Excused: Jeri Cundiff, Richard Bendixsen and George Vaternick. Report's: The minutes of the previous meeting were approved as correct- ed. In lieu of the monthly report the Librarian reported briefly on the increase in circulation. The report for March will be mailed to Board members. Old Business: The Board deferred setting a permanent meeting day until play meeting the entire Board is able to discuss the matter. It was Motion moved by Jim Sidey that the May meeting be held Monday, May 14. The motion was sccon~dcd by Jean Carlisle and passed. 1979-80 Serial Betsy Chick reported that in answer to City Council's re- Levy Contract quest, she was appointing Jim Sidey and Yvonne Burgess to serve on a county committee being formed to reconsider elements of the 1979-80 serial levy contract. It was noted that in spite of several cities' dissatisfaction with the contract. Tigard City Council is satisfied that it is a good contract and has already signed it. Publicity Librarian reported that Tigard Public Library has regis- tered with the Portland Volunteer Bureau. In addition to using the service to secure volunteers for the senior out- reach program, it will also be used to help with Library Public Relations. Librarian also reported that she has spoken to the Tigard Times and discussed various means of increasing library visibility in the community through the newspapers. Computer Up-Date Librarian reoorted'that work continues on writing the spe- cifications for the ,system. The tentative tem table calls for letting bids by June 1 and to have Beaverton on line by October 1. Tigard will plan tentatively to be on line in 11 to 2 years later. Closure Librarian reported that steps are being taken to notify the public that Library will be closed April 30, May :1 and2 with signs posted in the Library and newspaper notification. Budget Conmittee Librarian announced that Library budget will go before the City Budget Committee on April 19. OLALibrarian announced that a trustees meeting will be held April 20 at 9:30 PM as part of the Oregon'Library-Associ-. ation annual `conference'being held at Jantzen Beach. ~ New Business: Librarian reported that SB 31,' requesting'percapita state .w SB 31 aid for libraries, is being introduced in the State Legislature in April. It was reported that the bill has been presented to the Tigard Area Chamber of Commerce Public Affairs Committee. Programs: The matter of the Library's sponsoring special programs was disCUSsed. Two recent programs, one planned for school- age children, another for parents of 5-18-month-old children, were discussed. Both programs involved much staff time and mmbcrs of the community who donated their time. The children's program was very poorly attended; the parent group received no' response. By consensus, the Board decided that the Library will (1) continue the successful preschool story hours; (2) not devote large amounts of time to other types of programs for older childrai, nor prevail upon the community to donate time for these activities. This will not preclude special summer reading programs and occasional activities for older children involving staff and minimal outlay of time and money. Friends of the Library will continue to sponsor adult programs at the Library at their discretion. Tigard Public Library will concentrate on offering the best possible basic library services within budget limitations, working always to upgrade the service with careful selection of materials and friendly, informed staff members. A total of nineteen persons were assisted. d. Staff members attended various sessions of the, Oregon Library Association. conference April 18 through April 21 . Main Street Tigard, Oregon 97223 Dear Sir: This letter is presented to you as per our conversation of April 10, 1979 in which T indicated to you, as I would be out of town on April 17th and unable to attend the Tigard Council Meeting regarding the proposed 4-lane road from Highway 99 to intercept I-5 at approximately 72nd Street and Carmen Drive. i would appreciate it if you would read th'i leiter into the record on my behalf in the proposed change to Durham Road. I am in objection to this proposed street for the following reasons: 1. The proposed street would be cutting through my property of which I have buildings on this land and do not wish them destroyed, moved, or otherwise altered in any manner. I also do not wish to sell any portion of my Droperty to 'Washington County or any other interested parties. 2. With the proposed change in Durham Road, this>would °basically turn Durham Road into a truck route, routing truck traffic around the - City of T-J. I therefore object to submitting myself and my family to be required to live on or near a road that would as heavily travelled as a highway. I did not purchase this property with the intent of living on a very crowded street as I have small children and`.I fear for their welfare. the pr -ed 4-lane road thewidth nf the road would all but4ith r eliminate the front of Durham School, which would make it virtually 'impossible to keep the school at its locat=on." As I moved to this area so that my children could be brought Lip in a small school , I wonder just if Washington County could assure me that this change would not cause the extinction of Durham School and the fine qualities that it has toofferpeople. 