Y Discussion on Community Involvement (Community ,services Director): It was noted that much has been accomplished in the area of Community Involvement; however, there still remained some f ureas which needed additional emphasis. Discussed was: r o Exploration of alternatives for, staff support in the Community Involvement Program. o Possible redefinition of the NPOs. Concerns on development of guidelines (i.e., attendance requirements, officer, terms 0t' office) were noted. o Possible revision of the internal NPO agenda setting process. 0 12:00 p.m. - adjourned for lunch. 0 1:00 p.m. — Community Involvement Discussion continued - City Administrator to present alternatives regarding Budget. 0 2:00 p.m. -- Annexation Policy Discussion -•- City Administrator to prepare draft. 0 3:00 p.m. — Services contracting discussion: — Councilor Edwards: Some contracts are acceptable but do current services well before extending services. City should charge for all costs (direc:t, department overhead, city--wide overhead plus profit-) . Advised that direct cost recovery from the School Resource Officer pr•ogr•am with Tigard Scicool District was racceptable. Expressed that he wot,11d riot want the City to participate r in the Enhanced Sheriff Patrol District (ESPD) at any pr-ice (did riot want to staff up and then be faced with layoffs later.). Noted that a King City Mutual Aid agreement or, backup service be acc(aptable, but only after King City has hired a Chief of Police- Maintain olio.Maintain a Mutual Aid rule only with King City. in favor- of Unified Sewerage Agency Grounds Noted riot = Maintenance contract. Councilor Schwartz: All costs must be r•ecover•ed plus some profit: included. Noted that contr-acting presents hariships and would riot be easy on managers. - Mayor• Brian: Noted he favors some profit included in contracting uriless i considerable other- benefits spin off back to the City. s Summary of Discussion; Two types of contracts: 1) Cooperative Intergovernmental Agreements. (Department Direct Costs + Department Overhead Costs = Break Even. . . no City overhead or profit if contract would be of benefit to City operationally.) 2) Service Contracts. (Department Direct Cost + Department Overhead + City Overhead as minimum plus some Profit amount) All service contracts and intergovernmental agreements should be reviewed, case by case, by the City Council, City Administrator shall prepare a summary of the current contracts as delineated above.
