Councilor' Bunt announced that the Homeless Task Force will be :seating again on January 20 with community leaders to discuss an area-wide approach to homelessness. i a Mayor Nicaii reported on a recent meeting with the Washington County Coordinating Committee. Preparation is being wade for the "next go around" on MSTIP projects. Washington County Commissioners have concerns with a project proposed for the Tigard area. We said goodbye to one city administrator and welcomed another. We also welcomed two new city councilors. It truly was a year of change of key policy makers at city hall. C Water k E In 1994, Tigard became the water provider for the mcljcass-LY vi tine households and businesses in the city. In addition, negotations began with Lake Oswego to provide long-term water needs of -the district as well as ownership of the treatment facility. The Tigard area ~ water district has never owned its water supply and has i had to rely can other distracts for -water. These taegtsLlatiunti could sailovs us to own our owa water supply. 6 Metro 2040 This past year the Metro 2040 plan became reality which will require changes to our current comprehensive plan g and removing more local control to a regional authority. At the saute time, Metro is pushing us to increase density, that is, the number of residents per acre. Sixsce Lhis is considered undesireable to most Tigard residents, I would hope that the new Metro board will reconsider that element of the r plan sometime in the future. } L f Yard Debris 1994 saw the beginning of yard debris collection for our J residents. This is a mandated program, maintained by the private disposal coopanies in our area, which will reduce ; ;a the amount of garbage going to our landfill and increase the recycling in our community. Homeless The homeless issue was addresser) by a citizen task force which iusLiga-ted a necessary course of action. November 8, Tigard voters approved a new tax base. The effect of the new Maas base will be the -addition of several new police officers and the stability of all exis,Li:ig city services for several years to come. i - 3 FUTURE i This next year brings many challenges to our Council and Staff. .r Growth Residential and commercial growth remains high in Tigard as all of Washington County. This places increased demands can all city services because dealing with growth issues without increasing staff levels is always difficult. Growth in 1994 was dorm is all areas of s construction compared to the year prior; and 1995 will probably not see an increase in construction activity. _j Fiscal Management r: A solid budqet and financial management are necessities in all organizations. The city of Tigard will soon begin. ~ the development of its budget for the 1995-1996 fiscal year- We will continue to manage tax dollars very carefully. i Transportation . i . Transportation presents signifIcaant challenges for our res:iueiats and those who pass through Tigard on a daily i basis. ' Volunteers a F: I feel it is important to mention the volunteers who not'. only assist the'City of Tigard but the organizations that ~ provide services and oversee activities in this community. These groups substantially increase the livability and duality of life in this community. I r- welcome input from them as to ways the Council may assist them. - a 1 Staff k R No organization mould be complete without the employees E who actually carry out the policies of the council. I believe the City is fortunate to have quality employees 1 who are experts in their fields. The majority of the members of the City Council ' were not on the Council at this time last year. Nor was I employed as city Administrator. The challenge for 1995 is for the Mayor, f Council., Administration, and employees to hear, interpret, and carry out the goals of the citizens of Tigard. The citizens of Tigard have approved a new tax base which.goes into effect in July 1996. We are in the final eighteen months of the ' existing five-year plan. The support given to the tax base proposal last November illustrates the citizens' support of existing city programs and a willingness to allow for expansion of services to addressthe impacts of growth. Steps that we take in 1995 will allow for the most effective use of the tax bade increase. City efforts to communicate effectively with the }public will continue to be a high priority. Through the Citizen Involvement Team (CIT) process and Cityscape, the City attempts to keep the f public informed of City issues. More will be done in 1995 as we attempt to factor citizen input into areas of city-wide significance. Page 1 ~ t !a i j Several. important and controversial topics and issues were studied l and discussed over the pest year. Some will be carried over for further re'v'iew and analysis in 1995. Among them, the tree ordinance, Tigard Triangle Study, and water supply will dominate i F the Council calendar in the initial months of the year. Both the tree ordinance and Triangle Study have undergone extensive public participation. The water supply issue has primarily been a staff and Council effort. As the City has assumed greater responsibility for the administration of the water system, the major remaining task is the creation of a long-term relationship with a provider of water. Discussions have been held over the past several months with F representatives of Lake Oswego to secure a partnership where Tigard, Durham, King City, and the. Tigard Water District share in the ownership and operation of a water system with secure water rights. Other options must