ROLL CALL: Present: Mayor Jerry Edwards; Councilors Carolyn Eadon, Valerie Johnson, Joe Kasten, and John Schwartz. Staff Present: Patrick Reilly, City Administrator; Wayne Lowry, Finance Officer; Ed Murphy, Community Development Director; Liz Newton, Community Relations Coordinator; Tim Ramis, City Attorney; and Catherine Wheatley, City Recorder. 2. TAX BASE - NOVEMBER 6, 1990 BALLOT Consideration of a resolution which, if approved, will refer a ballot measure to the voters on November 6, 1990. This ballot measure will propose a new tax base for the City of Tigard. a. Staff Report from City Administrator: • City Administrator reviewed alternative language for a proposed resolution referring a tax base measure to the November General Election Ballot. (See packet material for versions presented.) City Administrator advised it would be prudent to pursue the updated tax base at this time to continue provision of existing services and assure fiscal stability. The proposal was recommended unanimously by the Budget Committee. b. Public Testimony: • Gary Ott, 9055 S.W. Edgewood Street, Tigard, Oregon said he supported viable City government which protects the interests of residents' livability and environment. Mr. Ott noted his concerns over whether developers were paying their fair share. He opposed subsidizing new development and questioned whether fee schedules had been reviewed. Mayor Edwards acknowledged Mr. Ott's concerns and agreed that Systems Development Charges (SDCs) and CITY COUNCIL MEETING MINUTES - SEPTEMBER 5, 1990 - PAGE 1 fees, in general should be reviewed. The Mayor also referred to the potential ramifications of a County- wide traffic impact fee which would be decided on by voters this month. Community Development Director reviewed Mr. Ott's specific questions with regard to property development along Durham Road. Apartment developers paid SDC fees; major road improvements have been required of several adjacent developers. The Transportation Safety Bond Funds have been utilized to pay for widening and safety improvements to Durham. City Administrator reported that staff review for permit fee adequacy was done several times a year. c. Council Consideration: • Council discussion followed with review of wording differences in the proposed ballot measure versions. Consensus was to select Version 4A as presented (version is included in packet material). • RESOLUTION NO. 90-59 A RESOLUTION OF THE TIGARD CITY COUNCIL CALLING FOR AN ELECTION TO BE HELD ON NOVEMBER 6, 1990, IN CONJUNCTION WITH THE STATE-WIDE ELECTION, FOR THE PURPOSE OF SUBMITTING TO THE REGISTERED, QUALIFIED VOTERS OF THE CITY OF TIGARD THE QUESTION OF ESTABLISHING A NEW TAX BASE FOR THE CITY. • Motion by Councilor Eadon, seconded by Councilor Kasten to approve Resolution No. 90-59 and authorize the City Attorney to correct scribner's errors prior to submitting to the County Election Department for the November 6, 1990 ballot. The motion was approved by a unanimous vote of Council present. 3. NON AGENDA ITEMS: a. Disposition of Burroughs Equipment Finance Director reported that the Burroughs computer equipment leased in 1985/86 was being phased out. Attempts will be made to dispose of the computers through sale; however, because the computers were essentially of a ten-year-old vintage and operating costs associated with the equipment were high, it was not expected that there would be a plentiful market. After discussion, Council consensus was to direct staff to proceed with disposition of the computer equipment. CITY COUNCIL MEETING MINUTES - SEPTEMBER 5, 1990 - PAGE 2 b. Mayor Edwards asked Council to consider the possibility of changing the regular council meeting day from Monday to Tuesday evening. There was brief discussion with no strong objection to this change expressed. Council will discuss this issue further. A change would not be implemented until after January 1, 1991. 4. UPDATED TAX BASE QUESTION: Shall the City of Tigard be authorized a $3,580,260 tax base beginning with the 1991/92 fiscal year? SUMMARY: If approved, the proposed tax base will allow the City to: • Maintain police, park and library service levels. • Enhance crime prevention programs in the community such as Neighborhood Patrol, Neighborhood Watch and School Resource Officers. Maintain police programs including Drug Enforcement and use of the Traffic Unit. • Keep library services including educational and recreational programs. Continue evening and Sunday hours for more access to the library. • Provide financial stability. • Maintain commitment to the Senior Center. • Strengthen control of growth and development. Background information: All members of City Council and Budget Committee recommend the proposed tax base. The proposed tax base. is estimated to result in a tax rate of $2.19 per $1,000 of assessed value. The City"s current tax base is $2,566,282. The City has not asked to raise the tax base for five fiscal years. In 1986, 20,765 people lived in Tigard. This year, 28,335 people live here.
