9. OLCC APPLICATION - Casa Pinata, 11290 S.W. Bull Mountain Road, 'Tigard, Vincent
J. & Mary Clare Popma, Dispenser Class C. This is an application to upgrade
the liquor license,
(a) City Administrator reported that the Police Department had investigated the
request and recommended approval of this OLCC License. The current license
allows service of beer and wine only. The Class C License would allow for
liquor" to be served with meals.
(b) Motion by Councilman Scheckla, seconded by Councilman Cook to forward on
to OLCC for approval.

10. 'RESOLUTION No. 80-75 A RESOLUTION OF THE TIGARD CITY COUNCIL DECLARING SURPLUS
. MATERIALS TO BE SOLD AT PUBLIC ACTION.
(a) City Administrator recommended that the surplus materials be auctioned
at the Town & Country`Days ,celebration. Two items on the list, ;one 2
tray desk top file and one oak finished table 60" x 34", are to be
removed because a use has been found.

- (a) City Administrator recommended a six month permit be granted to Oregon
Pole Structures, becoming effective July 28, 1980, with the understanding
that they will move to another location within the six month period, no
time extension to be granted.

(a) City Administrator recommended that we accept the cost accounting
guidelines as set forth by the State of Oregon, Executive Department,
and that we notify the state that the guidelines have been adopted.

19. ZONE CHANGE PLANNED DEVELOPMENT DISTRICT ZCPD 1-80 (Copper Creek) ITPO #6
A request by Tualatin Development Company for a Zone Map Amendment from Wash-
ington County RS-1 to City of Tigard R-5PD "Single Family Residential Planned
Development District with a General Plan Review of Stage I and a Preliminary and
General Plan review for Stage II located south of Durham Road east of Serena Way
at Pick's Land Subdivision (Wash. Co. 2S1 14B, Tax Lot 100).
(a) Planning Director gave brief synopsis of request by applicant pointing out
R. there are twenty conditions and it was approved by the Planning Commission.
(b) Public Testimony.
Proponents: Vlad Voytilla, Tualatin Development Company, Inc., 15300 S.W.
116th Avenue, Tigard, Oregon, explained the original request
and the reasoning behind the smaller lot sizes.
Joe Walseh, Waker Associates, Inc., 11080 S.W. Allen Blvd.,
Beaverton, Oregon, answered Council's questions regarding
the uses of the land, six acres developed as open space, 5
acres to be dedicated to the City for park purposes and li acres
of flood plain to be left in its natural state. Since there
is open space into the sensitive lands, that would give the
appearance of larger lots and the reason behind smaller lots.
Opponents: None appeared to speak.
(c) After lengthy discussion by Council, noting major concerns were private
drives and the density, it was recommended that the project be remanded back
to the Planning Commission for Stage II R-7 zoning, Stage I is OK.
(d) ORDINANCE No. 80- ORDINANCE ADOPTING FINDINGS WITH RESPECT TO AN
APPLICATION FOR AN AMENDMENT TO THE 1970 ZONING MAP

21 SDC REFUND REQUEST - Ken Story
(a) Public Works Director reported that Ken Story Development Co. made
improvements to 121st Street and made an application for refund in the
amount of $2,141. 13. Public Works Director recommended payment.
(b) Motion. by Councilman Cook, seconded by Councilman Scheckla to approve
refund.
Approved by unanimous vote of Council.
22. NO PARKING - S.W. Hall Boulevard
(a) Public Works Director gave background on the new development going in on
Hall Blvd. and Hwy. 217 (Park 217). He reported the State Highway Depart-
ment requested removal of parking on Hall Blvd. from Knauss Chevrolet
Driveway to S.W. Knoll Drive to accommodate traffic from Park 217 Business
Center. ,Public Works Director said he concurred with request-and„suggested
with
Council consider extending "no parking” past Knoll Drive to Hunziker Street.
(b) Motion by'Councilman Cook, seconded by Councilwoman Stimer to approve.

APPROVING`.AND ADOPTING PLANS AND SPECIFICATIONS FOR THE
WORK AND ESTIMATES OF THE'CITY"S. ENGINEER, AND SETTING
PUBLIC HEARING AND DIRECTING THE GIVING OF NOTICE THEREOF.
(a) Director of Public Works recommended approval of this resolution noting
a this project is different in that $10,971 shall be paid as City participa-
tion for oversizing ;the line. This amount to be recovered through future
sewer connections. f

24 SALARY ADJUSTMENT REQUEST - Code Enforcement Officer
(a.) Planning Director explained that the Code Enforcement Officer has added to
his responsibilities the addition of follow-up on planning matters (check-
ing to see if conditions placed upon developments have been met) and asked
Council for a $200 per month increase in salary to be split on a 50/50
basis with Building and Planning Department.
(b) After lengthy discussion by Council it was decided to table this request
for 90 days asking Planning Director to develop a new job description
and to have the Buildip_g Official attend the meeting.
Items (f), (g) and (h) wereplaced on the agenda at this time.

