224 1. Why do you want to take on this appointment? I believe strongly that the health of any city is enhanced by the involvement and participation of its citizens. Citizen involvement comes many forms. If one's intent is to be in service to the community to improve the quality of life for all citizens, then any form of involvement is a good thing. I'm at a stage in my life where I have more time available for community service. In the past year, I have devoted much of this time working for the city through grassroots citizen involvement. This experience has been educational and rewarding in so many ways. I will continue to dedicate time and effort to improving livability in Tigard. As I consider the possibility of working within the structure of our city government, I am intrigued by the opportunity. Given the responsibilities (and accountabilities) the council has to the citizens, the easy path would be to continue working at the grassroots level. However, weighing the available options, serving on the council would seem to maximize my potential for positive results. For some, I may seem an unlikely candidate, but I have always enjoyed challenging stereotypes. If given the opportunity, I am eager to serve on the council. 2. What qualities would you bring to the Council? While there is still much to learn, I have endeavored to understand how our city government functions. My eyes are open to the many challenges that our city council members face, and I appreciate how difficult the job of serving on the council can be. I have a broad professional background spanning many different careers. Most recently, as a founder of successful IT consulting firm, I have gained over ten years of consulting and business management experience. What would you like to see accomplished by the City Council during your tenure? With the duration of this appointment being less than twelve months, my expectations of what can be accomplished in this timeframe are not overly grandiose. The city council has a very full plate for the year. Oversight of the 2004 Goals could easily be a fulltime job for each of the council members. I support the 2004 goals. I would like to see the council succeed in driving the process for achieving concrete results in each of the goal areas. While all the goals are important, the highest priority may be the financial strategy goal. To a large extent, the results from this goal will enable (or impede) progress toward achieving all of the other goals. Defining an effective financial strategy is tough problem. A solution will require both increasing revenues and controlling costs. Increasing revenues will require creativity and potentially unpopular solutions. As for cost controls, I would like to see more scrutiny and oversight from the council on high-risk projects like the Wall Street extension. We cannot afford to spend hundreds of thousands of dollars with such uncertain outcomes. I look forward to talking more in person with the council about what I would like to see accomplished. Why do you want to take on this appointment? I care about Tigard, and think that this unique situation provides me an opportunity to make a contribution. In looking over the current Council's goals and recent agendas, I see many of the issues that my Council struggled with, remaining as open questions - water, parks, transportation, and annexations. I'd like to help the current Council address, and maybe resolve some of these issues. I hate unfinished business! Every one of the Councilors should be commended for their dedicated interest in their community and their efforts to reach out to the citizens. I believe that my approach to Council work would mesh with that of the current members, and we could function well as a team. 2. What qualities would you bring to the Council? Experience. Several of the issues you are currently dealing with remain from my time on the council. The learning curve to catch up on current developments should be fairly short. I also have experience in public process, making the hard decisions, and working with city staff. Balance. I approach issues with an open mind and listen closely to all sides before making decisions on important matters. Interest. I am keenly interested in those decisions that shape the future of Tigard. Humor. Being too serious all the time takes the fun out of life. I can usually find at least a little bit of silver lining in most clouds; this helps me get through some of the tough decisions the Council is called upon to make. Commitment. As a former Councilor I understand both the time commitment and the responsibilities that go along with the position. 3. What would you like to see accomplished by the City Council during your tenure? Past experience tells me that 11 months is a pretty short time to get much done using public process. But I buy into all of the Council Goals for 2004. I'd particularly like to i see us make significant progress in finding a permanent water system and in aggressively moving forward in the Central Business District. Throughout my life I have pushed myself towards new opportunities to better myself and the community that I live in. There are things that need to be improved in our community. Instead of being that voice that goes unheard, taking the position of city council member will not only allow me to have my voice heard but more importantly offers the opportunity to hear voices of people who want to be heard. City council, like most government positions, often unintentionally intimidates its people. Citizens who have valuable opinions often go unheard because of this intimidation. Acting as a bridge, I bring a fresh perspective and sociable style of leadership who the citizens of Tigard will feel comfortable coming to. I want this position