NOTICE OF SPECIAL MEETING
Notice is hereby given that a special Council meeting, called by
the common consent of the Council, will be held on March 20, 1978,
at 7:30 P.M., in Fowler Junior High School Lecture Room, 10865 SW
Walnut Street, Tigard, Oregon. The meeting is called for the purpose
of considering ordinance adoption regarding 'storm water detention',
'sign code amendment for wall signs', and 'calling for a tax base election'.

standing signs permitted for conditional use in residential and multi-family
zones.

2. ORDINANCE No 78- 1.4 AN ORDINANCE PROVIDING FOR A SPECIAL CITY ELECTION TO BE
HELD IN THE CITY OF TIGARD, OREGON, ON MAY 23, 1978, IN
CONNECTION WITH THE GENERAL STATE PRIMARY ELECTION. FOR THE
PURPOSE OF SUBMITTING TO THE LEGAL VOTERS OF THE CITY OF TIGARD,
OREGON, THE QUESTION OF ESTABLISHING A NEW TAX BASE PURSUANT
TO SECTION 11, ARTICLE XI, CONSTITUTION OF THE STATE OF OREGON
AND DECLARING AN EMERGENCY.
(a) City Administrator Barker outlined the revenue projections for FY 75-78
noting that revenues projected would be 26.8% below the FY 77. 78 level.
This would not allow sufficient revenue to operate this City at the present
level of service without an increase in the tax base.
(b) Mayor Bishop noted that available General Fund cash carryover for. FY 77 .78
was $202,000.00. The expected rash carryover for FY 78-79 is expected to
be $7,754 00. The last time a tax base was voted in was in 1968 when the
population of Tigard was 5,000 persons. Mayor Bishop stressed the fact
that the City is trying to serve a City of 12,500 on the same money it
served 5,000 persons 10 years ago If the tax base proposal were tc be
adopted by the voters, the City would just maintain its presc.,t level of
service. The figure presented was $450,000.00 for a tax rate u $1.45 per
thousand assessed valuation.
(c) City Administrator outlined the projected revenues and exf,anditure . A
brief explanation of the tax. base formula was presented.
(d) Motion by Councilman Cook, seconded by Councilman Wakem to adopt the
ordinance inserting the figure of $450,000, in the appropriate ballot
measure.
Motion passed by majority vote of 4 to 1. Roll call vote as follows:
Mayor Bishop, Councilmen Cook, Waken and Mickelson voting aye. Council-
man Scheckla voting nay. Ordinance held for second reading. Special
meeting set for March 21, 1978 at 7:.15 P.M. at Charles F. Tigard School.
3. SPECIAL LEVIES CONSIDERED FOR LOAVES AND FISHES AND TIGARD COMMUNITY YOUTH
SERVICES
(a) Mr. Richard Mastb.rook of Loaves and Fishes outlined their program and
requested Council's support in placing levy before the Tigard voters.
(b) Carol Weaver briefly outlined the Tigard "Meals on Wheels" program and
stated that the center had prepared 12,000 meals last year for shut-ins
in the community.

(c) Mike Pieracci from T.C.Y,S. recommended that a one year levy of $18,008.00
be placed on the May primary ballot for voter approval.
(d) ORDINANCE No. 78-15 AN ORDINANCE, CALLING AN ELECTION TO BE HELD IN CONNECTION
WITH THE GENERAL STATE PRIMARY ELECTION, MAY 23, 1978, FOR
THE PURPOSE OF SUBMITTING TO THE LEGAL VOTERS OF THE CITY
TWO MEASURES TO LEVY TAXES IN EXCESS OF THE TAX BASE FOR
DESIGNATED ITEMS OF THE CITY'S OPERATIONAL BUDGET, FIXING
AN EFFECTIVE DATE AND DECLARING AN EMERGENCY,
Motion by Councilman Wakem, seconded by Councilman Mickelson to adopt
Ordinance No. 75-1.5.
Motion approved by unanimous vote of Coi:ncil .

concerning storm water retention. This is an interim ordinance pending
the final plan which will be derived from the Storm Drainage Study now
under consideration.
