(c) Councilman Brian asked staff whether the developer had complied with the previous conditions (those established in September). Associate Planner stated that the developer had been complying. The WCCLS Citizens Advisory Board has prepared a new library services contract for submission to the seven city and three community libraries. This contract has been approved by County Counsel and will be submitted to the Board of County Commissioners in April. The contract was formulated for the following reasons: 1 . To insure fiscal responsibility and accountability on the part of private non-profit community libraries; _ 2. To address threatened closures of city libraries in face of city budget 'failures; and 3. To develop clout in the event of massive tax cuts and to allowlibraries to maintain a minimum level of non fee service. The Citizens Advisory Board has been sensitive to the 'issue that all public libraries have become increasingly dependent on one another but is sincere in their concern that serial levy_monies be expended each year to insure the continued development and improvement of library services in Washington County. Contract for Library Services This contract entered into by and between the (City of ) or ( Community Library) and Washington County, Oregon on behalf of Washington County Cooperative Library Services hereinafter called WCCLS; and Whereas, the voters of Washington County have approved a five year serial levy dedicated for the purposes of providing iron fee access by county residents to contracting public libraries (Resolution and Orders dated 3/14/78-55 and 56) and; Whereas, this levy will provide tax revenues to compensate contracting public libraries by providing funds for non fee library services; and Whereas, the (City, Community Library) agrees to offer library services to county, residents and WCCLS agrees to 'pay $ ; for the 1979/80 fiscal year as Compensation for services provided such amounts are available from receipts of the above-mentioned serial levy. Time and manner of payment shall be determined by Washington County and shall be consistent with the receipt of said serial levy, tax collections; Therefore: in consideration of the mutual promises of the parties hereto and by virtue of the authority granted by the provisions of ORS Chapter 190 and ORS 357.410, it is mutually agreed as follows: A. Non Fee Access: Each contracting public library shall provide county residents free (non fee) access to their collection and shall offer free loan of their normally circulating library materials under established circulation policies. 2. Hours of Operation: Each contracting public library shall be open to the public a minimum of 30 hours per F week including at least one evening and one weekend gay Per week (excluding holidays). 3. Book Selection Policy: Each contractir;g public library shall have a written materials selection policy adopted by its governing body. a 4. Staff: Each contracting public library shall have at leastone full tirne (3540 hours per week) paid staff person designated with the.respohsib- ility for the administrations of the library`' and its programs. Record Keeping: Each contracting public librtiry shall supply WCCLS with a copy of the annual report it makes to the Oregon State Library in accord- ance with ORS 357.520. WCCLS shall also require that each contracting city library keep circulation records of resident and non-resident use. 6. Financial Audit: WCCLS shall be furnished a copy of each city's annual audit. Each community library shall be responsible for a yearly certified financial audit. 7. Performance: Each contracting public library shall have a specially publicized annual public meeting to receive information from its library's patrons the programs of service the library concerning v:. programs offers. 8. W. Main Tigard, Oregon 97223 Dear Members of the Tigard City Council: Washington County Community Action (WCCAO) has provided a temporary shelter facility since 1974. Low income persons without housing can stay at the house. People from all parts of this county, as well as newcomers to the area, have made use of the facility. Such people are often referred to the shelter house in family units of four to eight persons. They are temporarily without housing due to a variety of circumstances. The families have been evicted due to non-payment of rent, housing demolition, or housing conversion to commercial usage. Those who fall into the category of non pay- ment of rent do so because of a recent loss of employment, family illness, or rent increases that cannot be met by indigent families on a fixed income. Other families are referred to the shelter home after a fire has destroyed their home. In addition, some .families are simply in transition'while seeking relocation within ,the county for better employment opportunities or better access to needed NE services. Attempts to obtain lower;priced housing often result in low income families being temporarily homeless,, also. The WCCAO Shelter House is the: only service of its type in the coun- ty. It is one of the few places in, the entire tri--county area that will house 'family groups. The Shelter House limits the stay of residents to, basically, two weeks. Extensions of stay may be granted for those residents really striving, yet still unable to obtain employment or housing. A screen- Ing board, made up of members of the 'community, meets 'every two weeks to determine these extensions or any :necessary-terminations. An Advisory Board meets once a month to set policies and advise staff on matters concerning operation of the Shelter House. The Advisory Board is composed, also, of persons from the community. E _ i -2- The need for such a facility was realized when an agency program set up to advise low income renters received overwhelming requests for temporary shelter. In the last four years, 733 families (1,488 individuals) have been housed by the shelter. In the last year of operation alone, 260 families, or total of 564 indz�idualst were tuals) were helped. During the same year, 181 families (545 refused housing--due to a lack of space. WCCAO has been without a shelter facility as of November, 1978. Since December, we have been engaged in a search .for a larger and safer facility. We are attempting to lease a house to be used un- til -til a purchase may be possible. We have applied for money to purchase an adequate building and a fire safety system through the urban block grant program. requesting funds from United Way.
