MINUTES
TIGARD CITY COUNCIL SPECIAL MEETING
September 10, 2001
1. WORKSHOP MEETING
1.1 Mayor Griffith called the meeting to order at 6:30 p.m.
1.2 Roll Call: Mayor Griffith and Councilors Dirksen, Moore, and Scheckla (7:00
p.m.) were present.
2. MEETING WITH METRO REPRESENTATIVES TO DISCUSS METRO'S 2040
GROWTH CONCEPT AND OTHER ISSUES OF MUTUAL CONCERN
Self-introductions were made. Metro Representatives included Rod Park, Andy
Cotugno, Carl Hosticka, and Brenda Bernard.
Carl Hosticka noted Metro is in periodic review, and some decisions need to made
next year.
Mayor Griffith asked Metro to clarify how guidelines became requirements, so that
communities that are not in compliance are subject to enforcement. The Mayor
noted we are not in compliance with some items because of the cloud over
implementation of Measure 7 (wetlands, etc).
Metro staff clarified that Tigard has done a lot to be in compliance with the Metro
program. Rod Park said Tigard is not a problem for compliance.
Discussions focused on-
Transportation concerns
e Highway 217 study is on the funding cycle
® Density issues
• Annexation options / open space
• Connectivity
® Parking standards - Metro does not require minimum parking standards, but
if there is a minimum they suggest it be low.
• Urban Growth Boundary-
Potential for greater density being assigned to Tigard. The City stated that
taking more density does not appear to be needed. We could
accommodate some by way of redevelopment though.
Discussion of how Metro will handle jurisdictions that choose not to take

on their density responsibilities. Metro responded that MTAC will need
to handle the issue if it arises.

Discuss Metro's questions regarding the City's perception of Metro's 2040 growth concept prior to a meeting with
Metro on September 10, 2001.
STAFF RECOMMENDATION
Discuss the attached questions (Attachment 1) to flesh out issues prior to the meeting with Metro on September 10,
2001.
INFORMATION SUMMARY
Metro is in the process of periodic review and wanted to have a dialog with City Council to see how the growth
concept is working in Tigard, how it conflicts with or supports the City's vision and what issues Metro needs to
address. Metro has provided a list of topic questions which they would like to discuss. These questions are
attached as Attachment 1. Staff would like to discuss these questions with Council prior to the meeting with Metro
on September 10, 2001 so that any information needed by Council to help in the conversations can be provided
prior the meeting.

• What do you see as the major challenges to managing growth In your community?
• Is the Functional Plan helpful in shaping your community? If not, why not?
• Metro Is currently in periodic review with the state for the urban growth boundary. Next year
the Metro Council will be considering additional policies to shape growth in the region. This
might include amendments to the urban growth boundary or additional tools as well as more
funding for parks and greenspaces. What policy directions do you think Metro should take?
• Before the urban growth boundary is moved, we must determine whether projected growth
can be accommodated inside the current boundary. In your opinion, are there opportunities
to use existing urbanized land more efficiently?
