UPDATE ON REGIONAL TRANSPORTATION ISSUES a. Washington County Commissioner, Roy Rogers, presented a brief historical view of the western bypass and regional transportation issues. He stated his view of the improvement priorities to be the Westerly Bypass as the long-range goal, and with immediate priorities for: Tualatin-Sherwood/Edy Roads & 6 Corners; Beef Bend Road; and Bull Mountain Road. He suggested the formation of an East County coalition was imperative to address funding sources and priorities for these needed improvements. b. Tigard Mayor. Tom Brian, presented information regarding JPACT actions to date. He noted that JPACT is currently trying to identify funding sources and an equitable distribution of dollars available to the regional transportation plan needs. He requested assistance and guidance from the group for the JPACT hearing process. c. Tualatin City Manager, Steve Rhodes, shared concerns regarding the pending development on lands in the area where the Westerly Bypass is scheduled for improvement. He suggested that the City of Tualatin would be unable to deny development requests until preliminary engineering for the Bypass had determined where right-of-way improvements would be placed. d. Washington County Director of Land Use and Transportation, Bruce Warner, discussed at some length the possible allocation of federal, state, and local funds for improvements. He stated a public hearing, will be scheduled for the Tualatin-Sherwood/Edy Road improvement in May, 1988. His estimate for that project was a short-fall of $500,000 to $1,000,000 if one half of the right-of-way acquisition needs were donated and other funding sources were accurate. He stated the timeline shows the project going to bid late in 1990. Mr. Warner expressed his appreciation to Metro and their assistance with this project to date. e. City of McMinnville Planning Director, Rick Highsmith, commented the lack of development of the Tualatin-Sherwood/Edy Road improvements and 6-Corners Intersection were of great concern to McMinnville. He further explained the difficulties faced in trying to encourage economic development without a timely access route to Portland International Airport and I-5. He noted the City of McMinnville supported the Tualatin-Sherwood/Edy Road and 6-Corners improvements but were unable to give funding commitments to this need at i this time. City of Newberg Mayor, Elvern Hall, stated Newberg also supported the improvements being discussed but again could not commit funding support at this time. g. Bernie Bottomly, representing Les AuCoin's office, explained that Representative AuCoin was originally involved in working with McMinnville to assist with the priority setting process. He suggested the best way to go forward with the projects were for the cities Involved to build a consensus. h. Brent Bishop, I-5 Corridor Association, statea they support the improvements being discussed. He suggested the group may want to consider the Aurora Airport for future development to better serve the area for small aircraft like Hillsboro Airport does currently. RECESS: 8:10 PM RECONVENE: 8:26 PM 3. STRATEGY AND UNIFORM ACTION PLAN DISCUSSION a. Sherwood City Manager, Jim Rapp, and Sherwood Mayor, Norma Oyler, lead discussion regarding a uniform action plan to further the projects and determine funding sources. b. Bruce Warner advised the following costs were anticipated for the improvements: Tualatin-Sherwood/Edy Roads 6 Corners 1,840,000 right-of-way acq. tl,540,000 7,335 000 Construction 2,480,000 9,175,000 TOTAL COSTS $4,020,000 Mr. Warner continued by stated Washington County had $4.1 million from the MSTIP monies set aside at this point to assist with these projects. Assuming ODOT will eventually do the 6 corners part, that leaves the roadway itself. Assuming then that all the MSTIP funds for the project went into the Tualatin-Sherwood/Edy Roads portion; that $2 million in FAU funds and 1100,000 in Railroad funds become available; that half the right-of-way can be dedicated; and that t1 million in MSTIP contingency would be made available; then the project may only be $2 million short in local funds for p completion. t c. Lengthy discussion followed regarding fundings sources and priorities. 4 d. Consensus of the group was to agree to have the following projects : identified as construction goals. After further discussion, group consensus was to have the City Managers and ( Mayors of all cities present meet to form an action work plan which would formalize a regional consortium to address the transportation needs. This group was to also write a resolution for all cities to adopt which would further the formalization of a regional consortium and identify the joint transportation concerns. Consensus was to hold the next meeting when the City Managers and Mayors are ready to discuss the action work plan. The major topic of discussion is to be financing strategies. 