Meeting was called to order at 6:30 p.m. Present: Council President Brian Moore; Councilors Paul Hunt, Joyce Patton, and Yen Scheckla. Also Present: City Manager Bill Monahan. 2. Interviews of Applicants for the Interim Mayor Position The City Council interviewed the following Mayoral candidates: Judy Munro, Harris Hansen, and Nick Wilson. The following questions were asked of each of the applicants by the City Councilors: • Councilor Hunt noted that the thing that had divided the Council in the recent past was the proposed recreation district. He asked if the applicant supported, opposed or was neutral in his or her position on formation of a recreation district. • Councilor Scheckla asked what the applicant's primary interest was for programs; that is, what are his or her top priorities? He also asked about transportation and the role of TO Met. • Councilor Patton asked applicants to describe his or her vision of the role of Mayor in a weak mayor system, and what do you envision your role to be? She also asked if the applicant was not selected as Mayor, what were his or her plans for community involvement activity in the next five years? • Councilor Moore referred to the City's Visioning Program and asked the applicants to relay what he or she thinks is the role of the visioning program in Council decision making. He also asked what background or training would he or she need if selected as interim Mayor? Applicant Judy Munro made her opening presentation. She outlined her background in student government, the hospitality industry, and community involvement. Ms. Munro said she had the time to commit to the position. She advised she is presently employed by Metro as a manager at the zoo since 1979. She said she could work with Council and the staff to better the City. Tigard City Council Meeting Minutes - August 14, 2000 - Page 1 z In response to Councilor Hunt's question, Ms. Munro advised that she was leaning toward supporting a recreation district. In response to Councilor Scheckla's question, Ms. Munro suggested implementation of a parallel planning process among the City, County and Metro. When asked if Ms Munro liked everything Metro was doing, she said "no" and suggested Metro could fill more of a collaborative role. In response to Councilor Patton's question, Ms. Munro advised that the "vision" program was not a lot different from how the City operated in the past. She noted the need for the Council to have a collaborative understanding with staff. If not selected as the Mayor, Ms. Munro said she would look at running for a Council poe-,tion or apply for a board or committee position. In response to Councilor Moore's question, Ms. Munro said the visioning process served as an overlay for the decision-making process. She said that, in order to prepare herself to assume the role of interim Mayor, if she was selected, that she would need to meet with City staff for a briefing and would want each Council member to brief her on what is the high priority for him or her. She said she would not be looking for significant change. Applicant Harris Hansen made his opening presentation. He noted he has lived in Tigard for 41 years . His business for about the last 41 years has related to cemeteries and funeral vaults. He noted he has been active in Rotary, and the Oregon Jaycees. In addition he served on the Tigard Planning Commission. Mr. Hansen noted he recognized there are various issues that are before the City at this time. He advised he has followed a lot of what is happening in the City. Mr. Hansen said that he runs an efficient meeting citing his experience with school board, Rotary and Jaycees. In response to Councilor Scheckla's questions, Mr. Hansen said he has no hidden agenda, but just wants to keep Tigard growing with attention to infrastructure and to do things right. He noted he has done a lot of community projects. Mr. Hansen advised that commuter rail should help with transportation issues. He noted that buses take up a lot of the road. He stressed the need to improve roads. In response to Councilor Patton's questions, Mr. Hansen said that, as Mayor, he would be a good listener and bring people together in decision making. With regard to future plans, if he is not selected as interim Mayor, Mir. Hansen noted he would continue to be active in Rotary and would serve on a task force. Tigard City Council Meeting Minutes - August 14, 2000 - Page 2 man= azm~~ In response to Councilor Moore's questions Mr. Hansen reflected that the Vision Program gave a guideline of what the City should look like. A vision should be flexible. He said that, in order to prepare himself to assume the role of interim Mayor, if he was selected, that he would need some time with the City Manager to review what issues the Council had been going over. In response to Councilor Hunt's questions, Mr. Hansen advised he has reservations about the park and recreation district, but knowing the people