major condition_ not completed is the bike trails and a continuing in the
performance bond in an amount to cover the bike trails has been received.
(b) Item (g) RESOLUTION No. 80-69 RESOLUTION OF THE TIGARD CITY COUNCIL ACCEPT-
ING THE PUBLIC IMPROVEMENTS CONSTRUCTED WITH-
IN BLACK BULL PARK SUBDIVISION.
(c) Item (h) RESOLUTION No. 80-70 RESOLUTION OF THE TIGARD CITY COUNCIL ACCEPT-

Public Works Director reported that Resolutions 80-69 and 80-70 have just
the standard conditions to be completed and they are moving right along.
(d) Motion by Councilman Brian, seconded by Councilwoman Stimler to adopt
Resolutions 80-'68, 80-69 and 8:,-70.

OTHER:
(a) City Administrator requested authorization of the Mayor's and City Recorder's
signatures on three copies of the 1980 second year agreementbetween City
of 'Tigard and Washington County for the Tigard Senior Citizen Center. The
n agreement will then be mailed back to 'Washington County for the Board of
Commissioner's signatures.

(e) Public Works Director reported on the progress of Hillview Sanitary Sewer.

The _wer line will be going through private property for which we need an
easement. The Public Works Director is in contact with these people and
will get back to the Council at the next regular meeting. He recommended
holding up awarding the bid until that time.
(f) Public Works Director reported on the overlay program explaining why two
streets did not get paved. These were Walnut Street from Pacific Highway
to 106th and Tigard Street. There wasn't enough asphalt to do these two
streets at this time but will be next on the priority list.
(g) Planning Director announced there will bean annexation meeting with Cascade
Avenue property owners soon and that the City had received approval of up to
an additional $85,000 grant for the Senior Citizens Center. He invited
Council to attend a- Downtown Committee meeting to discuss Urban Renewal
scheduled for August 20, ;1980, 7:30 P.M., Durham Treatment Plant.

Council met in executive session UILder provisions of ORS 192.660-(2)(a) ,to discuss
TPOA labor negotiations.
Councilman Brian reported on informal meetings he had with Mayor Mickelson, Officers
Joe Grisham and Paul 'Johnson.
Councilman Brian stated in these meetings one of the items discussed was the status
of labor negotiations and as a result he was requesting Council consider some
alternative proposals. After considerable discussion Council set out guidelines
and directed Mickelson and Brian to meet again with Grisham and Johnson and attempt;
to reach a settlement in concept, with the:City Staff to work out details.

SUBJECT: Monthly Report, June 1980
1. Administration:
a. Librarian attended three sessions at Washington County Cooperative SNrvices
;WCCLS) , as a committee member for drafting the Intergovernmental Agreement for the
county-wide automated circulation system. After approval by Citizens Advisory board,
the agreement will be forwarded to the participating cities.
b. Library Board held .regular meeting June 9. Minutes are attached.
c. Tigard Public Library hosted.a WCCLS Information and Referral training session,
This special project was developed during the past year as an extension of library
service to provide users .with information on local services and resources. Claire
Sheldon, staff member, was on this committee and contributed to the successful com-
pletion of the proliect'.
{` d. At the June 23 City Council meeting, the Librarian outlined to Council the
mounting difficulties with maintaining 59 open hours. By concensus, Council approved
Librarian's proposal to close on Mondays, beginning July 7.
e. Librarian attended WCCLS professional, board meeting June 25. Of interest:
A member of the Citizens Advsory Board ob,;ccts to the paragraph in the Intergovern-
mental Agreement (for automated circulation) concerning confidentiality of patron
and circulation records. WCCLS board passed unanimously to support this statement
on confidentiality.
f. Librarian has begun re-writing job descriptions for all staff members.
Growth of the library plus additional training has enabled staff to assume a different
level of expertise and responsibility for library service.
2. Personnel:
a. `CETA litrary aide,.Cliff Mendes, has been terminated after failing to appear
for work, beginning June 5. He will not be replaced.
b. Volunteer hours totaled 122.5; daily, average 4.9-
c. Court referrals worked 10.25 hours.

