questioned Council ' s stand on the annexation policy regarding
forced and island annexations .
President of Council Cook stated that the stand on the policy
for annexations has not changed in that it is now and always
has been a personal matter for each Council member to deal
with.
Councilman Scheckla requested Planning Director cover the
areas of discussion for the i2-1-80 study session meeting in
regards to annexation.
Planning Director synopsised the areas to be discussed at
the December lst meeting noting that this discussion was
necessary to direct planning staff in dealing with LCDC
Goal #10 requirements .

discrimination ramifications but TPOA contract language as well .

REQUESTING AN ANNEXATION PETITION BE FORWARDED
TO THE BOUNDARY REVIEW COMMISSION (Short Title-
CASCADE) .
(a) Motion by Councilwoman Stimler , seconded by Councilman Brian
to approve.
(b) Planning Director gave history of annexation area and noted
this would create an island.
(c) Motion passed by 3-1 majority vote of Council present , Council-
man Scheckla voting nay.
15 . RESOLUTION No. 80-107 A RESOLUTION OF THE TIGARD CITY COUNCIL
REQUESTING AN ANNEXATION PETITION BE FORWARDED
TO THE BOUNDARY`REVIEW COMMISSION (Short Title-
LARSON) .
(a) Motion by Councilwoman Stimler, seconded by Councilman Brian to
approve .
(b) Planning Director gave history of annexation proposal in this
area and noted that Mrs . Ball had just turned in signed peti-
tions for the following tax lot numbers . Tax Map 1S1 36DD,
Tax Lots 4800 , 4900 , 5000, 5100, . 5800, 5600 , 5700 & Tax Map
2S1 IAA, Tax Lots 1700, 100, 1400, 1301 & 1200 . It was stated
that this would create more than one island. The Planning
Director recommended approval .
(c) Motion to adopt as amended was approved by 3-1 majority vote of
Council present, Councilman Scheckla voting nay.
(d) Motion by Councilman Brian, seconded by Councilwoman Stimler
to amend Resolution No. 80-107 by including the Ball tax lots
into the legal description.
Approved by 3-1 majority vote of Council present, Councilman
Scheckla voting nay.

(a) Motion by Councilwoman Stimler, seconded by Councilman Brian

(c) Mr. Gordon Moore , 13535 SW 121st; Mrs . A. John Overby Sr. ,

appeared to offer testimony in opposition to the annexation.
(d) Motion by Councilwoman Stimler, seconded by Councilman Scheckla
to table Resolution No. 80-110 until December 1 , 1980 .

(a) Planning Director stated Planning Commission had approved zone
change and requested Council also give approval .

(b) Councilwoman Stimler discussed areas of concern dealing with
the open space in the project . Other concerns were expressed
regarding the 800 foot proposed cul-de-sac which is longer
than code allows .
(c) After lengthy discussion, Councilwoman Stimler moved to table
consideration of ZCPD 13-80 until December 1st meeting and
requested Park Board be present at that meeting for input on
greenway/open space system. Motion to table seconded by
Councilman Scheckla .
Motion approved by unanimous vote of Council present .
(d) Applicant was also requested to be present at the December 1 ,
1980, meeting.

(a) Planning Director gave brief history of development request and
noted Planning Commission had approved zone change with condi-
tions .
(b) Council and staff discussed conditions #4 and #3 . Planning
Director encouraged Council to discuss with the Park Board
the Open Space/Greenway Plan to clear up questions regarding
this item.
(c) Motion by Councilwoman Stimler , seconded by Councilman Scheckla
to table item until 12-1-80 meeting .
(d) Staff was directed to call Park Board and request their presence
at the 12-1-80 meeting.

A zone ordinance amendment requested by the City of Tigard amending
Chapter 18 . 24 of the Tigard Municipal Code relative to the Multi-
family Residential Zones (A-12 , A-20 , A-40) reflecting the state-
wide housing objective (Goal #10) .

(b) Planning Director gave synopsis of history of request and
described changes in the current code . He noted that the NPO ' s
had discussed this with staff.

read : "Proposed developments in this zone shall be reviewed by
the appropriate Neighborhood Planning Organization with the
developer and City Staff prior to review by the Planning Commis-
sion and City Council . Motion seconded by Councilman Scheckla .

