17. ACCEPT STREET DEDICATION - Tualatin Rural Fire Protection District - SW Ash
Avenue & SW Commercial Street.
(a) City Administrator recommended acceptance, explaining that this was a
needed housekeeping measure to complete the street dedication on Ash
Avenue.
(b) Motion by Councilman Cook, seconded by Councilwoman Stimler to accept
street dedication.
Approved by unanimous vote of Council.
18. GARBAGE RATE INCREASE
(a) City Administrator reported that Ordinance No. 78-64, Section 8 requires
60 days advance notice for proposed rate changes, but allows the City
Administrator to set emergency rates with no advance notice period. He
went on to say that he expected the emergency rates to take effect on
February 1, 1979, and the rates as established by Council to take effect
on February 18, 1979.
This was followed by discussion of the Council.
Council to ratify rates after 60 days notice.
19. COMMUNITY DEVELOPMENT BLOCK GRANT PROPOSAL.
(a) City Administrator explained that there are Federal monies available for
projects and described research and discussion he had had throughout the
county. He,recommended that Tigard join with the Cities of Sherwood and
Tualatin in seeking funds for the construction of Senior Citizen Centers.
He also recommended that Council take no action on this proposal and/or
resolution until citizen input could be solicited at the meeting on
January 22, 1979.
(b) Mayor Mickelson expressed his approval of the cooperative nature of the
proposed Senior Center project.
(c) 'Motion by Councilman Cook, seconded by Councilman Brian to delay action
on the resolution and have a hearing on January 22, '1979. `
Approved by unanimous vote of Council.

(a) City Administrator recommended approval.
(b) After discussion,- Councilman Cook moved to approve, seconded by Councilman
Brian.

21. LETTER OF INTENT TO APPLY FOR A TRAFFIC SAFETY TRANT FROM THE OREGON TRAFFIC
SAFETY COMMISSION.
(a) City Administrator explained that there were grant monies available for
traffic safety, and described purposes to which Tigard could use these
funds including capital improvements planning and purchase of equipment-
for traffic studies. He recommended Council authorize application for a
grant.
(b) Motion by Councilman Brian, seconded by Councilman Cook to authorize
application.
Approved by unanimous vote of Council.
22. I.C.M.A. - Agreement to Join for Planning Director.
(a) City Administrator recommended approval.
(b) Motion by Councilman Cook, seconded by Councilman Brian to approve.
Approved by unanimous vote of Council.
23. AUTHORIZE SIGNING OF CHECKS BY COUNCIL MEMBERS.
(a) Finance Director explained that one more Council member needed to be
authorized to sign checks.
(b) Councilman Scheckla moved to authorize Councilwoman Stimler to sign checks.
Seconded by Councilman Brian.
Councilwoman Stimler was authorized to sign checks by unanimous vote of
Council.

(b) City Administrator invited Council to attend a meeting between the Cha-.ober
of Commerce, Tualatin Rural Fire Protection District and staff regarding
fire hydrants, on January 10, 1979, 9:00 a.m.
(c) City Administrator explained that there are two vacancies on the Budget i
Committee and two on the Library Board. He went on to say that Councilman
Cook was unable to serve at this time, and one Council member was needed
to sit on the Selection Committee.
Councilman Scheckla agreed to serve on the Selection Committee,

Mayor asked all Council members to begin scouting for applicants to fill

the vacancies.
(d) Councilwoman Stimler asked for a report from Legal Counsel on the naming
of Katherine Street since it's realignment. Legal Counsel stated that

SUBJECT: Suggested Projects to be Considered for Funding Through
Community Development Block Grant
As you know, the U. S. Department of Housing and Urban Development will make
available to Washington County, an estimated $1.9 million per year for each of
the next three years through the Community Development Block Grant Program
Presently, twelve cities and Washington County will be eligible to receive funds
from this source. The deadline for submitting grant applications is January 31,
1979.
The following is a suggested list of projects that could be funded through
the Community Development Program to benefit Tigard:
1. Construction of a Senior Citizens Center (recommended by Loaves
and Fishes Steering Committee).
2. Room addition to the Police Station (plans were prepared several months
ago, but funding was not available),
3. Land acquisition for a Civic Center.
4. Widening of Main Street bridge.
5. Addition to existing City Hall (1 room could be added at the northeast
corner of the building).
6. Development of a data processing system to prepare sewer billing, payroll,
monthly financial reports, etc.'
7. Improvement of Main Street entrance (south end).
g. Land acquisition for parks and/or park development (e.g., more baseball
and soccer fields). '
9. Construction of a bandstand in Cook Park.
10. Construction of Asir Street Bridge.
RECOMMENDATIONS
It is my recommendation that the City, make application for funds to acquire
land and construct a Senior Citizens Center in Tigard. I have prepared a
resolution which indicates the need for the center and shows the estimated costs
which were recommended by the Loaves and Fishes Steering Committee.
This particular project would benefit the elderly residing in Tigard, and
adjacent areas such as King,City and Mezger, Previous experience with Community
Development grants administered through a county indicated that projects that
would,benefit more than one city in the county usually receive a high priority.

It is also recommended that the City own the Senior Citizen's Center, but that
Loaves and Fishes be responsible for the operation and maintenance of the building.
This they could do through voluntary contributions and services and a tax levy.
Currently, Loaves and Fishes has a $5,000 levy.

SUBJECT: Application for Traffic Safety Grant
It recently came to my attention that the Oregon Traffic Safety Commission
has $90,000 available for cities to conduct traffic safety projects. I recently
met with officials of the Oregon Traffic Safety Commission in Salem to learn more
about the Traffic Safety Grant Program and to determine the possibility of Tigard
obtaining a grant.

After outlining Tigard's traffic safety needs, officials from the Traffic 4
Safety Commission indicated that if the City submitted an application in January,
1979, there was an excellent chance we would receive a grant this year.
The first step in the grant process, is to submit a "letter of intent" to apply

for federal funds (administered through the State). I have prepared such a letter
(see copy in packet), which outlines the needs of the City; highlights major
problems; indicates the scope of the proposed project; and shows the estimated h
costs.
I see the proposed traffic safety project as a real opportunity to reduce traffic
accidents; acquiresomeneeded equipment; assist the planning staff and planning
commission in planning safer streets; obtain a 5-year capital improvement program
for streets 'so we will know how to use our System Development Charge monies and be
on "safer ground" when we make expenditures for 'extra capacity streets. Another
important benefit is that we would have a plan in hand when federal funds become R
available for street projects.
The 'funding ratio is as follows:
75% State and 25% City. The City's share can be completely in-kind; services -
no cash outlay is necessary on the part of the City.

It is my recommendation that the City Council authorize me to submit the letter
of intent to the Oregon Traffic Safety Commission as soon as possible.
The next step in the application process is to complete the application forms
when they arrive from Salem, and for the Council to pass a 'resolution authorizing
and supporting the formal application for traffic safety grant.

interest is- he demolition of the Metzger Waste Treatment Plant on
