STUDY SESSION
Mayor Griffith called the Study Session to order at 7 p.m.
➢ Administrative Items
City Manager Monahan noted the Council goal-setting meeting scheduled for
January 16, 2001, will start at 1:30 p.m. He reviewed the proposed agenda
for this meeting.
Council agreed that the Council quarterly goal updates can be placed on the
Consent Agenda for future meetings.
The joint Budget Committee meeting with City Council will be held on January
23, 2001, during the Study Session portion of the meeting.
Study Session recessed at 7:20 p.m.

City Manager Monahan delivered the annual Executive Summary highlighting
achievements and challenges. The PowerPoint slide presentation of the Executive

MAYOR JIM GRIFFITH'S
STATE OF THE CITY ADDRESS
Mayor Jim Griffith presented his State of the City address. He stated that the City of Tigard was
in good shape. The City is financially sound and is represented by an excellent staff. He
directed his remarks to the ten City goals pursued during the last year. (See attached copy of
PowerPoint presentation that outlines the Council goals.)
Mayor Griffith observed that surveys administered in Tigard over the last several years have
shown that transportation and traffic are primary concerns of citizens. He noted the challenges
presented to the City in its attempts to facilitate traffic movement within and through the City:
The City does not have jurisdiction over Highway 99 and other main streets; the State does. He
indicated that the City could make recommendations but if the community wanted to see
improvements on these streets, the community would have to pay for it.
Mayor Griffith advised that the State has no plans to build new arterials through this area. The
high cost of property acquisition means that it is more expensive to purchase the land than to
build the road. He said that the State was reviewing options outside the urban growth boundary.
He commented that the Bypass was a "buried issue" at this time.
Mayor Griffith said the City will need to identify streets to be used for networking within the
City to provide connectivity for Tigard citizens to access essential services and stores. He noted
the difficulty of providing this connectivity, given the number of subdivisions in Tigard with cul-
de-sac streets and single entrances. He mentioned looking at traffic-calming devices other than
speed humps.
Mayor Griffith reported that the State has already committed State highway funds to projects for
the next 12 to 13 years, while Washington County has committed funds for the next 7 years. He
emphasized that the City will need to resolve its transportation and traffic problems primarily by
itself. He also referred to the recent failure of the street bond measure (November 2000 ballot).
He said the City needs to do a better job of disseminating information to the voters.
Mayor Griffith stated that staff had the Transportation System Plan ready for public review. He
encouraged all citizens to read the document and voice their opinions.
Mayor Griffith observed there is a need for parks and recreation programs in the community
despite the recent failure of the Atfalati measure. He commented on the need to find ways to
better utilize public facilities and parks and provide programs for kids as well as adults.
In discussing the third goal of the City, assisting the Tigard Business District Association in
creating a plan for the downtown, Mayor Griffith noted the importance of strengthening the
downtown area as the heart of the community. He said it is possible that the new library might
locate in the downtown area and there is also potential for a commuter rail station adjacent to the
bus terminal on Commercial Street. He observed that parking remained a serious problem for the
downtown.
Mayor Griffith commented that Tigard was unlikely to ever reach the ideal goal of 11 acres of
parkland per 1,000 population because open space is disappearing. He mentioned the success in
using wetlands for pathways. He noted the City will remain watchful for opportunities to acquire
additional parks. One of the financing option for parks would be to use systems development
charges on new construction.

Mayor Griffith reviewed the City's work in pursuing three different opportunities for a water
supply: Clackamas River, Trask River/Hagg Lake (Joint Water Commission) and Bull Run (City
of Portland). He emphasized the importance of Tigard obtaining ownership in its water supply
system. He mentioned a concern with the City of Portland option was that, while Tigard would
pay for the system's expansion, Portland would not grant Tigard a share of ownership.
Mayor Griffith stated that the City would continue to pursue the best deal it could get, and would
hopefully know by June or July 2001 which of the three options wouid be Tigard',s long-range
supply. He noted that it would take a lot of money and time to build the water lines.
Mayor Griffith mentioned the annexation policy in Tigard. He said the County and the City
needs to review the urban services contract to provide services in the unincorporated areas within
the urban growth boundary. He noted questions of whether it was beneficial to Tigard to
continue to provide those services or would it be better to annex this area.,
Mayor Griffith noted the private sector's efforts to rehabilitate affordable rental units and single-
family homes. He said the excellent Building Division staff could provide homeowners with
advice on how to maintain their property.
Mayor Griffith discussed the Tri-Met bus route system and noted the need to work with Tri-Met
to develop bus routes between suburban cities and living/employment areas without first being
transported to Portland and then redirected to a suburban destination. He observed that many
people choose to drive because it takes too long to use the Tri-Met system.
Mayor Griffith outlined his goal of convening a Blue Ribbon Committee with representatives
from a variety of sources: Tigard commercial areas, churches, and social and civic organizations.
Committee members would serve as advisors to the Mayor. He emphasized the need for input on
Council decisions and the resulting impacts experienced by citizens. He asked interested citizens
to contact him or City Administration staff members about the Blue Ribbon Committee.
Mayor Griffith noted that the Washington Square Regional Center Plan was moving forward,
although its implementation might be hindered by lack of funding.

INFORMATION SUMMARY
The Tigard City Charter states:
At its first meeting of each odd-numbered year, the council by ballot shall choose a president
from its membership. In the mayor's absence from a council meeting, the president shall
perform the duties of the office of mayor and preside over it. Whenever the mayor is physically