Call to Order The regular meeting of the Tigard Library Board was called
and Roll Call: to order at 7:45 PM, by Chairman Betsy Chick.
Excused: Dick Bendixsen, Jean Carlisle and Jim Sidey.
Reoorts: The minutes of the previous meeting were approved.
The Librarian reviewed the monthly report.. It was pointed
out that circulation .through May is 90,000; 15,000 more
than last year's total.
Old Business:
Building Plans Librarian reported that Madalyn Utz, Chairman of the Friends
of the Library Building Committee, will be serving on the
Downtown Tigard Committee.
Library Policy: Because of lack of a Quorum, no action was taken on proposed
revisions and additions to the selection policy. Librarian
indicated that the circulation policy is also in need of
revision and a draft will be.submitted at the next meeting.
Computer System: Librarian reported that discussions are underway on an inter--
governmental contract between Washington County and cities
regarding the computerized circulation system. It was also
reported that the cost to Tigard for the first year would be
$17,000 -- $18,000 at present prices. This does not include
an on-line catalog. Annual maintenances costs thereafter will
be $9,000, with an expected 100/6 annual increase. Ensuing

It was also pointed out that costs after the first year

New Business:.
Curtailing Hours Librarian reported that increased circulation of materials
plus increased reference and readers' advisory services has
created a tremendous backlog in all areas. In addition CETA
employee, Clifton Mendes, failed- to report for work June;5,
b and 7, without calling in. Librarian asked that`consider-
ation be given to closing Mondays. _This will relieve some of
the;staffing problems as well as give the staff needed time to
take-care of tasks. Buard members concurred. The matter will
be taken up with CityAdministrator.

VIII. TRAINING
A. Traffic Safety Worksh_ak. Lt. Rea attended a traffic safety workshop in
Oregon City on June 3. He spent 8 hours at this class sponsored by the
Oregon Traffic Safety Committee.
B. Intoxilizer School. All sworn personnel attended a 4 hour class sponsored
by the Oregon State Police on the use of our new intoxilizer machine.
They are all now certified by the state to be able to use it.
Training. On June 12, Lt. Rea attended a 4 hour regional training

D. Management Meeting. Then on June 26, the Lt. went to Cornelius and
attended a 3 hour management meeting.
R. Emergency Planning. On June 5, Chief Adams and the City Administrator

emergency planning.
F. Police Staff Meeting. On June 12, Chief Adams held,aTmanadatary meeting

1 would like your permission to construct a display model of
a prefabricated carport on tax lot #. t�, located
just south of 13015 S. W. Pacific Highway. Included with
this letter is a picture of such a model.
The purpose of the display is to attract customers via S. I1.
Pacific Highway and allow such customers a chance to preview
our building. As such, .�o cVill maintain the lot and our display
unit in a safe and attractive manner. The lot is already fenced
and was previously used for a -swimming pool display. Our
intention is to maintain ;this display for five months or until
a permanentdisplay and warehouse location can be acquired. At
which time I will remove our display model and return the site
to its present condition. Construction of this model iwill comply
with local building requirements.
Thank you for your consideration and 1 hope you will approve
this request, as I am looking forward to doing business in 'Tigard.

COST ACCOUNTING GUIDELINES FOR PUBLIC AGENCIES
Chapter 859 Oregon Laws 1979 required the Executive Department
Im to develop model cost accounting guidelines for public agencies.
These guidelines relate to agencies that perform construction
using their own equipment and personnel . The guidelines
developed by the Executive Department are attached for your
review. The law states that each public agency shall notify
the Executive Department whether or not the agency has adopted
the model guidelines. This notification must be received by
the department no later than November 1 , 1980. Should your agency
adopt the guidelines please send notification of this acceptance
to the the department as follows:

COST ACCOUNTING GUIDELINES
I. NUMERIC CODING SYSTEM
A numeric coding system for accounting purposes should be developed.
Each project will be assigned an account number.
Entities with automated accounting systems are encouraged to establish
cost centers for accumulating project costs. Many related costs may
be incurred long before construction actually begins. Project accounting
codes are, therefore, essential to ensure that all chargeable costs are
recorded.
II. PERSONAL SERVICES COSTS
A. The use of detailed time records is a fundamental requirement
for accurately accumulating labor costs. Employe time records
should provide information at an hourly level for type of
activity and by project.

B. The costs of employe vacation, sick leave, all other employer
paid insurance and/or retirement benefits, and all other employer
paid benefits should be reflected in hourly charge rates. Workers'
Compensation costs used in this calculation shall be based on
actual rates paid.
C. Travel time to and from the job site should be charged to the
project.
III. MATERIALS
A. Materials issuance from inventory or stores for use on a particular
k project should be documented by requisition forms,
B. Direct material purchases for use on a specific project should be
documented by purchase orders and invoices.
C. Costs of other supplies not directly chargeable to a specific
project should be considered in overhead calculation. See Section V.

IV. EQUIPMENT USAGE RATES
A. Agencies may develop internal usage rates based on depreciation
schedules, investment cost (ORS 279.023(3)), and operating costs
such as 'fuel ,; oil ,"and repairs.
B. Agencies may use widely accepted rate schedules such as those used
by the Oregon State Highway Division for "external" work such as
force account or price agreement.

