OREGON 97062 0 PHONE 682-2601 0 RUSSELL WASHBURN. CHIEF October 3, 1983 TO: All Cities and Counties within Tualatin Fire District RE: Fire Prevention Code ORS 478.910 Every 3 years Fire Districts are required to update their Fire Prevention Code Enclosed is a copy of the revised and adopted Fire Prevention Code. Tualatin Fire District is asking each city and county to approve this Fire Prevention Code by resolution in accordance with ORS 478.924 (see attachment). This revised Fire i Prevention Code;adopts the 1982 Edition of the Uniform Fire Code, Uniform Building Code and the Uniformmechanical Code. In an effort to standardize code enforcement Tualatin Fire District has adopted the same Fire Prevention Code as Washington County Fire District #1 and the City of Beaverton. This means that the same fire and life 'safety'regulations will be enforced throughout east Washington County and part of Clackamas County. Standardization of code enforcement should assist architects, developers and builders who are required to utilize these codes. f" Y. you will note mirror word changes throughout this document as the result of`ccabining 3 fire district codes (Tualatin Fire District, Washington County Fire District #1 and the City of Beaverton). No amendments have been made in the Uniform Building Code or the Uniform Mechanical Code. Twelve amendments to the Uniform Fire Code are listed in Section VII on pages 4, 5, b and part of page 7. The only significant change from our old document is a water flow requirement in Section VII.G. This amendment provides a reasonable requirement for fire protection in newly constructed high-rise buildings or large industrial occupancies where a good municipal water supply is not available. This 3000 GPM water flow requirement has been in affect in Washington County District #1 and the City of Beaverton for sane time. It reduces the need to provide additional equipment and manpower to ccubat fire in high-rise occupancies. In the interest of standardized codes in the metropolitan area we are asking each city or county to adopt this code witl-,out amp..ndments. Please plEkce this Resolution on your agenda as soon as possible. If you have any questions regarding the Fire Prevention Code, please feel free to call at any time Sincerely, T<xn Thompson Fire Marshal: cc: Chief Washburn `W CITY OF ?IGARD, OREGON S E„ COUNCIL' AAGENDA ITEM SUMMARY AGENDA ITEM #: _ AGENDA OF: 12/5/8.3 t DATE SUBMITTED: 11/30/$3 PREVIOUS ACTION: Public [earinet - ISSUE/AGENDA TITLE: Colony Creek for 12/5/83 t Estates Plat Vacation REQUESTED BY: Property Owner a CITY ADMINISTRATOR: DEPARTMENTHEAD OK: INFORMATION SUMMARY The vacation petition with adequate signatures was' filed, with the City Recorder 10/12/83 and Council by Resolution 'asarequired101 set tby ORShe 1271 ic 110iY1 Therrequired Notices have been pualished and posted fees to cover costs have been deposited. Approximately 8.5 acres is above .the flood plane. The reminder is flat land and is ,a meadow with springs.' The flat area 20 acres ('could, no doubt, be a recreation area and used as a soccer field; track; driving range or open area. The remaining is very suitable for cluster housing. A development is proposed for two 'bedroom single family condominium style residences, and will be affordable to a sector of the population `that`cannot afford larger single 'family dwellings. The school and park are convenient for families. The` land: is not suitable for standard size lots because of the flood plane on the lower 20 acres. The development will consist of 174 units. We believe this type of project complies with all the LCDC goals and is a type of development ' that enhances orderly and logical development. a r7w.r a*+ a xx K Nffig RMM— PJ1. {3. " CITY OF TIGARD, OREGON COUNCIL AGENDA ITEM 'SUMMARY AGENDA OF: December S- 1983 AGENDA ITEM 4: DATE SUBMI•xTED: 1983 PREVIOUS ACTION: ISSUE/AGENDA TITLE: Ordinance amending the Tigard Municipal Code -- Business Tax REQUESTED BY: J. Widner DEPARTMENT HEAD OK: +` CITYADMINISTRATOR: INFORMATION SUMMARY Pursuant to Council direction regarding the rate structure for Business Tats, the following ordinance was drafted. Council directed that the ordinance would include the rates, definition of full-time equivalent employees, require a cert- ification by owners as to the correctness of the information provided, the penalty for non-payment, -etc. and the effective date of the ordinance to comply with the ' y cycle billing. This amendment does not include any language dealing with the penalty, as this issue"has already been addressed in other part's of the 'Tigard' Municipal Code and specifically Ord. 82-72. The next cycle billing beginning a new year is January 1, 1984. By December 15, 1983 notices with the Business Tax In€ormation Sheet will be mailed to approximately 300 businesses up for renewal. This speeds up our process for a clean cut-off from the old rate structure to the new rate structure. A copy of this amending ordinance has been given to the Tigard Chamber of Commerce. If the ordinance is not adopted at this time, it could cause a problem in the implementation. ALTERNATIVES CONSIDERED 1. Delay the ordinance until after January 1, 1984 -- causing a mid-yeas change. 2.
