The meeting is called for the purpose of consideration of two items: 1. A levy outside the 6% limitation. 0 2. Procedure regarding the filling of a vacancy on the City Council. N 0 Wilbur s op - mayor TIGARD CITY COUNCIL SPECIAL MEETING MINUTES, MAY 25, 1978, 7:30 P.M. i 1. ROLL CALL: Present: Mayor Wilbur Bishop; Councilman John Cook, Alan W. Mickelson, Kenneth Scheckla; Legal Counsel, Joe Bailey; City Administra- tor, R. R. Barker; Librarian, Irene Ertell; City Recorder, Doris Hartig; Administrative Aide, Aldace Howard; Program Coordinator, Claire Mead; Police Lieutenant, Donald Rea; Clerk III, Loreen Wilson. 2. Mayor Bishop stated the special meeting had been called by the common consent of Council for two purposes: 1. to consider the budget situation, and 2. to consider the procedure in filling vacant Council position. Mayor Bishop stated, regarding the budget, that there seemed to be two alternatives, 1-to resubmit a tax levy measure to the voters for an amount to be determined over the 6% limitation, or 2-reduce the budget and operate within the 6% limitation. Councilman Cook noted that in view of the large margin of defeat, his opinion was that the City should try to go back to the 6%, if possible, to restore credibility with the citizens and then to resubmit the tax base measure in November to the voters. Kenneth Scheckla expressed his thanks to the press for their unbiased coverage and support of the tax base measure. City Administrator stated the 78-79 tax base would be $195,832 on July 1, 1978, and will yield $176,248 for the City m operate on. City Administrator also stated there seemed to be two alternatives to the budget situation: 1. to rase revenues (which seemed unlikely), or 2. to cut expenses. Staff presented possible budget cuts to Council (see attached list). City Administrator also noted that a new budget, without the new tax base, would have to be 9.17% less than the 1977-78 budget. Lengthly discussion followed between Council and staff. Mayor Bishop noted he would like to analyze the vote and situation and not make any decisions at this time. Councilman Mickelson stated citizen comment. was that there seemed to be too many employees on the City payroll, and that this should be noted in consideration of the situation. It was noted by staff that if one position was cut from the budget, any similar CETA positions would be cut. (i.e. 1 patrolman on City payroll layed off would mean all three CETA patrolmen would be terminated). Consensus of Council was to consider further the budget situation at the June 5, 1978 Study Session. 3 ,.t 3. Council discussed the steps that could be taken to fill Councilman Lynn Wakem' s position. It was the consensus of Council to leave the position vacant until the November election and to then appoint the elected candidate to serve at the first meeting after the election. 4.