also be explored as the City makes a i decision which will result in a significant financial commitment. i { Besides the water issue, Tigard is involved in several issues that go beyond our boundaries. In transportation, 1995 is the year that significant decisions on the western Bypass, 1-5/217 Interchange } Subarea Study, and 99W should be made. It is also expected that a p third Major Streets Transportations improvement Program 4MSTIpj will be peat before the voters . If approved, the HSTIP will provide f funding to address City as well as County transportation concerns. Page 2 I _ a - A r ' within the City, we will contiraue.to carry out the city's first ~ F seven-year Capital Improvement Program, adopted in 1994. Projects aimed at street and storm drainage improvements will be underway t_ throughout the year. At the same time, we will further refine our ~ transportation and street classification systems. Planning for growth in Tigard remains a challenge as development activity continued strong in 1994 and is expected to continue in 1995. In 1994, four Comprehensive Plan amendments were wade which { i will allow for increased commercial development. Commercial development will continue to occur primarily in the Triangle and 72nd Avenue areas. The completion of Dartmouth Street and reconstruction of the 99W and 72nd Avenue intersection, led to the occupancy of the Cub Foods complex, Costco and an application for an additional large retail center. in 4-16 Psaic Mist" '.me'.:en an 72nd:, a 125,000 square feet office retail center was approved. E More development is planned. E Construction activity in 1994 was strong although below the 1993 pace. overall, new valuation was $88.7 million, a significant increase in city value. i i As development continues, City staff is busy addressing several environmental concerns. An inventory and assessment of forest Areas was completed in 1994. A draft tree ordinance was prepared Page 3 j and reviewed which is now under review by a City task force. These f : ...1 s projects will be completed around the time that a now Community Development Director is hired. Among the Director': duties, will i be the task of reviewing and proposing amendments to the Development Code so that this rights of existing residents and neighborhoods are balanced with the rights of those who choose to ° develop their land. The harmonious integration of new subdivisions, multi-family, and commercial uses into the fabric of Tigard while preserving the many positive community features is an ever-present goal. As infill development occurs, the final links ,a in our greenway parkway systems area beginning to fall into place. Increased concern for customer service is an sver-present goal. yHk~v Police, Library, Maintenance Services, Finance, Engineering and Community Development, have all made improved service for customers -7 a major goal. community Development., along with Enngineering, is i I. ? reorganizing its approach to front-counter service by consolidating certain building and engineering functions into a four-member team of Development Services technicians. This team concept represents an effort to increase the City's effectiveness by empowering a cross-trained staff to provide: a full-service approach to customer } - inquiries. i Another challenge facings the city is the continued need to address the problems of homelessness in Tigard as well as Washington County. A task force was created in August to study the issue of " Page 4 .mod ~ t .i i homelessness and made recommendations. a result of their work, ~~f in Rovember the City Council accepted the .'ask Force's report and F i took action. A severe-weather policy was adopted and the Tigard i A 'Dater Building was rude available as a. severe-weather shelter as -of e December 5. in 1995, the City will take steps to educate the ~ public about the problems of homelessness. Tigard will also work with the Task Force members to facilitate formation of an eastern Washington County Task Force with a goal of siting a permanent homeless shelter serving the area. E ! Besides supporting the efforts of the Homeless Task Force, the City is supporting the efforts of the Downtown Merchants Association. ~ a The Association plans several improvements to the downtown A ,..a utilizing a grant from the City. The investment of funds by property owmers coupled with City funds, capital improvement a ty as~c_ a t.s focused on the downtown program projects, and comm•• ,m should improve the economic viability of the area. As growth continues to place pressures on our City facilities, i .infrastructure, as well a Police and Library resources, we strive for ways to deliver service to a. growing population base. Police have devoted attention to increasing neighborhood watch there f are 66 active neighborhood watch programs. The introduction of the Community Service Officer Program in 1994 has allowed us to redirect some of our uniformed officers to higher priority concerns 4j while at the same time transferring the. Circulation reached an all-time high mark in 1994. j At the same time, now services and the manner of delivering service d changed. Changes were made to introduce technology while reducing i 1 cost of service. Volunteers helped offset growth as the level of -I volunteer contributions reached a new high. The contracting out of 1 i Educational services allowed for a significant cost-savings with no F ,.1 lass of services. The City staff will continue to work with Council and citizens to ; respond to change while fine tuning services that are provided.
