Mickelson; Councilmen Tom Brian, (arriving at 7:40 P.M.), .John E. Cook, Kenneth Scheckla; Councilwoman Nance Stimler, Chief of: Police, Robert Adams; City Administrator, R.R. Barker; Director of Public Works, Drank Currie; Finance Director/City Recorder, Doris Hartig; Planning Director, Administrative Secretary, Loreen Wilson. 2. SUMMERF1 EL D/TIGARD LIAISON COMMITTEE REQUEST TO MEET COUNCIL. (a) Mr. Dick Brown, President of the Summerfield/Tigard Liaison Committee introduced the committee and staff. Mr. Brown also noted the concern of the committee regarding the development and improvement of S.W. Durham Road at the intersection of S.W. Pacific Highway and requested that the road be brought up to the same grade level if possible. Another request for staff and Council to consider was to improve S.W. Naeve Road to help with traffic circulation in, the area. (b) Mayor Mickelson thanked the committee for their concerns and requested that they continue taking an active part in the community. 3. STREET INDEXING - Director of Public Works (a) Director of Public Works stated that he felt the staff was capable of conducting the street indexing study at a considerable savings over a consultant's fees. He proposed that Council authorize the hiring of an Engineering Tech. for the remainder of the fiscal year to complete this project for about :$12,000. (b) Gene Ginther, Ginther Engineering, stated he felt Council should have the indexing done in-house to take advantage of the cost savings, however, ; feltthe surveying and design of streets should be done by a professional engineering'consultant. ' (c) Director of Public Works stated this would-be on next week's agenda for Council approval. 4. McDONALD SEWER ASSOCIATION REQUEST - City Administrator (a) City Administrator synopsized the history of the sewer request noting that citizens were told by staff that if they were annexed they could hook up to the sewer. After annexation, U.S.A. reported there was no plan to 'extend sewer into the area, however they would'permit a lift station system` to be implaced if the ,City would take care of the main- tenance and operation of the station. In ,May, 1979, the City adopted a policy regarding lift stations noting that they were not the desirable way due to cost and failures. The City Administrator recommended Council consider the following alternatives in this order: I REM 1. Annex the island and form a L.I.D. with a gravity system for the full area. 2. Form L.I.D. and allow connection if citizens outside city limits sign agreement to not remonstrate against annexation when they become contiguous to the city limits. 3. Allow McDonald Sewer Association to build a gravity system and enter into an agreement with City to recoup costs (approximately $300,000). 4. Allow pump station as requested by Sewer Association. 5. Declare no build on any system. City Administrator commented he could not support alternate #5 due to some septic system failures in the area. (b) Mr. Stewart Kendall, Attorney for the Association and Mr. Tunks, Engineer for the Association presented history of project and requested Council take action and allow lift station to be constructed since project has been worked on since 1975 and each year the cost becomes more prohibitive. The system is proposed to be constructed in such a way that when the City extends sewers in the area, the lift station can be taken off line and this system will fit in with a gravity system. (c) Lengthy discussion followed between Council, staff and citizens from the area. Councilman Cook moved to allow a three week period to hold an informational meeting with citizens in the area to find out support of a large system and answer questions regarding sewerage for the island as a whole, and instruct staff to bring recommendation back to Council on February 11, 1980. Motion seconded by Councilwoman Stimler. ,.� Approved by unanimous vote of Council. RECESS: 9:00 P.M. RECONVENE`: 9:09 P.M. 5. ODOT 72ND/HWY 217 INTERCHANGE REVIEW — City Administrator & ODOT (a) City Administrator commented that the public hearing on the interchange was held on December 19, 1979, and that this"q-udy session was to review the recommended changes ODOT received from the hearing. Consideration of the final project will begin January 28, 1980. (b) Councilman Brian expressed concern regarding the lateness of the printed material being distributed. (c) Mr. Jim McClure and Mr. Ron Kleinschmidt from ODOT reviewed the proposed changes noting that 4 signal lights had been added, Hampton Street connection to 72nd would be allowed, eliminating the school traffic congestion, and other small revisions to stake the traffic move in a smoother fashion. Item will appear on agenda at the January 28, 1980, meeting. RECESS: 10:12 P.M. RECONVENE: 10:19 P.M. 6. POLICE DEPARTMENT STUDY PROPOSAL - City Administrator (a) City Administrator requested Council consider Police Management Inc. and Dr. Tracy for the study; that they were both present and requested they discuss with Council the details of the study. (b) Council talked with both applicants. Police Management Inc. felt a comprehensive study would cost $3,000 - $4,000 and take 3 months to complete. Dr. Tracy stated his study would take l (one) month and cost approximately $2,000. (c) Mayor Mickelson stated a letter had been received from TPOA stating they would cooperate with anyone selected to do the study. - (d) Councilman Scheckla expressed no desire for study. (e) Motion by Councilman Cook, seconded by Councilwoman Stimler to contract with Dr. Tracy for a document similar in scope to the Lebanon study with $2,500 being the maximum amount spent and to be completed in a timely fashion to do a comprehensive study. Motion approved 4-1 by Council. Councilman Scheckla voting Nay. 7. 