16 . DISCUSSION - Englewood Greenway - Neighborhood Park.
(a) Bob Irby, 11515 S .W. Hazelwood Loop, proposed to the Council that
the designated greenway area be maintained by the City.
(b) Curtis Stephens , 11338 SW Hazelwood Loop, addressed the Council
as Chairman of the Englewood Association. He asked the Council
if they had any questions about the Englewood Organization.
(c) Cindy Day, 11393 SW Hazelwood Loop, noted that playground equip-
ment at Englewood was in need of repair . She indicated that
residents would be willing to help in neighborhood park by pick-
ing up debris after winter storm if the City would maintain the
park year round.
(d) Councilman Brian questioned Frank Currie , Director of Public
Works , about the cost and time involved in maintaining the
greenway.
(e) Mr. Currie responded that the greenway cost $4200 to maintain
this year and estimated an annual cost of $2600 to mow the park.
x (f) Wilbur Bishop, 10590 S .W. Cook Lane , noted that during 1976-
1977 the City of Tigard agreed to maintain the greenway park
area around the playground equipment and pathways . Mr. Bishop
encouraged Council to follow up on the former administrations
commitment.

(g) Phil Hirl , Park and Recreation Board Chairman, stated that

the Englewood Greenway, should be brought into the park system,
(h) Motion made by Councilwoman Stimler, seconded by Councilman
Scheckla, to designate parcels A,B,C, & D as neighborhood
parks and that the playground equipment be left on site and
maintained by the City.
(i) Mayor Mickelson stated that if motion passed, the Park Board
and citizens could make recommendation to the Budget Committee.
(j ) Mr. Barker noted that he had a file on mosquito abatement,

(a) Chief Adams recommended that a feasibility study be done to
coordinate various computer systems .
(b) Motion made by Councilman Brian to adopt , seconded by Council-

20. AUTHORIZE PURCHASE OF TWO REPLACEMENT POLICE VEHICLES
(a) Chief Adams recommended the authorization of purchase of two
police cars . The low bidders was Carlson Chevrolet at $8 ,299
per unit.
(b) Motion made by Councilwoman Stimler to authorize the purchase
of two police vehicles at $8 ,299 per unit , seconded by Scheckla .

24. FAIRHAVEN STREET SEWER LID STATUS REPORT
(a) Frank Currie, Public Works Director, stated that Washin-ton
County crews haven ' t found any faulty septic systems and is wait-
ing for further information.
25. OTHER
(a) City Administrator introduced Linda Sargent , Reasearch and
Development Aide, to Council .
(b) City Administrator stated that Darrell Smith , contract negotia-
tion, will meet with staff 9 :00 a .m. on October 31 , 1980 , to
prepare contract proposals and requested Council submit their
recommendations . The first bargining session will be held
November 13 , 1980, at 9 :00 a .m..
(c) Council approved recommendation to cancel meeting of November
3, 1980.
(d) City Administrator demonstrated three models of noise meters .
Mr. Barker recommended that staff continue to use present
meter until needs change . Concensus of Council to continue
present program.
(e) City Administrator announced staff will speak on Tax Base
proposal at Summerfield Homeowners Assoc . November 3 , 1980.
(f) Councilman Brian expressed concern over lawn signs being
placed in public right of ways . He recommended citing or
picking up signs .
(g) Planning Director announced dates to hear consultant speak
regarding cable TV.
(h) Public Works Director reported to Council S & S Nursery has a
used trencher for sale. Staff to checkout equipment and
report back.
(i) Councilman Cook requested staff check into unauthorized used
car lots .

program at Walnut and Pacific Highway.

