ROLL CALL: Present: Mayor John Cook; Councilors: Tom Brian, Phil Edin, and Jurry Edwards; City Staff: Bob Jean; Mary Himmel, Consultant; Mark Johnson, Tigard Times; and Mrs. Ball. A review of the progress of last years goals was discussed. Mary Himmel, Consultant, conducted the workshop session on how to effectively schedule goals and Council meetings. Present: Mayor John Cook; Councilors: fom Brian (arrived at 3 :20 P.M. ), Phil Edi.n, and Jerry Edwards; Valerie Johnson, Carolyn Eadon, Ed Duffield, Susan Mueller, City Staff: Bob Jean, City Administrator; Bob Adams, Chief of Police; Alice Carrick, Support Services Manager; Kelley Jennings, Captain; Mary Himmel, Consultant; and Nancy Lofgren, Oregonian. Mayor called to order. City Administrator discussed areas of concern he knew of: Police Cell Block, Architect Reporting Relationship after Bid Award, and use of City crews in landscaping. Discussion followed regarding the cell. block in the program. Valerie Johnson explained Committee's uncertainty over inclusion of Cell Block in Program. Councilor Edwards expressed his opposition to "jail cells" but support for some lesser level "lockup or holding tank" . Chief Adams responded that "holding cells" are not "jails". Concerned with: safety of officer and personriol.; separation of adult/juvenile or male/female prisoners. . . Feels these liability risks outweigh concerns over "jail". 800 arrests annually, 400 booked and 300 transported. . . average of 1/day but actually stack and became multiple arrests 2/week. . . Ideally City can hand-off 1/3 of transports to Sheriff at shift-change. Ed Duffield pointed out that even rough--in now doesn't mean liability reduction anyway, only when completed. Valerie Johnson pointed out that Budget isn't issue. Do you want holding f cells at all? Discussion broke into several areas: Sally Porte, Booking Corridor/Facilities, Cell Block, and Offices. Consensus to cut rectangular areas (++ 36' x 24' ) east of Sally Porte and North of Booking Corridor and reprogram administrative space as needed. Adjourned at 4:30 P.M. Allen Blvd. Beaverton, Oregon, and on January 19, from 9:00 a.m. to 5:00 p.m. at City Hall , 12755 S.W. Ash Avenue, Tigard, Oregon.
