(b) After discussion with Mr. Vern Christensen, of Loaves and Fishes ,
consensus of Council was to hold consideration of item until
Loaves and Fishes Steering Committee has had a chance to review
the contract agreement .
(c) Motion by Councilwoman Stimler, seconded by Councilman Scheckla
to table until after the first of the year.

20. ORDINANCE NO. 80-92 AN ORDINANCE ADOPTING FINDINGS WITH RESPECT TO
AN APPLICATION FOR AN AMENDMENT TO THE 1970
ZONING MAP OF THE CITY OF TIGARD AND FIXING AN
EFFECTIVE DATE. (KITTLESON/BROWN)
(a) Legal Counsel advised staff and Council that the motion failed
2-2 on the second reading and unless a motion was made by the
prevailing party for reconsideration, it would be six months
before another application could be considered on the property
in question.
(b) Motion by Councilwoman Stimler_ , seconded by Councilman Brian
to reconsider item.
Approved by 3-1 majority vote of Council present, Councilman
Scheckla voting Nay.
(c) Council requested staff and developer bring back a letter from
the railroad stating their intent to consider a crossing at
the back of the proposed development , a traffic impact statement
for the intersection with Bonita and a letter from the fire
marshall stating that they are not opposed to a temporary 800
foot cul-de-sac .
(d) Mr. Charles Hogel , 7035 SW Hampton Street, discussed with Council
some of the financial hardships a denial could make on the
property owner.
(e) Motion by Councilman Brian, seconded by Councilwoman Stimler
to table item to keep the project alive .

22 . RESOLUTION NO. 80-119 A RESOLUTION REVISING THE PERSONNEL POLICIES
AND PROCEDURES MANUAL BY QUALIFYING TUITION
REIMBURSEMENT PROVISION.
(a) Legal Counsel explained that the Chief of Police had requested
this resolution be written to qualify the tuition reimbursement
procedure in the Police Deparcinent .
(b) Motion by Councilwoman Stimler, seconded by Councilman Scheckla
to approve.

23. APPROVAL OF CHANGE ORDER #1 FOR SENIOR CENTER CONTRACT
(a) City Administrator requested approval of change order Alternate
No. 1 , code related items and to include a stainless steel
counter, 220 outlet for a kiln and utilities for Cleveland
Steamer. The total amount of the change order would be $32 ,880 .
He stated that this would have to go to the CDBG board for
approval after Council action.
(b) Motion by Councilwoman Stimler, seconded by Councilman Brian
to approve.

27 . REQUEST FOR FEASIBILITY STUDIES FOR PROPOSED L. I .D. IMPROVEMENTS .

(a) Director of Public Works requested Council approve a feasibility
study for the above areas for proposed L. I . D improvements . The
areas have both submitted petitions requesting the improvements
be made .
(b) Council discussed having an annexation petition filed along
with the development of an L. I .D. in the Tiedeman Avenue area .
The staff is to look into this possibility.
(c) Motion by Councilman Brian , seconded by Councilwoman Stimler
to approve studies in both areas .

28. OTHER
(a) Councilwoman Stimler drew Council ' s attention to the Loaves
and Fishes Fact Sheet included in the packets which sets forth
the costs per item for things needed in the Senior Center .
Donations are being accepted by Councilwoman Stimler.
(b) City Administrator reminded Council that TMEA will be going
to mediation on December 23rd at 9 :00 a .m. at City Hall .
(c) City Administrator advised Council that Councilman Brian would
be attending the Washington County Commissioners meeting Tues-
day, December 23rd to request reconsideration on the CDBG
grant proposal that was denied by the Citizens Advisory Committee
Board, Lengthy discussion followed as to what would be consid-
ered and what action the City expects from the meeting.
(d) Chairman Cook suggested Council give direction to Planning
Director regarding tabled ordinance 80-93 (Clyde Jacobsen) .
Councilwoman Stimler stated her concerns regarding the project ' s
park and open space dedication. Concensus of Council was to
wait until a full Council was present before reconsidering .
(e) Planning Director stated that the Director of Public Works
rewrote the annexation letter to be sent to the Walnut Street/
121st Street citizens . The letter will be sent out on January
5th and will contain the signatures of as many Council members
as wish to sign it.
Discussion followed as to some wordage changes .