COSY ACCOUNTING GUIDELINES FOR PUBLIC AGENCIES
ORS Section 279.023 (Chapter 869, Oregon Laws 1979) , requires the Executive
Department to develop model cost accounting guidelines. The law further
requires the Executive Department to distribute copies of the guidelines and
to determine the number of agencies which either intend to adopt the guide-
lines, or have existing accounting practices which will provide an accurate
accounting for construction projects. Adoption of the cost accounting
guidelines is optional.
One objective of Chapter 869 is to provide more accurate financial information
for projects constructed by public agencies' own personnel and equipment. In
addition to the advantages of obtaining more accurate information for managerial
purposes, the agencies' ability to comply with minimal financial reporting
standards requires cost accounting procedures.
The National Committee on Governmental Accounting in its publication "Governmental
Accounting, Auditing and Financial Reporting," commonly known by its acronym
GAAFR, requires that when a governmental unit's own personnel perform construc-
tion ". . a complete accounting of costs of labor, materials, equipment usage,
and overhead must form the basis for entries in the General Fixed Assets Group
of Accounts.
Reporting in financial statements of "public domain" fixed assets - roads,
bridges, drainage systems, and similar assets dedicated;directly to public
service rather than used in providing public services - `is optional . The
agency's accounting `policy ;in this respect should be disclosed in the Summary
of'Significant Accounting Policies, and consistently applied.
Executive Department cost accounting guidelines are not intended to serve as an
accounting manual , but as a listing of; general procedures which in our opinion
are necessary,to comply with Oregon Statutes and Generally AcceptedAccounting
Principles.

V. OVERHEAD AND RELATED COSTS
A. All general administrative and other "overhead" expenses directly
or indirectly applicable to construction activities should be identi-
fied and charged. The use of formula or percentage charge rates is
acceptable if those rates are supported by documentation. Documen-
tation would consist of workpapers showing the rationale and compu-
tations for allocating general administr•a-ive expenses.
B. Accounting principles require the capitalization of a wide range of
ancillary costs. Examples are engineering, legal and other pro-
fessional fees, acquisition costs, freight and transportation, and
site preparation.
VI. FINANCIAL REPORTING
The final project costs will be closed to the appropriate ledger account.
Public agencies are encouraged to prepare cost reports on completion of
each project.

SUBJECT: INCREASE IN MONTHLY SALARY FOR CODE ENFORCEMENT OFFICER
During the budget preparation sequence, Mr. Walden and I agreed
to fund Mr. Irwin's salary on a 50/50 split basis. The reason
for this was that we found that certain details were not being
picked up between departments. With the addition of the Public
Works Director, we have sharpened our approach to development and
it has become necessary to employer, Irwin as a follow-up to
conditions placed upon development. His knowledge of the Building
Codes, the Planning routine and the Public Works process has insured
that projects develop as they were planned and approved.
When I agreed to fund my 50%, I suggested that Mr. Irwin be given
a $200.00 per month increase in salary. However, when the final
figures came out, the increase was not included. This increase
seemed justified for the increase in responsibility. You all realize
that on any given afternoon, Mr. Irwin has been able to collect
enough revenue from the issuance of Business Licenses to more than
cover his salary. He is loyal, industrious, and honest. His is
not the most appreciated role in this Community, but with his
understanding of people and perhaps just enough humor to make it
palatable, he has performed admirably.

SUBJ: Windmill on SW 121st Avenue
Dear Council Members:
The July 9, 1980, Tigard 'Times called public attention to
the windmill on SW 121st Avenue. The newspaper article indicated
that the Council is considering the sale of this once necessary
structure for use as a family dwelling.
It is the opinion of the Tigard Area Historical and Preser-
vation Association (TAHPA) that this windmill be kept under the
ownership of the City of Tigard and restored (at least on the
exterior) to its original state for the following reasons:
-_. ..:.. 1. The windmill< has already-been declared an'historic
site, as indicated in the newspaper article.
2. In a song written by Woodward school children, their
school is referred to as the school by the windmill.
It would be difficult -to explain the absence of part
of their school's identity to the community's young

citizens.
3. It inspired our local poet, ' Carolene Hamilton to
write a poem, "The Windmill" in which she states
a 'windmill "Brought water, life to all".
The windmill's present location is an excellent one.
Passersby on 121st Avenue, area residents, and the Woodward
schoolchildren have a: daily reminder of the area's history.
Windmills played such an important role in the development
of ,the farmlands which once dotted this area, A structure of
this sort is a rare sight today and any-effort-to keep it
for posterity is "worth making.
Also, with today's need for energy conservation_, an
example of our forefathers' use of the wind can only re-enforce
the fact that wind energycan be harnessed.

for other than that of its already designated "historic site".