who put it together, he supports it. He noted he would prefer an election by the people on this matter. In response to how much time he could commit, he said that he would be able to spend the time needed. In response to Councilor Scheckla's question, Mr. Hansen advised that Metro should not dictate. In response to a question from Councilor Scheckla about water source, Mr. Hansen advised he would prefer not to get water from the Willamette River and identified other possible sources. Mr. Bill Owen did not arrive for his interview; however, City Manager Monahan explained that Mr. Owen had been on vacation and staff had not made a direct contact to advise Mr. Owen of his interview time. Council consensus was to interview Mr. Owen, if he was available, on August 15, 2000, at 8:30 p.m. Applicant Nick Wilson made his opening presentation. Mr. Wilson advised he is currently the president of the Planning Commission. He noted that he did not have full-time political ambitions. He said he has lived in Tigard for the last 10 years. He applied for the Mayor's position because he wants to make the community better. Mr. Wilson said he felt he could get up to speed quickly and do a good job of running the meetings. In response to Councilor Patton's questions, Mr. Wilson advised that the Mayor is the chairman and described his experience in running meetings. With regard to implementing his ideas, he said that he would use his persuasive powers to influence other Council members' decisions. With regard to what he would do if not selected, Mr. Wilson said that he had thought he would like to run for a City Council position; however, he has decided that he cannot make a four-year commitment to add to the six years he has already served on the Planning { Commission. If not selected, he said he may resign from the Planning Commission. In response to Councilor Moore's questions, Mr. Wilson said he thinks the visioning document is a great document. He said he felt the document should be implemented. With regard to getting up to speed as interim Mayor, Mr. Wilson said that he would need to be trained on the mechanics of running a Council meeting. He would also like to be updated on items that are in progress. Tigard City Council Meeting Minutes - August 14, 2000 - Page 3 In response to Councilor Hunt's questions, Mr. Wilson said he doesn't know much about the recreation district. He advised that he is fiscally conservative , so he would want to know that there is value. He noted that he would be able to commit the necessary time advising he had the support of his wife and business partners. He said he recognized that Mayor Nicoli was a "hands-on" Mayor; he would not anticipate that he would be as available as Jim Nicoli was. In response to Councilor Scheckla's questions, Mr. Wilson said he has concerns about improving conditions on Pacific Highway and in the downtown area. He said he was appalled at the shift in power to Metro from the cities. Metro has no responsibility for mandates, while the cities are responsible for implementation. He said that with regard to Tri-Met, he recognized it would be wise to make some changes. The City Council discussed the process to rate the candidates and decided that staff should create a rating form for Council's use at the conclusion of the interviews on August 15, 2000. Council decided that the candidates would be rated by assigning a number, 1 through 8, by each Council member. (With 1 being the "highest" rating number.) The City Manager will tabulate the ratings made by the Councilors. After discussion on how the selection could be made, Council consensus was that it would decide how to proceed with the selection of the Mayor once the City Manager tabulated the rating sheets. This would give the Council information as to whether there was a clear winner or if more evaluation was needed. 3. Adjournment: 8:23 p.m. Attest: William A. DOC Tigard City Council Meeting Minutes - August 14, 2000 - Page 4 Process for choosing order of interviewees for Mayor - August 10, 2000. • On August 9, City Recorder contacted or attempted to contact the applicants who either were not present at the City Council meeting of August 8 or did not indicate a preference of whether he or she could meet on Monday or Tuesday (8/14 or 8/15). • At the meeting Mr. Griffith indicated he wanted to be interviewed on August 15. Mr. Cook and Mr. Mahon advised that they preferred August 15, but could be available on August 14. • City Recorder did not hear from Mr. Beck or Mr. Owen as to their preference in meeting dates. Ms. Munro and Mr. Wilson advised they did not care which day was chosen for their interviews. • Mr. Hansen advised he preferred a Monday evening interview. • Based on contact with applicants, staff was able to assign Munro, Hansen and Wilson for Monday interviews and Griffith, Cook and Mahon for Tuesday. • Staff drew names to determine what day Owen or Beck would be interviewed.