4. This proposed 4-lane road would also be 'adjacent to Tigard High School. I do not feel that taxpayers of this County or ;this State would care to have a busily travelled 4-lane road in front or near any school. '- With the amount of school children going to Tigard Nigh, I can see where this could be a very hazardous area regarding personal injury to these people. t A -2- 5. I am constantly reading the newspaper and hearing on the news broad- casts that Washington County does not have the funding available to make the necessary road repairs of the existing roads in this County. I therefore wonder where Washington County is going to get the money that it would take to make this major improvement, and if there is money to make this improvement, I think the money would be better spent on upgrading the present road and taking the balance of this money and putting it to use on the other streets in Washington County that are in need of repair. Along with the proposed change where Durham Road, a new extension would go across my property and connect up to 72nd, I wonder if the County realizes the amount of area that is in the greensway and the flood plain along this route.that would constitute a major change in the environment and the change of the flood plain, not to mention the cost of either filling the flood plain or building an enormous bridge across this area. 6. With the,:cost of fuel and the energy shortage that we have in this nation; T am sere you will see much more computer transport systems of some type to go to these outlying areas which would alleviate much traffic along all the roads and highways in the State of Oregon in the future. So with the thought of continually building all these major highways and roads, some thought should be given to conserving the ones we have and making plans for computertravel instead of adding more roadways. In addition to the above mentioned items, I am wholeheartedly disappointed in the Washington County Planning Staff that the people along this proposed area were not notified of the `changes that are proposed, especially when you're proposing to take somebody's land out from underneath their feet without first contacting them by either calling or a written Tetter to inform them of what changes are being proposed. To go even further, anybody along thi's route that is,going;_to be affected, I ,feel should be contacted by the Planning Division of their proposed changes, rather than have to dig them.out of little articles in the paper, which, of course, _I realize is legal in the sense of the law,;but morally, I think it's very unfair to all people concerned. I think government, by taking a look at what's going on :across the country and people's feelings towards government,` should make a little additional effort to be `a little bit more respective to the people who ,are paying their wages. As I am employed by, a governmental agency myself, I feel I can Say thi s. wi th, eonfi- dente', that in our agency we try to inform the people of'what we ars: doing and the reasons why. instead of going ahead with the project that a fey people —i-ht have in mind without any re4ards to anybody else. Durham Road, and a recommendation that Durham Road not be realigned to connect with Upper Boones Ferry Road at S.W. 72nd Avenue. Washington County would recommend that the wording be changed to No. 3, Policy No. 26 to read as follows: S.W. Durham Road shall be constructed to -- Washington County arterial_ street standards. In discussion of neighborhood street system, the NPO recommended that Durham Road not -be realigned to connect with Upper Boones Ferry Road at 72nd Avenue. Washington County would like to request the City Council support the proposed realignment of Durham Road with Upper Boones Ferry Road at 72nd Avenue to complete the arterial street system in the area. The reason that Washington County is making this request of the City of Tigard is so that we can request the City's support for a road project for the improvement of S.W. Durham Road. r As you might recall at a City Council work session in December, I appeared before the Council and indicated the possibility offuture funding for a road improvement project for-Durham` Road. At the work session before the Council, the question of the language in the adopted plan was discussed because we were aware that at the time of the adoption of the NPO #5 plan, the City Council had much discussion concerning Durham Road and the arterial system as it relates to the land use plan for that area. The City Council directed the County to go ;through the process of meeting with the NPO and the City Planning Commission in coming before the Council to discuss the wording in the adopted plan. That is why we appear before you at this time, that is to discuss ,the NPO #5 adopted plan as it relates to S.W. Durham Road. This is not a road project request and there is no funding available for an immediate road,project at this time. I`want to emphasize that point because if the City would support the changes in the wording of the adopted NPO,plan, 'then the County would follow with a request to the City for support for funding for a Durham 'Road projects After a project is approved, there,would be a road design; hearings in .which'the esIciu would be discussed nt thu public hearings. This will un- doubtedly result in a duplication of discussion and input in this he __ng, and again at the time a road improvement project is proposed for t-b .imprrve-- ment of Durham Road. To address; the specific issues that are stated in the NPO #5 Plan, Washington County would make the following comments: The NPO Plan that was adopted for the City of Tigard did indicate an urban intensity land use for the area. This was not changed by the adoption of the NPO Plan. However, the plan that City , Tigard, City Council May 14, 1979 ` Page 2 was adopted indicated that only the street system as it relates to the arterial plan would be reduced, without regard to the proposed trip generation as a result of the more intense land use. The Traffic Engineering Consultant in working on this plan, provided traffic projection volumes ranging from 13,000 to 20,000 vehicles per day utilizing S.W. Durham Road. The function of S.W. Durham Road has been that of an arterial road. This has been carried on the County's Transportation Plan and even on the City's Plan as an arterial street. In approving developments