because I will be successful in this position. I offer experience, leadership and a fresh perspective. These qualities qualify me for this position. A fresh perspective and Leadership, will both enhance the current city council, and will inspire other young leaders to similar positions throughout the local area. While other applicants may list accomplishments through city task forces and committees; the perspective that l bring allows the city the opportunity to both hear and see the voices of its younger citizens. Leadership proven through public service while working as a Paramedic here in Washington County, serving on county sub committees for mental health, and coordinating events such as highway litter pick-ups gives me the experience necessary for this position. As a Paramedic in this county, both Washington County and Metro West Ambulance have recognized me for excellence in clinical care and operations. Serving as a member of the Vision's West sub-committee on mental health in Washington County, I participated in a process to improve mental health care facilities and care right here in our community. I truly believe in setting the example, this is evident through the many volunteering endeavors that I lead and participate in. Something as simple as sponsoring a portion of a highway or trail and picking up trash is a way of proving my dedication to the beauty of our community, but more importantly encourages members of our community to volunteer their time and services to causes such as this. With less than 1 year left in the term as City Council member, if appointed I would like to see progress made in several promised projects here in the City of Tigard. Along with the completion and progress of these projects, fiscal responsibility when using citizen tax dollars is something that the city council can have a direct impact on. Transportation projects in and around our community seem to progressing slowly. Many have been scheduled and have had substantial delays due to funding issues and or environmental problems. During my tenure as city councilor I would like to see the Gaarde Street (phase 2) and Walnut Street (121st to 135th Avenue) projects completed on time. These two new arterials are an important part in providing ease of access over and around Bull Mountain, uniting 2 different areas of the city of Tigard. Widening these congested roads to 3 lanes, improving pedestrian walkways and installing new drainage systems will make our city easier to travel through. Instead of people avoiding Tigard due to traffic congestion problems, travelers will use our roadways positively impacting the commerce in our city. A budget deficit of 4.2 million dollars over the next 5 years is a major problem. Citizens already complain of government irresponsibility with tax dollars. Employees and citizens also complain about lack of services and lack of training. Budget cuts in the past have been aimed at non- essential services. Working smarter and more efficiently will maximize the services, training and infrastructure improvements we can bring to the citizens of Tigard. Relying on the citizen for regular tax increases is unrealistic and irresponsible. I believe that through a thorough analysis of requests made for funding we can do better spending the taxpayer's dollars. I would take this appointment in order to have a say in the city where I live, and to give back to a community that has given to me. Recently becoming a father and raising my son in the same city as I was, has made me realize my desire to enhance the community where he will go through many life experiences. I want to be sure that his growth and development into a young man and that of his friends is done so by being given every opportunity Tigard can provide, through focusing on strength based programs. Raised in Tigard, some opportunities I've been given are results of my living and involvement here. Tigard gave me the opportunity to receive an education in a school, which pushed me mentally and gave me a desire to pursue a higher education, at the same time providing me chance to participate in collegiate athletics. Extra-curricular city sponsored activities, like TBA, Little League and Cub Scouts taught me sportsmanship, citizenship and civic pride. These programs, and people involved did not only positively affect my life but, enhanced my skills and characteristics giving me confidence to attempt new things, like apply for city council. WHAT QUALATIES WOULD YOU BRING TO THE COUNCIL? My youth and leadership are just a few of my many qualities that I will bring to city council. Being young gives me several advantages and a couple of those are; I will give the youth of Tigard (who are also its future) a representative, and be both an ear to their comments and a voice for their questions and concerns. My youth has also given me limited experience in politics, and where this could be seen as a weakness, I take it as a strength that can open up fresh ideas and thinking "outside the box" in order to help plan for the cities continued growth. My leadership quality can be seen in many forms in my life, from team captain in football, asking questions no one else will but want to know the answers to, to being a person people feel will stand up for them. WHAT WOULD YOU LIKE TO SEE ACCOMPLISHED BY THE CITY COUNCIL DURING YOUR TENURE? There are many things I would like for the city to address and one of these areas I would like to see during my tenure on the city council will be for the council to foster a greater sense of community involvement and establish city tradition. When I was young I remember that during the summer time Tigard would have its Town and country days, where carnival rides and a parade would adorn Main Street. Though the time I