4. DESSERT and REFRFMWENTS provided by the City of Sherwood JOINT RESOLUTION CITIES OF TIGARD, TUALATIN, KING CITY, DURHAM, SHERWOOD AND WILSONVILLE A RESOLUTION OF THE SIX CITIES OF SOUTHEASTERN WASHINGTON COUNTY SUPPORTING CONTINUED PROGRESS ON THE ENGINEERING AND CONSTRUCTION OF IMPROVEMENTS TO TUALATIN-SHERWOOD ROAD AND EDY ROAD. WHEREAS, Tualatin-Sherwood/Edy Road presently supports extremely heavy loads of automobile and truck traffic accessing the six cities of southeastern Washington County and traveling between Interstate Highway 5 and State Highway 99W, and absorbs the movement of goods and people well beyond its origins or capacity as a rural roadway; and WHEREAS, Tualatin-Sherwood/Edy Road functions as a regional-level traffic arterial , despite consisting of only two- lanes for most of its four mile length, having essentially no shoulders or turning lanes, extremely poor intersections and sight lines, a deteriorating road bed and surface, and experiences extreme congestion, particularly at the "Six Corners" intersection with Highway 99W, and between Teton Avenue and Boones Ferry Road; and WHEREAS, rapid industrial and commercial expansion has occurred along Tualatin-Sherwood/Edy Road in the last few years, further overstepping the ability of the roadway to safely and efficiently meet traffic demands, with the result that passenger and commercial vehicle traffic is shifting to other streets within the six cities; and WHEREAS, the six cities have repeatedly identified Tualatin- Sherwood/Edy Road as the southeast county's first priority for Improvements to ez:isting roadways, confirming this support through the MSTIP, the County Transportation Coordinating Committee, testimony before the Oregon Transportation Commission, prior individual City resolutions, and in numerous meetings that have included both appointed and elected officials; and WHEREAS, the six cities recognize the County's efforts to upgrade Tualatin-Sherwood/Edy Road, including a recent asphaltic overlay, the inclusion of $4. 1 million in the successful County Road Levy for this roadway's reconstruction, the allocation of funds to start preliminary engineering immediately, and continuing efforts to secure match funding from State and Federal sources; and 1 WHEREAS, the six cities also recognize that planning for this project is complicated in that State and Federal participation will vary given the eventual status of the proposed "Western Bypass" , that certain sections of Tualatin-Sherwood/Edy ' Road, particulary the Six Corners intersection, are clearly more a State than local responsibility, and that the $4. 1 million currently allocated is probably not sufficient to pay for the minimum three-lane roadway and all required intersection work; j and j WHEREAS, with or without the Bypass, actual work on upgrading Tualatin-Sherwood/Edy Road should begin within eighteen to thirty-six months in order to satisfy the commitments made by City and County officials in urging their citizens to approve the f County Road Levy, and to avoid the acceleration of traffic congestion in the southeastern count}-; and NOW, THEREFORE BE IT RESOLVED BY THE COUNCILS OF THE SIX. CITIES: Section 1 . Engineering. That Washington County '. immediately proceed with the complete planning and engineering of the Tualatin-Sherwood/Edy Road improvement project . Section 2 . Scone. That the engineering encompass a five- lane improvement from Boones Ferry Road to Teton Avenue, three i lanes from Teton Avenue to Six Corners, and all necessary ' intersection design, including the Highway 99W/Six Corners Intersection. i Section 3 . Timeline. That all reasonable measures be taken to expedite this engineering process, without jeopardizing the possibility of future State participation, with the goal of achieving actual construction within three years, or less. Section 4 . Funding. That the County assure that the $4 . 1 million earmarked for this project is dedicated and reserved, and not used for other County road priorities that may emerge in the period prior to actual construction. Section 5 . Cooperation. That the six cities pledge their cooperation and assistance in expediting planning and engineering, and in securing additional funding at the State and Federal level . �. Section 6. Effective Date. This Resolution shall be r effective upon adoption and approval by the City Councils of Tigard, Tualatin, King City, Durham, Sherwood, and Wilsonville. I would suggest we use a figure- of $9,000,000 at this point in the project. The Serial Levy provides $4.100,000 to the project, hence we are just about $5,000,000 short. I suggest that a meeting be held with Tualatin and Sherwood staffs, yourself, Ronard Schaadt and Frank Angelo to see if there is a way to solve the dollar shortfall on the project.