along Durham Road, the County and the City have required that developing properties dedicate the necessary right-o£-way to provide eventually for the road to be constructed to urban arterial standards (90 feet) . Therefore, the developments that have taken place have provided the necessary right-of-way for the road to be developed to arterial standards. The design of the roadway width should be geared to the function of the roadway and the traffic volumes that are planned for. The wording of the adopted plan is restrictive in allowing the flexibility in design to provide for a traffic > movement that is currently and will in the future be utilizing S.W. Durham Road. Washington County urban arterial road standards calls for a 66 foot street improvement between curbs and sidewalk on each side. The. proposed road project would probably be a combination of standards ranging from 46 foot interim urban standard to sections that would be 56 feet in width with the curb and sidewalks on one side being constructed with this project for certain sections. Again, this should be left to the design and discussed at the hearings for a road improvement project. Washington County is not constructing landscape medians where a continuous left turn lane is called for in the road design. Although the initial cost of a landscaped median at the time a road is reconstructed in relation to the No cost of a paved median is not significant, the problem lies with the County's capability for maintaining :a landscaped median. At this time Washington County has no Parks Department or means necessary to provide the necessary and proper ` maintenance for 'landscaped medians. However.„ at the time that we would be working with the City on the design of the proposed roadway, if the City of Tigard would be interested in providing the maintenance for such a landscaped median this could be worked out in the roadway design. But again, these are items that should be worked out in the design of the road improvement pro,ect. it would have been better stated in the Planning document to have indicated that landscaped medians should be encouraged whenever possible within the City of Tigard in developing the arterial street systems to urban standards. There will be pedestrian facilities designed in conjunction with the road improvement project. While the wording in the adopted plan appears to be insignificant as it relates to a proposed road improvement project, we felt that since` this wording is included in the City's adopted NPO 45 plan that it should be addressed at this time so that there would be no:misunderstanding or coiaPuso for an improvement project. The second item, which appears as a recommendation in the adopted plan, but apparently was discussed at some length at the time of the adoption of the NPO Plan, does differ from the County's arterial plan which for some time has indicated a `realignmen�tiof Durham Road with S.W. 72nd Avenue. Again, the projected traffic volumes that were done as part of the plan study indicated a higher volume of traffic on Durham Road east ,of S.W. Hall Boulevard. This traffic is reaching S.W. 72nd Avenue, but currently via ;a horizontal curve, an intersection with ;Upper Boones Ferry and then a, poorly designed intersection J' City c Pigard, City Council May 14, 1979 Page 3 Of 72nd with Upper Boones Ferry. At the time of the reconstruction of Upper Boones Ferry interchange with I-5, Washington County had designed the project so that additional right-of-way was obtained in order to extend Upper Boones Ferry directly to the west and create a four way intersection where these streets would intersect. The area immediately to the west of 72nd Avenue in this vicinity has been designated for industrial use and there will be land use changes as the parcels develop to their land use designation. The extension of Durham Road to this point on 72nd Avenue would improve the existing design that now exists and would reduce that existing portion of Durham Road to a local collector street with the intersection of Upper Boones Ferry on the west side of 72nd being realigned to provide a "T" type intersection with S.W. 72nd Avenue. Over the past several years, Washington County has looked at arterial planning for this area of the County. There were several alternatives that were pro- posed in the past in which an arterial street system was designed to provide a connection between I-5 and Highway 99 in this area. However, none of these proposals were accepted in they past so that now we are limited to utilizing the existing Durha:.n. between L_1_--. �. n Highway 99 and I-5 as the only alternative to provide this connection. Past proposals did consider a facility that would go south of the existing alignment and south of the existing Tigard High School to connect with the interchange at I-5 and Lower Boones Ferry Road. That proposal was rejected and since that time developments have taken place, so now the only alternative is to utilize the existing Durham Road with an improved alignment to make a more direct connection to 72nd and eliminate the existing curves and jogs. This connection was proposed by the consultant that did the traffic circulation plan for the NPO's and also recommended by the traffic consultant that proposed the Capital Improvements Program for Washington County. Therefore, Washington County recommends that this realign- ment be included in the project to upgrade S.W. Durham Road. Should the City support Washington County's recommendations to the NPO #5 adopted land use plan, then Washington County would follow up with the request to the City of Tigard for their support and participation in a road project request for the improvement Of S.W. Durham Road. S.W. Durham Road is not de- signed with todays standards and criteria in mind as far as the structural section, and the vertical and horizontal alignments that are used in todays urban standard streets. I am in objection to this proposed street for the following reasons: 1. The proposed street would be cutting through my property of which ldings on this land and do not wish them destroyed, moved, or otherwise altered in any manner. I also do not wish to sell any portion of my property to Washington County or any other interested parties. 