A zone ordinance amendment requested by the City of Tigard amending
Chapters 18.32 and 18 .40 of the Tigard Municipal Code relative to
-he land use classification system, maximum lot coverage and adjust-
ment of landscaping requirements in C-4 and C-P Commercial zones .

expressed concern regarding subject but did not

Portland preSented letters from Mr. J .M. Ming,
Don Pollock, Jeffrey Paul Fish, and M.L. King
who are commercial property owners in the City
expressing concern regarding landscaping coverage
being increased to 28%. Mr. Bishop also presented
letters from City of Lake Oswego, City of Beaverton,
City of Oregon City and City of Milwaukie noting
that they have 15% landscaping coverage .
Mr. Don Cooper, Suite 302 , 10505 S .W. Barbur Blvd
Portland, stated this change seemed to be arbitrary
r= ' and requested Council reconsider the landscaping
:.: coverage percentage .
Ted Millar, 7941 S .E. Johnson Creek Blvd, Portland ,
expressed his disagreement with the 28% landscaping
coverage figure .
(d) Planning Director recommended approval and suggested Council
reduce the landscaping coverage in the C-P section of the
ordinance to 20% instead of the 28%.

(a) City Administrator recommended approval after noting reasons
for transfers . He requested account number be changed for the
transfer of storm water study monies from 1 . 2 .3 .620 to 2 . 1 .5 . 620 .
(b) Motion by Councilwoman Stimler, seconded by Councilman Brian
to adopt Resolution No. 80-111 with account number amendment
as noted by City Administrator.

a "downed" stop s-;gn located on the Oregon Education Association property
where a driveway leading from our parking lot enters SW Atlanta. In
two previous telephone conversations I have nentioned that the sign has
been down for over a month.

SUBJECT: Monthly Report, October, 1980
1. Administration:
a. Librarian attended an all-day meeting for Washington County Cooperative
Library Services (WCCLS) at Marylhurst College. Issues facing the network were
discussed in an effort to improve general communication and understanding. Principle
topics included: Automated circulation, building libraries, Cable TV, county-wide
services and extending outreach services.
b. The Tigard Lions Club donated materials and 'labor to add shelving for large
prim rooks.
C.. Library Board held its regular meeting October 13. Minutes are attached.
d. Lack of volunteers fcr the outreach program has necessitated a close look
at services being offered. The decision was made, with concurrence of volunteer
coordinator, Andrea Asbell, that no new service to nursing homes or individuals
will be offered until more volunteers are recruited.
e. Tigard Public Library (TPL) received its per capita state aid - $2,595.
This is a $405 shortfall from the initial expectation of $3,000 caused by the
reduction from .21c to . 17c per capita.
f. Librarian did 1;ot attend WCCLS meeting October 22, because of staffing
shortages. Librarian; was also unable to attend a WCCLS budget meeting for same
reason. Any staff member's absence impacts on scheduling, but when more than one
is absent, someone else must put aside their work to fill in the service gap.
2. Personnel:
a. Volunteer hours totaled 266 ; daily averagell.5 .
b. Carlos Moreno, CETA youth, began working as a Library Aide on October 30.
He is scheduled for 30 hours per week. When his training is complete, it is planned
to have him work 40 hours per week.

•.4. Youth Services - Kathy Tremaine:
Storytime began again this month. Attendance has been good and this year's
storytellers are super. Peoplc have been making a point of coming in just to say
how much they enjoy the programs. The three volunteers have also been helpful in
assiting with non-storytime projects such as, constructing masks for our "Masks of
the World" display. This was used to advertise our "3-D maskmaking" workshop held
Friday, October 15.
The Children's Services coordinator attended the 1980 Oregon Educational Media
Conference, October 23-25, and brought back information that will help with selection
of AV materials (filmstrips, cassettes, records, etc.). Useful contacts were made for
information on consumer nutrition for adults and children, Oregon historical information
and ideas for spurring reading interest in 4th-8th graders.
The Library put on a "Little People's Popcorn Party" to celebrate Halloween this
year. The Tigard Community Center was rented to house the festivities. Attendance
was limited to children age 6 and under and their parents. Seventy people, ghosts,
witches and miscellaneous critters attended:
Displays for October were ANIMAL TALES for the J- YA's and MASKS OF THE WORLD
for everyone.
5. Friends of the Library:
Friends of the Library held their first meeting of the year on October 2.
Sheila Knoll, local writer and artist, talked about her book of poetry, Power
Places-; and her techniques for writing.