have been here, I have seen the city grow and this same community event I remember so well reduced in size and grown in the number of names it's had. I have been very fortunate to have lived in Washington County for 30 years and in Tigard for 5 years. I believe that you should give back to the community and I have served in positions of governance in both the public and private non-profit sectors. I believe that I have more to give, and have been impressed with the City of Tigard, both as a resident and a member of the Budget Committee. I would consider an honor it serve on the City Council during this transitional period. I believe that I could make a contribution and could help enhance the Council's stability and evenhandedness. As a "baby boomer" I think I represent a growing population segment that is important to the life of Tigard. Currently I work as an account manager, and aside for some out of town travel, I have the time to devote to this role. 2. What qualities would you brine to the Council? My background includes graduating from high school at West Linn, an undergraduate degree from the University of Oregon, 3 years in the Army and a graduate degree in Social Work from Portland State University. I have worked in Washington County my whole career focusing on mental health services. For 14 years I was the Mental Health Program Manager for Washington County and was the first Chairman for the Washington County Employee Relations Committee. I have taught Improving Work Relations at PCC and served 4 years as an elected school board member of the West Union School District- two as Chairman. I have also served on several boards for non-profit agencies, the United Way Allocation Committee and presiding over a homeowners association. All of these experiences have prepared me to focus on organizational health and positive communication- both from the staff level and the role of policy maker. I am comfortable in setting policy and having it having it carried out by the appointed executive. I do not believe in micromanaging or under cutting the authority of the staff appointed to implement that policy. I do believe that staff need to be held responsible though. The elected official holds a public trust to assure that government is responsive to the real needs of the jurisdiction, and operates in a fair, efficient, and honest manner. 3. What would you like to see accomplished by the city Council during your tenure? I recognize that this is just a 10 month appointment and there is a certainly a learning curve involved to get up to speed. I am familiar with the Council goals for 2004 and would support the efforts to see them met. I am particularly interested in the goal of communication, as that is one of my strengths, both as the result of education and experience. I believe that I could enhance the Council's desire to communicate more effectively with both citizens, staff and other jurisdictions. I am very supportive of encouraging more citizens to become involved and I like the idea of having a young person becoming actively involved in Council and committee activities. Just a few of the things I would like the City Council to accomplish during my tenure. Build more parks with varied uses, such as having clean stocked ponds for fishing, so all the children would have close access to that activity. Another thing I would like to see is annexation of the entire Bull Mountain area to increase ciy revenue. Tigard needs an effective and enforceable ordinance to ban door to door solicitation, with the exeception of non-profit groups like Girl Scouts and school fundraising. Why do you want to take on this appointment? Right now, the City of Tigard is facing more important and challenging issues than at any other time in the 22+ years I have been a resident. I have always believed that our community is what we make of it, and as citizens, we have an obligation to contribute to our community to the best of our abilities. Having been involved in the development of our city for so many years, I want to help the city through these times of difficult decisions and issues. While being the Planning Commission President does allow me to have an influence on the future quality of life of our community to an extent, a position on City Council would better allow me to use my knowledge and experience to help shape our community over the next few years and into the future. 2. What qualities would you bring to the Council? I believe I would bring the same qualities to the Council that I have brought to the many committees, commissions and task forces I have served on over the past 20 years. I understand the "big picture" on issues. I always try to see how a decision will affect the community as a whole, and not place an imbalanced amount of importance on the wishes of any single group. I take all points of view and opinions into consideration, then base my decision on the facts as they pertain to what I feel is in the best interest of our entire community. I pay careful attention to the recommendations of staff, since their recommendations are based on the city code, which we are sworn to uphold. In addition, I would bring a wealth of experience on local issues, based on the following positions - and I wish to utilize this knowledge at the level at which it can make the greatest contribution. At 11:59 a.m., I went to the front counter to determine if anyone was in the process of submitting an application and checked with the counter staff to see if any had been received that had not been forwarded to me. I also checked the incoming mail slot. There were no additional applications. I date stamped and signed the eight applications that had been received prior to the deadline to verify that I had received them before the deadline.