2 With the proposed change in Durham Road, this would basically turn Durham Road into a truck route, routing truck traffic around the city of Tigard. I therefore object to submitting myself and my family to be required to live on or near a road that would as heavily travelled as a highway. I did not purchase this 'property with the intent of living on a very crowded street as I have small children and I fear for their welfare. 3. With the proposed 4-lane road, the width of the road would all but School , which would make it virtually eliminate thefrontof Durham impossible to keep the school at its location. As I moved to this area so-that-my children could be brought up in a' small school , I wonder just if`Washington County could assure me that ;this change would not cause the extinction of Durham School and the fine qualities that it has to offer people. 4. This proposed 4-lane road would also be adjacent to Tigard High State School. I do not feel that taxpayers, of this County or this St would care to have a busily travelled 4-lane road in front or near any school. With the amount of school children going to Tigard Hugh, T can see Gvhere this could be a very ;hazardous area regarding personal injury to these people A � mglli -2- �. I um constantly � cuuny wee newspaper and nearing on the news broad- casts that Washington County does not have the funding available to make the necessary road repairs of the existing roads in this County. I therefore wonder where Washington County is going to get the money that it would take to make this major improvement, and if there is money to make this improvement, I think the money would be better spent on upgrading the present road and taking the balance of this money and putting it to use on the other streets in Washington County that are in need of repair. Along with the proposed change where Durham Road, a new extension would go across my property and connect up to 72nd, I wonder if the County realizes the amount of area that is in the greensway and the flood plain along this route that would constitute a major change in the environment and the change of the flood plain, not to mention the cost of either filling the flood plain or building an enormous bridge across this area. 6. With the,:cost of fuel and the energy shortage that we have in this nation, I am sure you will see much more computer transport systems vn-Ct -'U- ype YL; hese uutiy7rrg areas wnicn would alleviate11"I" much traffic along all the roads and highways in the State of Oregon in the future. So with the thought of continually building all these major highways and roads, some thought should be given to conserving the ones we have and snaking plans for computer travel instead of adding more roadways. In addition to the above mentioned items, I am wholeheartedly disappointed in the Washington County Planning Staff that the people along this proposed area were not notified of the changes that are propo-sed, `especially when you're proposing ,to take somebody's land out from underneath their feet without first contacting them by either calling or'a written letter to inform them of what changes are being proposed. To 'go even further, anybody along this route that is going ;to be affected, I feel should be contacted by the Planning Division of their proposed changes, rather than have to dig them out of little articles in the paper, which, of course, I realize is legal in the sense ;of the law, but morally', I think it's very unfair to all people concerned. I think government, by taking a look at what's going on across the country and people's feelings towards government, should make a little additional effort to be a little bit' more respective to the people who .are paying;their wages. Durham Road to the intersection of Lower Boones Ferry Road Request: To realign S.W. Durham Road to intersect with Upper Boones Ferry Road previous Action: Mr. Tom Spear of Washington County Public Works Department appeared before the City Council in December at a study session to discuss this issue. The City Council directed that this issue be brought before the appropriate NPO, and the Planning Commission. On April 5, 1979, Mr. Spear addressed the the NPO #5 Committee. Only one member of the ten members _ contacted attended this meeting. The member commented: "The quality of life will be affected. There are other alternatives such as, extending the road through the rock quarry. The NPO Committee considered the S.W. Durham Road issue at the time ofadopting the NPO, and the :present 'alignment is how the the Committee wants it!'° I. Findings of Fact: - 1. The existing'alignment of Durham Road reflects the alignment desired t by the neighbors and the NPO Committee in the area 2. The county has the legal, jurisdiction and funding ability to build the road as, they choose.` i 3. The real issue is the expressed desire of NPO ,45 membership when that particular plan was developed. In this instance the County will make the ultimatedecision on this realignment,`and will respond to the "expressions" of NPO #5. Staff feels that this issue has been given adequate public notice, and when only one person from the NPO area attended a special meeting it would indicate one of two 'things: (1) either tie NPO iia5 Spoken onceandis relying on the City to "honor" their plan, or (2) that nobody is genuinely concerned about this issue now. Staff feels an obligation to the NPO'sh but ud must balance this increase obligation with the realities uy y-rower in traffic.
