Also present: Mike Snyder, Labor Negotiatior. 2. EXECUTIVE SESSION: The Tigard City Council, at 6:10 p.m., ,went into Executive Session under- the provisions of ORS 192.660 (1) (d), (e), &` (h) to discuss labor relations, real property transactions,` and current and pending litigation issues. (Councilor- Edwards, Community Services Director, Personnel Director and Labor, Negotiatior left,the meeting after the Executive Session.) 3.' WORKSHOP MEETING WITH THE TRANSPORTATION ADVISORY COlE a. Transportation Committee Members present: Joe Schweitz, Chairman; John Etzel, R. Joe Kasten, Ron Holland, Nancy Newcomb, Dan"Rosborough, and Dick Walker. b. Mayor reviewed the Five—Year Action Plan, advising Transportation members of the time tables proposedfor, riot , only the Transportation" Committee but other areas of the City as well. There was discussion on possible overlapping of responsibilities and the plan to sort -these out (i.e., would Main ,Street be planned for by the Transportation Committee or, the City, Center Plan Task Force?). (Councilor Schwartz left the meeting at 7:42 p.m.) C. Chairman Schweitz outlined objectives of the transportation Committee noting the Conmmittee would attempt to generate a positive, simple, and clear list of transportation projects to present to the citizenry. Projects identified on the list would address problems existing throughout the City. Chairman Schweitz added that when the Transportation Committee goes to the people, they want: to be able to tell them, "With this funding, we are going to do 'this' [projects on the list] for the City." d, There was lengthy discussion on potential projects for the City. Many are quite costly, yet some, (such as a traffic light at Hall and Durham""--through State's cooperation) could be relatively inexpensive, yet prove very beneficial. e. The time table leading up to the bond election was discussed and was summarized in a flow chart prepared by the City Administrator and distributed in the Council packet. f. Committee member Walker, noted that safety issues would need to be emphasized when identifying the project list. The number- two consideration in developing this list would be the growing problem of moving vehicles through the City. Page 1 - COUNCIL MINUTES — MAY 2, 1988 g. There was discussion on .identifying streets on the project: list outside City limits which are negatively impacting the City's transportation system. It was determined that this may ,not be appropriate at this gime. h. Acting Community Development Director summarized how the current list: was formed. This year•, three projects were selected for completion: 1. McDonald Bikeway Improvement (State matching funds). 2. Greenbur•g Ash Creek Bridge 3. Half--Street Improvements - Pfaffle Street i. There was discussion on the upcoming Town Hall meetings with neighborhood groups and how the Committee might best present the transportation needs and bond election issue. Ideas `included:' o Transportation Committee members having available at these meeting "Action Bequest" forms so that ; small items (i.e., potholes) could be taken care of immediately. This would also tend to get small issues out of the way, so the big issue—the Transportation Plan----can be targeted, o -Emphasize Tigard's 'relatively low tax rate---identify what citizens are getting for their• tax dollar•. o Remind;citizens ,that: street improvements are costly—this is a way to fund these improvements; other• funding sources (grants, matching) will continue to be sought after. j . Mayor• thanked the Transportation Committee for their work and pledged Council support recognizing the importance of the time line for the Committee over the next several months. Mayor• asked that the Committee contact Council, either through their liaison (Councilor Schwartz) or through him if they needed assistance/direction from Council. A. My hype was to focus on how we are` doing' and how it can be improved. We got a bit sidetracked following are some comments relating to the content of that discussion: o NPOs are being misused. They have no accountability, We are riot paying attention closely enough to attendance, so when representation of NPO position is made at a public hearing, we have no knowledge of how many people, participated in that position development, u We need to change the method of appointment. This is in the works at this time, o We need to set up new NPO guidelines, perhaps rewrite the resolutions. Following are the things that need to be included in that: the number of meetings to be held each year; attendance requirements; minutes and due by a specific time; limits on membership (perhaps fewer members so competition is stiffer); - specifications on how the chairman is selected and how long the chairman can serve as chairman; length of term limitations and limits on number of terms that someone can serve; as a regular agenda item, review what other NPOs are doing - stricter criteria for participation; the right of City Council to and I frankly do not remember what the rest of that concept was, but I believe it was to disappoint or unappoint someone when they felt it appropriate; - a mandatory training requirement; `focus on packets and preparation; - not allow the NPO to form a platform; - perhaps have the agenda prepared in Community Services rather than Planning so that city-wide issues can be regularly plugged in; - proactive in co-developing the agenda with the NPO chair; - perhaps a summary newsletter; monthly or quarterly. Letting NPOs know what is going on in the other NPOs (and copies to CC); how to shift workload in Community Services in order to better support staff-, NPO. a Input from the NPO's chairs on possible changes. o Dig out the NPO feedback on possible changes. This was done almost a year ago when we held some training and did a survey of NPO members in terms of how they thought NPOs could be more helpful. o Need to write up the NPO restructure and put it to a total perspective in two or three weeks. Community Involvement: (continued) o In terms of information to CC, need to design a couple of different scenarios so Council can react to different possibilities (may want to use term ombudsman) o Frustration---what is enough, how do we define what a good job in this area is o Tie in the Community Involvement Report, which was done some six months or so ago, o Focus on long--terminvestment.