1. Administration:
a. The Library Board did not meet in September. (See Minutes for August 11, 1980. )
b. Librarian attended a University of Oregon sponsored workshop on September 20 and
21, on "Financial Management for Small Organizations." (Received one (1) graduate credit.)
c. Librarian did not attend Washington County Cooperative Library Services (UICCLS)
meeting September 24, because of staffing shortages. Current issues of concern center
around the county-wide computerized circulation system, allocation of per capita state
aid outside city jurisdictions and county-wide capital improvement needs.
d. Librarian attended a meeting September 30 on reciprocal borrowing between
Clackamas and Washington County libraries. The two of the libraries most closely
involved, Tualatin and Lake Oswego, decided to work out some means of reimbursement.
Tigard Public Library is continuing to monitor its usage from Clackamas County.
Z. Personnel:
a. Volunteer hours totaled 241; daily average 9.3
b. Sandra Thorne, Library Aide, resigned to attend the University of Oregon.
c. Michelle Waldele has been hired as Library Aide and will work 15 hours per week.
d. Court referrals worked 27 hours.

No special programming was presented; however, planning was done for
programs through December.
Three volunteer story tellers were recruited. On September 26, they
participated in a book-review session for new youth literature. A training
session for them was conducted on September 29.

12. COMMENTS:
#2 -- The Tigard Library is in a building that has seen various uses.
It was opened to the library in three (3) different phases, the last being
1976, when. the floor area was about doubled. In 1977 mpr. recei.Ted a grant
to remodel the circulation. area and in Fall 1979 funds were expended to re-
model the children's area. There was no increase in space or major change
to building.
#9 -- The Friends of the Library have organized a building committee this
past year. There are no plans yet.
#10 - Because the City does not own the building, there are no plans to
alter it in any way.
#11 - This is a qualified "yes" -- access is possible through two side
entrances for wheel chairs. Again, no changes in the building's structure
are planned.

XIII. TRAINING
A. Municipal Budgeting. On Sept. 8 and 9, and again on Sept. 23 and 23,
Chiu darns attended two, 2-day workshops on Municipal Budgeting. These
classes were held at the Holiday Inn in Wilsonville, and were presented
by the Board of Police Standards and Training, and Portland Community
College.
B. executive Management Certificate. Chief Adams. received his
Executive Management Certificate from the Board or. Police Standards and
Training this month.

Re: Englewood Neighborhood Parks
Dear Mr. Mickelson:
On July 14th and 28th, a group of concerned citizens living in the Englewood subdivision
of Tigard attended meetings of the City Council . These citizens, through petition and
verbal presentation, expressed a concern regarding the conditions of small parks within
the subdivision.
The City Council recommended the citizens organize and come again with definite proposals.
Since those meetings there have been two general meetings at which there was a good rep-

mi ttee which in turn has made recommendations to be presented to the City Council . We
now present these recommendations.
HISTOR`(:
Englewood is an attractive neighborhood. The majority of us are homeowners and we are
interested in improving our property. We were attracted to this neighborhood for many
reasons, one of which was the configuration of the planning. Many of us are families
with small children who appreciate the parks and playground equipment. We also like the
wooded areas and creeks which make for a pleasant suburban atmosphere. The developer
and the realfor made much of the availability of these areas in their publicity brochures
and their sales offices had large maps on the walls which designated parcels , A, 6, C, &
D, as neighborhood parks. When we first moved into Englewood the parks were maintained
first by the developer and then by the City. This maintenance has deteriorated in the
past two years until we have the condition which exists today.
For these reasons we approach the City for a remedy and for these reasons our elected
spokespersons make our proposals.

PROPOSALS:
1. Parcels A, B, C, & D to be designated Neighborhood Parks as per the plat maps:
Book 34 pg. 29. Book 38 pg. 13, Book 35 pg. 30.
2. Playground equipment shall be left in present position and maintained.
3. Modifications of existing creek banks to make them less hazardous.
4. An agressive mosquito abatement program to be initiated.
5. Spokespersons and Steering Committee to be liaison between City Council and Residents.
We will appreciate a hearing on this request and wish to appear again before the City
Council for an open discussion leading to a solution. Please contact a spokesperson for
an appropriate date.

tChairperson LaValle Allen reported that Aldie, Howard had iven
he verbal message to the NPO that membership requirements and limits
were up to the NPO to decide. Aldie also asked that the NPO submit the
names of nominated members to the planning commission for approval.

