Conmrissionor Rogers advised that if the Cities of Tu;alat;in, King
City, Sherwood, Durham, and Tigard would jointly develop ar
prioritized list of transportntion nerds, it would be easier for
him to present this area's concerns to the County Board of
Commissioners.

are not realizing that funds being paid for transportation
improvements will not be going back into their area.

Transit Act (UMIA) Committee's efforts in identifying areas
for extension of mass transit facilities, lie noted the
focus has been fur• extension out to 195th Avenue.
Commissioner Rogers urged participation by Tigard officials
with Tri.--Met representatives if ligand was interested in
pursuing mass transit.
Mayor Brian noted that the JPACI' maps du have aroas

Councilor Edwards quastioned whether or not City of Ticlnrd

arca should become annoxod. Commissioner Rogers advised
that the City of Tigard must absorb these officers upon
annexation. Acting City Administrator advised she will
research this issue as requested by Councilor Edwards,

Regional Economic Development strategy has gained any
momentum. Convnissioner Rogers noted that the Tualatin
Valley Economic Development Corporation had been funded for
f this area--$25.000 was contributed by the County. He noted
differences he had on some issues; specifically, road
improvements should have priority over tourism.

possibility of a convention center in Hillsboro near the
airport.

It was notod that because there was potential for new development
on portions on Burnham, sone of the improvemento could be funded
through conditions of development. Chair Schweitt reported that
Main Street was deteriorating rapidly and was more of a safety
issue than was Burnham Street.

d. Finance Director described the financing proposal for funding the
transportation improvements. He distributed to Council a July 14,
1988 memorandum. In summary. the memorandum stated that the
Tigard City Council had expressed desire to maximize th,� funding
F for road imprw-Nvemer►ts throughout the City while at the same time
keeping tho costs to the tax payers under 85 cents per $1,000 of
assessed valuation. The Transportation Committee had reached the
conclusion that. tho sale of gerwral obli,lation bonds would bust
suit the funding needs for such improvements, The total estimated
proceeds available for improvements, after, the payment of issuance
costs and the earnin�.1 of interest on bond proceeds, amounted to
$8,835,000.

Schweitz advised that the Transportation Committee had identified F
a list of street improvements which they felt would improve
livability. through improved streets, for the City of Tigard. He
advised that a detailed list of the identified street improvements
had been submitted to the Tigard City Council. Chair Schweitz
further noted that the Transportation Committee had determined the
best way to fund these improvements would be through a bond
measure before the voters.

transportation priorities. lira noted the plan was well
presented and the Summerfield residents appreciated getting
a preliminary look at the proposed list.

Mr. Cheeley asked for clarification concerning Durham Road:
Was it proposed to be a three—lane road from Pacific Highway €
to Nall? Was a stop light propused for- the intersection of
Ball and Durham? Was a berm going to be constructed to cut
down on noise? Will sidewalks be constructed on both sides
of Durham along with bicycle paths?
Mr. Cheeley noted one way to cut casts would be to construct
sidewalks on one side only of Durham Road. Ne noted the
need to keep the costa reasonable so there will be a better
chance of passing the issue. Mr. Cheeley referenced recent
defeats of similar bond issues in neighboring communities;
if there was any "fat" in the priority list, he advised it r
be removed to give it a better chance of passing.
Mr. Chaaley advised Council that, tho Summerfield residents
supported tho transportation improvement issue.

be reinstated for travel on Durham Road. Mayor Brian
clarified that was the County Transportation Committee not
the City transportation Committee. He commented further
that the City does not agree that Durham Road should go back
to the County (as was their proposal) at this time. The
concerns of figard, have been forwarded to the Country.

City Engineer, noted that comments were requested in November
1987 from the NPOs by the Transportation Committee—this was
where the first rough list of transportation project needs
was developed. At the most recent Town Hall meetings, the
NPOs were again asked to participate. City Engineer advised
that Gaarde Street t::is been of concern to residents in the
nearby neighborhoods.
City Engineer advised that the costs for improving McDonald
Street includ:ad taking the humps out of the road. There
have been accidents resulting in death along this road.
Mayor Brian noted that the light at McDonald Street would be
a shared expense between the State and City of Tigard.
Councilor E,*don clarified, for the benefit of those
observing these proceedings, that Council had thoroughly
reviewed the transportation issuas eat several public
mootinegs and workshy,lps held prior to this public hearing.

have been msdea by the City of Tigard to urge that: this
project got added back to the plan, the tartars has been ra
mzjor problem and was receiving support from the Washington
County Board of Commissioners, Beaverton, and Tigard.
Mr. Laverty netted that the Morning Hill Homeowners
Association was also working towards bringing this project

g. Chair Schweitz stated that the Transportation Advisory Committee
recommended that the Council accept the list as submitted by the
Committee---Council was encouraged to adapt the list as they saw
\ fit and to fund as many projects as possible.
Chair Schweitz noted that the Committee concentrated on projects
which would be able to be completed fully; i.e., leave room for
turn lanes even though traffic may nut warrant it at this time.
With future growth, these turn lanes would be needed.
Chair Schweiti in respunso to questions concerning the uw�►.:own
plan as presented by the City Center Plan Task force, noted that
tho Committee had a difficult time in choosirq downtown stroet
priorities because of the noods required for oil streets. He
noted that the Transportation Committee tried to address the whole
City and not l.�.ave anyone out. Safety issues worn considerod
first, then congestion., and than those streets which wore in dire
need of improvement.

