Approved by unanimous vote of Council. (b) Motion by Councilman Mickelson, seconded by Councilman Cook, to approve August 22nd minutes as received and August 29th minutes as amended. (b) Discussion by Council, Granato and Staff regarding proposed increase, rates charged in Beaverton and Lake Oswego and the profit and loss statement presented for Council's information and need for taxi service in Tigard area. (c) ORDINANCE No. 77-82 AN ORDINANCE AMENDING ORDINANCE No. 69-76 AND REPEAL- ING ORDINANCE No. 76-19 AND ORDINANCE No. 72-64 BY PRESCRIBING A REVISED SCHEDULE OF AUTHORIZED RATS AND CHARGES FOR TAXICAB SERVICES; PRESCRIBING AN EFFECTIVE DATE AND DECLARING AN EMERGENCY. (1) Motion to adopt; Councilman Cook, seconded by Councilman Scheckla. Approved by unanimous voge of Council. (d) Councilman Mickelson requested, when the next increase is proposed, facts and figures regarding profit and loss be presented in a more comprehensive format than used in the past. 12. WALNUT COURT - Status Report on Realignment (a) City Administrator reported Barney McPhillips, of Peavy Oil Company, had not returned agreement regarding street dedication - Administrator futher stated McPhillips would be out of town for approximately 30 days - staff to follow through when McPhillips returns. 16. PUBLIC WORKS DIRECTOR POSITION - Status of Recruitment (a) General discussion by Council and staff regarding the two applicants which were interviewed and the possibility of interviewing Theron Martin. (b) Council directed staff to advertise position in League of Oregon Cities publication and the American Public Works Association publication for Oregon, Washington and California. 17. CITY ADMINISTRATOR POSITION (a) Council concurred to call an Executive Session, following September 19th meeting, for the purpose of further consideration of applications received. 18. Each city must provide at least four of the following services: 1. police protection 2. fire protection 3. street construction, maintenance and lighting 4. sanitary sewers 5. storm sewers 6. planning, zoning and subdivision control 7. one or more utility services The Executive Department, Intergovernmental Relations Division, has the responsibility for annually certifying that cities do meet this requirement before funds can be disbursed.
