Scheckla; Councilwoman Nancie Stimler; Chief of Police, Robert Adams; City Administrator, R. R. Barker; Public Works Director, Frank Currie; Legal Counsel, Liz Gable; City Recorder/ Finance earch Director, Doris Flartig; Planning Director, Aldace Howard; & Development Assistant, Martha McLennan. 2. URBAN PLANNING. AGREEMENT (a) Planning Director referring to a letter from Washington County .Planning Department, informed Council that the proposed amendment to the Urban Planning Agreement was unacceptable to the County, (b) Brent Curtis, Senior Planner, Washington County, gave a brief history of the development of the Agreement, re-stated the county's feelings on the proposed amendment, and answered questions of the Council. (c) Councilwoman .S'timler, pointing out the current Ventura subdivision, felt that the City must develop some mechanism to insure that developments which will eventual',.y become part of the City are built to the standards set by the City. Problems of density, floodplain development, and street standards continue to slip by City attention until it's too late. She proposed a receipting system be used to insure that the City had been informed and allowed to comment on proposed developments in the urban plan area. (d) Planning Director indicated that the proposed amendment would simply - require Washington County to refer to and apply City standards (he pointed out that the County is aware of the standards and has access to all written materials concerning them). Mr. Curtis indicated that the county ;did not have the power to enforce city standards in County jurisdiction. city Administrator pointed out that the County had a great deal of flexibility in enforcing standards, and might easily apply City standards. (e) 'After much discussion by Council, it was agreed that staff should meet to develop amendments to the Agreement to address their concerns. Planning Director stated that he would report back to Council. 3. DISCUSSION - VENTURA COURT ANNEXATION (a) Planning Director referring to the item'`discussed above, and noting that this was an island, recommended that Council annex this property to insure that proposed development occurs according to City standards. He `gave a brief history of the development and noted areas which were not in conformance with City codes. (b) Council discussed the need to address this as quickly as possible so as to insure that tile development proposal would not be approved and; begun prior to City jurisdiction. City Administrator reported that Council could take action on this item tonight and ratify it at the next regular meeting. FANNO CREEK STUDY - STATUS REPORT (a) Jerry Draggoo, ORB Organization, reported that the Fanno Creek park study was well under way. Approved by unanimous vote of Council. members present. 7. LANDSCAPE ARCHITECT - Senior Citizen Center (a) Councilwoman Stimler reported that further research had been done regard- ing the possibility of contracting with local Landscape architects, how- ever, all local firms provided only contractor services or designer servi.ce,s. Stec• noted that soil condition,., and rxajor movements of earth would require the services of a landscape architect. She concluded by reporting that the Committee recommended contracting with the firm of Walker, Macy, Mitchel.tree, & Erickson, Landscape: Architects and Planners. (b) Motion by Councilman Cook, seconded by Councilwoman Stimler to secure the services of the above named firm. Approved by unanimous vote of Council members present. 8. DISCUSSION - TRANSFER OF APPROPRIATIONS - Public Works (a) Public Works Director reported that several transfers would be needed to conclude the budget year, as follows: $3,300 for gasoline (due to dramatic increase in price) from contingency accounts of State Tax Street Fund, Sanitary Sewer Fund and the Road Fund; $11 ,500 for maintenance & repair (mostly due to needed repairs of the back hoe) from Sanitary Sewer Fund Contingency Account and 2.1.3.70.5 "other equipment expense account"; and $4,500for insect control (due to long season last fall and increase in prices) from the General Fund Contingency Account. He requested that this be placed on next week's agenda. 9. DISCUSSION - REVISED POLICE MANUAL (a) ;" Chief of Police reported on the history ,of development of the Manual not- ing staff time, research, extensive review processes. (b) City Administrator reported that Joe Bailey, Legal Counsel had prepared a ` 3 memo to Council,, stating that he had reviewed and approved adoption of the Manual. (c) Councilman'Scheckla questioned the eligibility requirements for Police Interns and Reserve Officers. (d) Councilwoman Stimler questioned the need or desirability of adopting the Manual by, resolution 'rather than administratively, noting that this would ` bind the Council to enforcement of the provisions. She also felt that it , would be more appropriate to discuss the Manual after receiving Dr. Tracy's report on the Police Department on April 14, 1980. (e) Consensus of Council to have this; placed on a study session agenda after April 14. PACE 3 - STUDY SESSION MINUTES'- APRIL 7, 1980 10. OTHER (a) City Administrator reported that an OLCC request had been received from the Summit Sandwich Shoppe on Scholls Ferryy, and recommended taking gctath` action as the business was in operation already and was anxious to g license. He went on to say that the Police Department had researched the OLCC request and recommended approval. Motion by Councilman Cool; seconded by Councilman Scheckla to recommend approval and to forward the request to the OLCC.