As you may be aware, the citizens of our jurisdictions
are being served by one of the most functionally pro-
gressive emergency communications systems anywhere in
the nation. While we are justifiably proud of the work
performed by our staff in this endeavor, we fully recognize

our district, implementation would not have been possible.

Call to Order The regular meeting of the Tigard Library Board was called to
and Roll Call: order by Chairman Betsy Chick, November 10, 1980, at 7:30 PM.
Excused: Jean Carlisle, Jim Sidey.
Absent: Roger Pitsinger.
Guests: Members of the Friends of the Library Building Committee,
and Karrin Hawes and Claire Sheldon, staff members.
Reports: Minutes of the previous meeting were accepted as circulated.
Librarian briefly reviewed monthly report for October. It was
reported that a CETA youth had been hired, Librarian pointing out
that this person was not connected with the Cordero program.
Donna Selle: Donna Selle, Washington County Cooperative Library Services Co-
ordinator, spoke to the group about the proposed county-wide
automated circulation system. She pointed out that in order to
put the system in, it will require $1,500,000. The only possible
way of getting this kind of money is to go on the ballot for a
three-year serial levy at $500,000 per year. That is proposed for
February 1981. Ms. Selle also discussed a county-wide bond issue
to build libraries in an organized, coordinated way throughout the
county. She suggested that Tigard's needs should be identified and
put together for presentation in the near future. She also stressed
that the City would have to provide the site. She told the group
that she felt that a unified approach from the librarians, library
boards and city councils was crucial to the success of such an
issue. In answer to the question as to who would own such buildings,
Ms. Selle said that she didn't see the County wanting to own and
staff these facilities, but envisioned a $1-a-year lease type of
agreement with cities continuing to staff and operate.
Old Business: Circulation-policy Librarian informed Board that a problem was
developing regarding the return of lost books that had been paid
for. It was moved by Dick Bendixsen that there be no refunds on
books which had been paid for longer than sixty (60) days and that
refunds on books less than that time not include . the processing
fee. Motion was seconded and passed. Librarian indicated that this
would be added to the circulation policy.
Librarian requested direction concerning the two books which
Catherine Adams has not completely paid for. The final amount, ner
her original agreement, is due on November 15, 1980. Board directed
that Mrs. Adams be sent a letter reminding her of the outstanding
amount due.
Election of Madalyn Utz moved that Betsy Chick be re-elected as Chairman of the
Chairman: Tigard Public Library Board. The motion was seconded and passed
unanimously.
Meeting adjourned 9:25 PM.

1. Administration:
a. Library Board held its regular meeting November 10. Minutes are attached.
b. Librarian attended Washington County Cooperative Library Services (WCCLS)
professional board meeting on November 12. Of interest: 1. There was considerable
discussion concerning disposition of state-aid funds received by the county (after
the cities received their portions). $28,000 is the amount involved and the WCCLS
budget committee suggested that these funds be apportioned to the community libraries,
outreach program, updating of the union catalog and hiring of a public relations person
for the upcoming computer serial levy. If this had carried, the community libraries
would have received more in state aid than several city libraries, to include Tigard.
It was moved and passed that $7,000 be approved to update the WCCLS union catalog. The
disposition of the balance will be held until the computer serial levy is placed on the
ballot. 2. There was also considerable discussion concerning the serial levy to finance
a county-wide computerized circulation system. The Board voted to recommend to the
Citizens Advisory Board (CAB) and the County Commissioners that a serial levy in the
amount of $500,000 for each of three years -- total, of $1,500,000 -- be put on the
ballot at the earliest possible date. It has since been learned that the Fire District
#1 agreed to sell WCCLS its building in Aloha for $150,000. This will house the computer
as well as the coordinator's office and books-by-mail.
C. On November 14, Librarian and City Administrator attended a meeting at Beaverton
City Library concerning the computer serial levy. Librarians and city administrators
discussed the issue at some length. The consensus was to seek support for the serial
levy from the city councils and recommend to the county commissioners that it go on the
ballot February 179 1981.
2. Personnel:
a. Volunteer hours totaled 205; daily average 12.7.
b. Carlos Moreno, CETA youth, has been terminated. He repeatedly failed to report
for work or cdii iri.
C. Scheduling continues to be difficult L=en staff members are off, sick or need to
attend meeting— Library traffic continues to increase and requires the presence of at

least two staff members even when a volunteer is present. It is anticipated that over-
time will be a necessity before long. A surplus of hours created by the long illness of
the part-time clerk in August has precluded staff overtime so far, but that will soon be
used up.