Call to Order The regular meeting of the Tigard Library Board was called
and Roll Call: to order by Chairman Betsy Chick, October 132 1980, at 7:30 PM.
Excused: Jim Sidey.
Guest: Yvonne Burgess.
Reports: Minutes of the August 11 meeting were approved.
Minutes Librarian reviewed both reports for August and September.
Discussion centwad on the computerized circulation system
with a possible serial levy to support it and a county-wide
bond levy to build libraries. Librarian suggested that
Washington County Cooperative Library Services (WCCLS)
coordinator, Donna Selle, be invited to the next meeting to
discuss and answer questions on those two items. Board con-
curred. Chairman Chick asked Madalyn Utz to invite members
of the Friends of the Library Building Committee to attend,
too. There was some discussion on reciprocal borrowing with-
Multnomah and Clackamas Counties. Librarian stated that this
Old Business-
was being monitored and would be reported on later.
Building Plans Madalyn Utz reported that her committee has been attending and
participating in the Tigard Downtown Committee meetings. She

reported that the Library ry will probably still be faced with
raising its own money, even if it is included with planning
for the civic center.
Outreach Librarian reported that subsequent to the meeting in August,
plans to apply for a grant through the Friends of the Library
had been changed to applying through the Washington County out-
reach Librarian and placing the program under her direction.
Following further discussion, however, the County Outreach
Librarian expressed a feeling that applying for a grant for
operation and personnel was not the long-range solution needed
for the program. Tigard Librarian concurred and the matter
has been deferred.
New Business:
Correspondence from Chairman Chick passed a copy of a letter from Catherine Adams
Catherine Adams that expressed dissatisfaction with the Tigard Public Library,
i.e., administrative procedures, safety and health factors in
the building, "materials which are offensive to some patrons,"
a lack of "books which teach decent moral and spiritual values
to our children. . ." and an unqualified staff, volunteer and
paid alike. Discussion followed.
M.unhall moved that the Board reaffirm its confidence in and
appreciation of the staff, both volunteer and paid, and that
they be advised by the Librarian.
The Board directed Chairman Chick to acknowledge the Adams'
` letter, stating that it had been presented at this meeting and
that there are procedures for consideration of complaints by
the Board.

TRAINING
A. Police Hostage Negotiator School Sgt. Wheeler and Sgt. Jennings
attended a three-day school to learn how to handle hostage type
situations. This was instructed by the FBI and Portland Police
Bureau. 48 man hours were spent.
B. Administrative Training. Chief Adams attended a two-day work-
shcp.at Portland Community College on Oct. 10 and 11; topic was
Planning= Evaluation and Introduction to .Statistics.
C. Police Reserves. See attached report from the police reserves for
their activities during October.
`COMRTNITY RELATIONS
A. CE2 Students. Two CE2.students spent 24 hours with the police
department during October, using this as their Exploration site.
They spent time both in the dispatch area and riding with police
officers. ,

I wish to go on record against your proposed new ordinance requiring an
increase of 8% in minimum landscape requirements for professional and commercial
property in Tigard. Tigard landscape percentage requirement is already way above
the surrounding areas and should be reduced.

Re: Purposed Ordinance Ammendment
Chapters 18:32 and 18:40
Tigard Municipal Code
This ordinance change will unfairly affect the owners
of professional and commercial property in Tigard and slow
further development in these areas. The present requirement
is too high. The average allocation for landscape in Lake
Oswego, Gresham and Milwaukie is between 12% and 150.
Why is it necessary for the City of Tigard to demand so
much more than the surrounding areas?
Please put me on record as being against the ammendment
and for a reduction in the current requirement.

scaping requirements t& twenty-eight percent (28%) is unreasonable.
With land in short supply and the national trend to maximize space,
conserve utilities and minimize costs we feel you are placing an

Our code requirement for landscaping percentage in commercial
zones is as follows:
LOC 50.870 (2) Landscaping
Except in the industrial zone (M) , all newly developed
sites shall devote at least 15% of the total land area to land-
scaping, and allsites involving expansion or enlargement of
existing structures shall devote at least 10% of the total land
area to landscaping.

avoid directing traffic into residential areas or local access streets.
