The Tigard City Council will hold a special meeting on June 4,
1981 at 7:30 P.M. at Tigard City Hall, 12420 SW Main Street,
Tigard, Oregon to discuss the City Administrator selection process.

SPECIAL COUNCIL MEETING MINUTES, JUNE 4, 1981 , 7 : 30 PM
PRESENT: Mayor Wilbur Bishop; Councilmen Tom Brian, John Cook,
Councilwoman Nancie Stimler; Acting City Administrator/
Director of Public Works , Frank A. Currie, Finance
Director/City Recorder, Doris Hartig ; Helen Terry
Recruitment Assistant
Meeting called to order by Mayor for the purpose of discussing
the selection process of City Administrator .
Helen Terry, outlined the preliminary steps taken to place copies
of the job announcement in the various publications .
The anticipated recruitment schedule was reviewed which is as
follows :
July 10th closing date for accepting supplemental application
forms .
By July 24th select eight (8) semi-finalists .
August 8th Assessment Center test for eight (8) semi-finalist.
August 8th - 10th Mayor/Council interview top candidates ;
background/reference checks made .
Week of August 17th announce final selection.
Council discussed reimbursing candidates for their expenses .
Concensus was to reimburse candidates traveling from outside Oregon
and Washington coach rate transportation. Finalists for interview
process will be reimbursed on a per diem basis and air travel . Per
diem rate to be set .
Council proceeded through job analysis of desirable and undesir-
able characteristics for the position. Language for job descrip-
tion was reviewed and design of supplemental application form was
developed.
Ms . Terry stated Steve Bauer, League of Oregon Cities , and Jerry
Osterman of Bothel , Washington, will assist with assessment center .
To complete the selection process she suggested the Council do
the background checks . (Terry will assist with structure of ques-
tions) .
Ms Terry will work out final details for the August 8th test
interview with tentative arrangements to use space at the Way-
side Inn. Council dis _.cod a Sunday brunch for the final *hree
(3) candidates with r Lour of the city, then interview time for
each candidate .
As final details are worked out Ms . Terry will report back to
Council .

LIBRARY ASSISTANT JOINS STAFF
John Henschell-has been selected out of 37 applicants to fill the position of Library
Assistant - Children's Program. John was formerly employed with the Camas, Washington
Public Library and holds a B.A. in Communication Arts from Evergreen State College.

CRIME ANALYSIS WORKSHOP
Lieutenant Kelley Jennings will be attending a Crime Analysis Workshop in Portland
May 20, 21, and 22. The conference is sponsored by the Oregon Law Enforcement Council.
TRAFFIC LIGHTS INSTALLED
New traffic signals have been installed at Hunziker and Hall Boulevard.
SEWER CONSTRUCTION TO BEGIN
At long last, a contract to construct a sewer line as part of the McDonald area
Local Improvement District has been awarded to MEM Corporation of Corvallis.
COMPUTERIZED ACCOUNTING-ALL SYSTEMS GO
The computer has successfully completed processing all the financial reports including
balance sheets, line item, and expenses/revenues by May 14 this month. The Accounting
Department is now entering business licenses with fixed assets and LID assessments
scheduled to be processed by July 1.
BID AWARDED TO CASCADE
Bids for 2.7 miles of street overlay were awarded to Cascade Construction of Portland.
POLICE OFFICER SELECTION
Background checks have been completed on the top 10 candidates for the position of
Police Officer. The six finalists will be interviewed May 27 and 28 by Chief Adams
and Lieutenant Jennings. Two hires are anticipated by June 15th.