72ND STREET LOCAL IMPROVEMENT DISTRICT - Director of Public Works (a) Director of Public Works reported that if Southern Pacific did not remonstrate against the improvement, the city currently would have 54% of the effected parties consent.' After discussion between staff and Council it was requested to extend the 72nd Avenue' improvement from Fir Loop down to the Durham Gravel Pits. Staff will report back at the 1-28-80 meeting with further information. 8. DESIGNATE OFFICIAL CITY _FLOWER - Request by Tigard Garden Club (a) City Administrator noted that Tigard Garden Club has requested the City designate the official city flower as the "Tigard Daffodil" Council' expressed interest and requested to see the flower itself' before making a final decision. 9. OFFICIAL ROAD MAP ALIGNMENT PROPOSAL - Planning Director (a) Planning Director discussed the need for an official road map being adopted: by the City so that future developments would have adequate access in the development of vacant land. The Dartmouth/Pfaffle/,99W intersection and Johnson/Main/99W intersection were discussed,noting that large areas of vacant land in these areas dictate Council take PAGE 3 - STUDY SESSION MINUTES - JANUARY 21, 1980 I action to preserve the access through these intersections for develop- ment. The Planning Director also stated that the Site Design Review Board would have final action on any road realignments taken to them on appeal since their decision, according to the code book is final and non-appealable. Because of this reason, it becomes even more critical to have an official road map adopted. (b) After lengthy discussion, 4-1 consensus of Council that Dartmouth/ Pfaffle/99W intersection should be declared the official. road align- ment with access from the south coming up to 99W through Burger Boy property. Councilman Scheckla opposing the. consensus. (c) Motion by Councilman Cook, seconded by Councilman Brian to approve refund to J.B. Bishop of $530.00 for application fee for site design review on the S.W. Main Street site. Planning Director noted that this intersection could be dealt with when the Council is presented with the Official Road Map for consider- ation. Motion to refund money approved by unanimous vote of Council.. 10. OTHER Planning Director reported developer of Yolo Estates had appliances and material stolen from his development. To prevent further loss he has received permission from the Building Department to have someone stay at a house until it was finalized. City Administrator reported there would be a Cable T.V. Seminar in Beaverton February 8, 1980. All interested elected _officials .and city staff members were invited to;attend. City Administrator suggested Council and Department Heads meet informally Sunday, February 3, 1980 for approximately three (3) hours. Mayor Mickelson commented there would be a meeting of the Washington County Elected Officials at Forest Grove, ,7:30 P.M. January 24, 1980. RECESS 11:55 P.M. RECONVENE 11:55 P.M. EXECUTIVE 'SESSION: Council wentinto executive session under the provisions of O.R.S. 19.2,660 (2) (a) to discuss TMEA/OSSA Labor negotiations. City Administrator gave status report and stated the `negotiation;teams had reached an impasse. The TPOA would like to take this opportunity to advise the Council that if the study is under- taken, we would do everything possible to cooperate with the individual or group selected to conduct the study. If, prior to the study being done, the goals and guidelines of the study were made known to us, we would be better able to address our cooperation to those goals. We encourage the Council to evaluate the perspective individuals or groups that make these types of studies in order to select the best qualified and most competent people available. We respectfully suggest the Council seek the advise of the Board of Police Standards and Training, The Oregons Association of Chief's of Police, The Sheriff's Association or any similar police organization that is k familiar with these studies. All seemed to feel that our purpose was a constructive and productive one. It was suggested by Tom Bailey that we contact the City and ask for an opportunity for all of us together to attend one of the Council's informal study sessions. We would at this meeting see that all members of the Council and City Staff officials meet the 'members of our committee and vice/versa. We would express our generally favorable attitude toward the City and offer to consider helping the City as they may be faced with problems in the future in which they think we could lend a helping hand. Today I talked to R'g / ®W Barker, City Administrator, and he has in vited`us to attend their study meeting on Monday evening, January 7th, 1980.; I hope you can all attend on that date. I will ask that we have an early place on the agenda so that we can get back home quite early that`evening. I'll get the January, February meeting dates out to you early in December. if any of you know that you will be out of town during these months, please let me know before December 1st and please also confirm PM that you can attend the special meeti 'at Filer Sigh School, 7:30 , January 7th, 1980.
