ROLL CALL: Present: Mayor John Cook; Councilors: Tom Brian, Carolyn Eadon, and Valerie Johnson; Washington County Commissioners: Chairman Wes Myllenbeck, Commissioners Bonnie Hayes (arrived at 9:04 PM), and Roy Rogers: County Staff: Assistant County Administrator Bruce Warner, Land and Transportation Director Rick Daniels; City Staff: City Administrator Bob Jean, Legal Counsel Tim Ramis, and Acting City Recorder Loreen Wilson. ngton County Commissioners and presented 2, Mayor Cook welcomed the Washi the suggested agenda. 3. URBAN SERVICES a. County Assistant Administrator stated the Washington County Commissioners had adopted the Urban Servicesl�for tcy he Annexation Policy formulation as their top priorities year. He outlined the process the County is using to develop the information for an Urban Services Policy. Warner continued by noting that the reassessment of financial policies to determine what services are truly County-wide ev and what �najorc leissvels to would be appropriate at the County be resolved. b. Lengthy discussion followed regarding County-wide services vs, specific benefit needs. The final report on this study should be available within 4 - 6 weeks. Warner advised Council that preliminary figures indicate that to continue street maintenance and police services (at a level of 1:1,000) the County would have to collect approximately $174 per dwelling unit County-wide. Land and Transportation Director advised the Metzgerciarea that is vary County's level of service provided t substandard at this time. He further stated that the County is financially unable to come to the rescue now. C. County Staff discussed the framework of special taxing districts for service levels (i.e. police services and road improvements). Daniels stated billing for the district(s)the of tampon hplishid on the property tax billing or byhe billing system. d, Commissioner Rogers advised Council that the County Commissioners are undecided at this time as to what level of service should be there considered "minimal". PAGE 1 - COUNCIL MINUTES "' SEPTEMBER 10, 1996 _ e, Warner highlighted the hearing process prior to the adoption of z an Urban Services Policy by stating the process would begin with ` a major symposium being held on October 11 from 10 AM to 4 PM at the Twality Hospital in Hillsboro. f, Chairman Myllenbeck stated the County is serious about this goal and is spending considerable time on the project to assure its completion during the year. He noted there would be a series of town hall meetings throughout the County to maximize the citizen input prior to the formal public hearings before the Commissioners. g, Councilor Johnson suggested a town hall meeting in the Metzger area seemed appropriate prior to the November 4th election at which time the citizens of the area would need to determine whether to annex to the City of Tigard or remain in the unincorporated area. She stated the issue of the level of services provided by the County is information the voters in order to make the best decision for their community. h. Warner noted the County is presenting a tax base request to the voters at the November 4th election. TRANSPORTATION/STREETS a. Daniels mentioned the County Cas Tax measure is back on the 11/4 ballot and stated this would continue the revenue to the City of approximately $340,000. City Administrator stated this was used for the City's capital improvements to the street system. b. Daniels and Jean discussed the current ODOT study of financing needs State-wide for transportation issues. The study is showing that approximately 8OZ of fundings needs in the state is for Jthe minor street systems (i.e. County and City roads). an recommended the County and City work together to request additional funding be channeled to most the County and City neads. C. Daniels stated the Southwest Corridor Study will be out 9/12/86 and pub;.ic hearings should be held in December. Na stated the bypass is estimated to cost $140 million and would provide growth capacity and greater development possibilities. This cost assumes a major transportation investment (i.e. light rail) with the widening of Highway 26, 271, and 99W. d, Chairman Myllenbeck stated thahthea T bio nialValley Economic transportation Development Committee is Puing system. ODOT would also bald a meeting the week of September in the Washington County 15th to discuss investment transportation improvements. Daniels discussed the need for road right-of-way annexations into the City since the County Commissioners' policy is that all local roads should have jurisdiction transferred immediately to cities. The Commission further held that the major road system should remain under the County jurisdiction until the Urban Services Study is completed to determine what the road system will be and what level of funding would be assigned. Daniels further stated that the County supports road right-of-way annexations since they are unable to maintain local roads. He expressed concern regarding the current City of Tigard boundaries noting the service delivery problems with street repairs and police services. Commissioner Hayes Arrived: 9:04 PM 5, ANNEXATIONS a. Mayor Cook highlighted the history of the Metzger/Washington Square annexation request which has been sent to the voters on the 11/4/86 ballot. He stated the City of Tigard has offered a $1 to $1.5 million payback over five years to the residents and plans on keeping the CPO organization intact as an NPO should annexation occur. He noted the City's annexation position is that this large of should vote bfdecided a thel, the City will accept people. However, should triple majority annexation requests. b. Warner stated the City of Portland has just completed a background cost comparison study for the Metzger area and pian to go to their Planning Commission at the end of the year to pursue annexation. He also mentioned that Washington County is currently working on two major construction projects in the Metzger area:thin theenext replacement reconstruction of Street o theHall completed wi Blvd. Scholls Ferry Road intersection next spring. 6. HOTEL/MOTEL TAX a. Warner stated the Hotel/Motel Tax is distributed to cities according to population and also funds the Washington County Fair and Visitor's Center. TVEQC has recently requested X7ng. of this money to be used for economic development planning. The City Administrators of Washington County have questioned this proposal wanting to ensure no "double taxation' issues arise. s; b. Councilor Eadon stated the Tigard City Council had recently had an information meeting to receive the recommendation of a blue ribbon task force study of ambulance service for Tualatin Rural Fire Protection District. She advised the Washington County Commissioners and Staff that this meeting had a large citizen turnout and this issue seems to be one fraught with much emotion. Councilor Eadon also noted that in Council's joint meeting with the TRFPD Board there wasn't a consensus regarding whether the District should handle basic life support, advanced life support, or any at all. b. Discussion followed regarding the Commissioners role in the decision making process on this issue. Councilor Brian noted a subtly in the issue of shirting from private to public sector service is who is responsible for payment of the service. Through the private sector the users health insurance would make payment, however, through the public sector the tax payer would be responsible. C. Jean voiced his concern regarding the lag time from when a 911 call is received by TRFPD and when the appropriate emergency response party is contacted. Councilor Eadon encouraged the Commissioners to base a decision on this issue on as much information as possible due to the impact. Jean stated the County seems to be in the best position to decide this issue and that State statue gives the County that authority. 8. CONVENTION CENTER A. • Chairman Myllenbeck stated that the Commission will probably support the Convention Center being located in Portland. 9. MISCELLANEOUS 9.1 RAILROAD LINE ABANDONMENT: Councilor Johnson stated she understood there were some issues regarding railroad tracks which needed to be studied. She requested additional information regarding the background of the railroad line abandonment and property disposal process. Warner stated this could be supplied. Consensus of Council was to assist the County in this process to work towards abandonment in the Main Street area. t 9.2 WCCLS FUNDING NEEDS Jean synopsized the need for 1 year of additional funding of WCCLS by the County. This would allow WCCLS time to find alternative funding. WCCLS is currently working through Representative Paul Phillips to obtain ORS amendments to allow the development of a library district. PAGE 4 — COUNCIL MINUTES — SEPTEMBER 10, 1986 •• 9.3 COUNTY TAX BASE Consensus of the Tigard City Council was that it could support the County's tax base request if the County Commissioners continue their current direction. 10. CLOSING a. Mayor Cook thanked the County Commissioners and Staff for the opportunity to hold the work session and encouraged this type of interaction in the future. 11.