be on the agenda of the Oct. 28 planning commission meeting, and
that Aldie Howard foresaw no problems with our request.
The group than discussed the need for a broad membership,, representative
of various interests in the NPO. Concern was again expressed over
the absence of anyone from the northern portion of the YPO. LaTfalle
promised to contact Joy Cundiff by the next meeting.
The consensus of the group present was that voting members
should either be residents, or representatives of existing businesses
in the NPO. Of the 12 members nominated to the RTFO at this evening's
meeting, 1 represents an existing business, 9 represent residential
interests, and 2 others represent residential interests while at the
sane time having interests in potential land development in the triangle
area. It was also the consensus of the group that, a husband
should have no more than one vote between them. and wife
The following motions were made and approved:
I. That the names of the following 12 people shall be submitted
to the planning commission for official membership to the NFO, and that
there shall be no more than 12 voting members on the NPO:

2. That a quorum be defined as 6 members.

Each member shall not be absent for more than two consecutive
regularly convened meetings unless an approval for such absence
shall have been granted by the chairperson or secretary of the
NPO. Three consecutive absences shall automatically constitute
forfeiture of membership.
There followed a discussion re: possible misunderstandings (concerning
high rise turban. development) which might arise due to the wording of
policy # 17. Many members were of the opinion that policy # 17, as presently
worded, could be interpreted as in conflict with policy # 27 and does
not convey the spirit of the NPO intent at the time it was formulated.
LaValle was asked to contact Aldie Howard so that Aldie could
attend our next meeting to give us his interpretation of the text.re:

Sid suggested that we ask Aldie for a written opinion after the NPO
and Aidie had met to discuss these issues, and that we postpone any
clarification of policy #17 until we can listen to Aldir and study his
written opinion.
James R. Miller then spoke at length on his concern re: policy #25
which stipulates that parcels of less than 1 acre in the commercial park
areas will be discouraged from developing. Mr. Miller's concern was
that such a require. :nt, if interpreted too strictly, would work undue
hardship on the sma'_a developer. Mr. Miller was invited to attend the
next NPO meeting*
The next meeting was set for Wed. Nov. 12, 7:30 p.m, at the Laub
Weston offices (6600 SW Hampton). The meeting was adjourned at 9;50.

To Whom It May Concern:
Tigard Friends Church, after having been annexed to the City of Tigard
in the Spring of 1979 for the purpose of sewer connection., requests
the appropriate zoning change and conditional use permits to allow it
to continue its function as a significant member of the Tigard Church
Community and also as a Day Care Center known as Friends Nursery School.
The Church functions serve several neighborhood families and the greater
Portland's Westside and Friends Nursery School services many parents
who work in the nearby commercialtoff ice complexes and have needs for
good child care.
Our current building permit and immediate remodelling shall smooth out
tra€ic flow and make our site even more available to the neighboring
communities.
We are requesting that the City Hall/Planning Commission consider waiving
the fees for these applications (zone change and conditional use) on the
basis that these are not new, unusual or changed functions/uses and are
the same as before we incurred annexation.

The Board noted that the following members terms expire at the end of the
year: Bellinger, Zumwalt, Kartak.
3-1 Bob Irby representing Englewood 230 homes met here. They would like
to have the greenway with play equipment designated a neighborhood park ir, areas
designated A.B.C.D. Also mosquito control.
R. Jordan moved that the Board accept the Englewood proposal for A.B.C.D as
a neighborhood park leaving the playground equipment in place.
The motion was 2nd by Mary Payne. The vote was 4-0 Bellinger abstained.
3-2 Jay Leet's class at Fowler Jr. High is doing a bikepath study as a
project.
3.3 R. Zumwalt moved that City Staff and Council bring any ordinance or
amendment to an ordinance to Park Board for consultation before action is taken
on them.
The motion was seconded by R. Jordan and passed unanimously.
Discussion on Ordinance 80-82 brought out that some explanation of them is
needed for clarification. The board would like to know the intent of 80-82 and
80-83. In 80-83 Section 3.409.020 C needs particular clarification.
3.4 Unable to discuss due to no staff member present.
3.5 b. Portland Community College Prof. Wysong, phone 224-6111 whose class
drew plans for the bandstand, needs to be contacted for an acceptable plan for use.