4. Youth Services Kathy- Tremaine:
Storytime continues well with the volunteer storytellers doing most of the sessions.
The Friends of the Library are sponsoring a Christmas Tree chain. For each book that
is read between November 1 and December 19 a child will add ten autographed links to the
chain. The Friends of the Library will give 1C per link, to a maximum of $200, to buy
film strips and cassettes for the children's room.
Or. November 14, there was a demonstration on creating a non-gingerbread Sugarplum
House. Participants brought their own frosting and candies. The twenty-person limit
was filled and a good time was had by all.
5. Friends of the Library:
On November 6, writer-photographer, Joe Van Wormer gave a presentation featuring
photographs of birds and books he has written. The program was well attended.

VIII. TRAINING
F A. Safe +Burglary Conference. Det. Cpl. Myers spent 3 days in Lake Tahoe,
Nevada, attending the Western States Safe Burglary Intelligence Confer-
ence on Nov. 3, 4, and 5th. 24 man hours of training was received.
B. Firearms Training. On Nov. 12, all certified officers, including the
Reserves, went to the range for firearms training. . All qualified.
C. Statistical Sampling. On Nov. 21, Chief Adams spent S hours at Portland
Community College, S.E. Center, attending a one day workshop on statistical
sampling and questionnaire construction.

Dear_ Commissioners :
The City of Tigard requests that you approve our proposal to fund
part of the costs of a downtown revitalization plan through the
County ' s Community Development Block Grant Program.
A local planning committee has spent over six months identifying
problems and making recommendations to the City Council regarding
Tigard 's downtown area. This committee recommended that the City
engage the services of an experienced consultant to prepare a
downtown revitalization plan. The plan would address the following
existing problems : housing and transportation needs of those with
low to moderate incomes in the downtown area , building deterioation
of commercial structures , need for additional parking and traffic
circulation. It would include cost estimates and recommended
methods of financing the necessary improvements .
On December 11th, the Policy Advisory Board and the Citizens Advisory
Committee rated our project proposal along with seven others . The
PAB approved our project but the CAC only gave it 50 .8 points .
Comments made by members of the CAC at the December 11th meeting
indicate that they did not understand the intent or value of our
project, or that they intentially distorted the facts . These
comments included the following:
1. There is no benefit to low to m,,U'-�rate income individuals .
2 . There are other sources of funding readily available.
3. The City should be able to use its comprehensive plan to
accomplish the same thing.
Because the City could not act as an advocate for its own project at the
December 11th meeting, we were unable to respond to any of these

misleading statements .
We would like to stress the following points :
I . We have investigated other sources of funding and they are not
available. - There are sources available for industrial development
but not commercial , according to the Port of Portland and the EDA.
2 . The project would benefit low to moderate income individuals .
The majority of households in the downtown area fall into this
category. It should also be pointed out that a 200 unit home
for the aged is currently being planned for the downtown area at
the corner of Hall and Burnham. Also , many of the small businessmen
downtown have incomes which are low to moderate.
3 . The City' s comprehensive plan does not have sufficient detail to
assist the City in downtown development. For example, it does
not include any cost estimates or recommended sources of funding.
If we already had the information we need, we would not be willing
to spend $5,000 of the City taxpayer ' s money to duplicate that
information.
4. It should be noted that a 12 acre commercial complex is being planned
for the south end of Main Street which will employ several persons .
The complex, however, will also add to existing traffic circulation
problems .
While our proposed project may not benefit as many low to moderate
individuals , and score as high as some of the other projects you are
now considering, we believe our project does have merit, and it is
eligible for funding through the CDBG Program.
The City is only requesting $20,000 for this project. The money is
currently available through the CDBG and we request that you approve
our project for submittal to HUD.