been visible progress in the appearance of the grounds at the
Civic Center. She said she appreciated the reaction on the part
of staff, She noted concern that there appears to be an ongoing
maintenance issue for the Civic Center-.
12 Water Quality -- Councilor Johnson advised that she had attended a
session in Salem concerning wager quality. Issues included water
duality and water- conservation. Councilor Johnson suggested that
this be an agenda item set for a future Council meeting, She also
suggested that a representative from the State Health Division be
invited to work with Council during a study session to provide
more information. Mayor suggested that Councilor Johnson make
available to Council any material she has received on this issue,

There was discussion on the scope of the Main Street project. It
was noted that the Burnham Street intersection would be improved
an Main Street. There was also, discussion an the fact that a
signal was planned for the intersection at Hall and Burnham by the
4M State Highway Department.
Council consensus was that "the door would be left open," for
future discussion and consideration for improvements on Burnham
Street as it would enhance Main Street as well.

NATIONAL NIGHT OUT — 1988
WHEREAS, the National Town Watch Association is sponsoring a special,
coast—to—coast community crime prevention project on the evening of August 9,
1988, called "National Night Rut"; and
WHEREAS, the Tigard Police Community Services Unit plays an essential role
assisting the Tigard Police Department through it's crime prevention efforts
in Tigard and is supporting the 5th ,Annual "National Night Rut" locally.; and
WHEREAS,., it is important that all citizens in Tigard be aware of the
importance of trims prevention programs and the positive impact that their
participation can have on reducing crime in our neighborhoods; and
WHEREAS, "National Night Out" provides as opportunity for Tigard to join
together with hundreds of other communities across the country in support of
safer neighborhoods and to demonstrate the success of cooperative crime
prevention efforts; and
WHEREAS, neighborhood spirit and cooperation is the theme of the "National
Night Rut" project and is also the key ingredient in helping the Tigard Police
Department to fight crime&

Dear Mayor Brian and City Council:
The Public Affaira Committee and the Board of Directors of the
Tigard Chamber of Commerce have unanimously voted to recommend a
revision of the street improvement Priorities an presented by the
City of Tigard Transportation Committee,
Our recommendation deals specifically with Tigard City Center
development.
We recommend that full street improvements on Burnham Street Are
a top priority item. This includes curbs, sidewalks, lighting and
tree plantings along the entire length, sae wall an intersection
improvements at both and&.
We fully *area with the Market Study report that this action
would create frontage for potential businesses, would provide for
safe pedestrian traffic and would sand a loud mesena.ge to
developers and eiticansa alike that the City Center is open for
development.
On Main Street, two critical points do need immediate attention.
They are:
1. Pedestrian walkways on both aides of the Main Street bridge.
This: can be accomplished attractively without replacing the
entire bridge.
2. The railroad crossing needs metal or rubberized padding and
full street improvements across the tracks need to be
completed.
These improvements to Main Street are necessary, and fall into
the area of repairs, not, preparation and anticipation of
development, as are the Burnham Street recommendations.

Burnham improvements, would be a huge expenditures without a
development return on investment,

SUBJECT: Traffic Safety Improvement Financing
A vital component in Tigard's "Action Plan" relates to the completion of certain
road improvements throughout the City. Tho Tigard City Council has expressed
its desire to maximize the funding for such improvements and at the same time
keep the cost to the taxpayers under $.65/1000. The Transportation Committee
has generally discussed financing alternatives and has reached the conclusion
that the sale of general obligation bonds best suits our funding needs for such
improvements,
I have projected the City's assessed value for 1969-90 through the maturity of a
ten--year bond issue (1999-2000). taking into consideration annexation of both
Metzger and the dull Mountain/Walnut areas in 1991-92 and 1993-94 raspactively,
In addition, I have included estimates for market growth .and for now
construction, A graph of the projected assessed value is shown below.
Based upon the projected assessed values, it appears that the City will be able
to issue $0,500,000 in bonds to fund road improvements. Because of the 1906 tax
reform tact, it is important for the City to issue no more than $10,000,000 in
debt instruments in any calendar year. Due to bond issues tentatively scheduled
in 1909 for Dartmouth and 195th LIDS, I would recommend issuing $4,000,000 in
Januory 1909 nand $4,500,000 in J'aanuary 1990 in order to stray under the
$10,000,000 limit, It is actually loss expensilva to pay for two bond issuas
than it would be to pay the higher interest rate for going over the $10,000,000
limit,
The tax rate resulting from tho debt service requit6ments of the two issues is
ohuwn below. Note thAt the rato increases to $,05 after the second issue but
then declines as assessed value grows, The debt servicer schedule and the size
of Poach issue are somewhat flexible, which gives us the ability to doyign than
shtapo of the tax rate curve.
The total estimated procoads #Av aileablo for improvemonts r►ftar tho paymant of
issuaartcta costs and the earning of intarost on bond procoods amounts to
$8,835,000.
It should be rioted that the sizing of both issues will ba affected by changes In
