Administration: a. On ctober 4 the Volunteers held a meeting at the Library at 7:00 P.M. Various aspects of Library operation and policy were discussed. These meetings are popular with the Volunteers and are becoming an excellent communication channel between staff and Volunteers. b. On October 7 the Librarian and Library Assistant for Children attended a workshop on selecting children' s books at Hillsboro Library. c. The Friends of the Library held their first meeting of the year at the Library on Wednesday, October 12. They plan to become active in supporting Library programs as well as planning and sponsoring money raising projects. It is planned to set up a display of withdrawn books for sale in the Library. The money will be collected for the Friends who will deposit it in an account for Library use. This will provide a continuing source of money and relieve the problem of storing books for the annual book sale. d. On October 13 the Librarian completed visiting the public libraries in Washington County by going to West Slope Community Library. e. The Library Board held its regular meeting on October 18. Minutes are attached. f. The Librarian attended a workshop on writing grants at Hillsboro Library on October 24. This workshop was presented by Oregon State Library and designed specifically to help libraries making application for the 83000 mini-grant under the new state law. Applications were due November 15. g. The Library Assistant-Technician and the new CETA Library Aide began a two-part workshop on reference work at Pacific University, scheduled for October 29 and November 3. These work- shops are sponsored by the Washington County Cooperative Library Service (WCCLS) and are designed to train and to upgrade staff performance. h. The Volunteer from RSVP began weeding and reorganizing the magazine collection. A schedule has been .drawn up and magazines will be kept accordingly. Space limitations have Trade this necessary. i. The furnace relocation was completed October 3. The unit heats evenly and quietly. J. The new CETA employee is continuing the revision and updating of the card catalog. It is planned to have the shelf list ready for incorporation into the county union catalog by January. J.2. The circulation policy is working smoothly. We are now at the phase of imposing fines and revoking privileges. It is encouraging to note that not many of these cases are entered on the Rolodex. Users seem to appreciate not paying fines for minor lapses and some insist on making a donation in lieu of a fine. t Monthly Report, October 1977 * - 2 Many very overdue books are being returned, too. k. New shelving has been added to the reference area and the natural science area. Science fiction and westerns have been moved out of the entry room, so that all adult fiction is in one room. 2. Personnel: a. On October Karrin Hawes, Library Assistant - Technician, began work as a city employee, bringing the permanent staff to three. b. On October 19, Claire Sheldon assumed the full-time CETA Library Aide position vacated by Mrs. Hawes. c. October 25, Sandra Thorne (CETA summer youth) began working under the CETA after-school program. She will work 8 hours a week. Application has been made for a second student under this program. d. Volunteer hours totaled 203, averaging 8 hours per day. The RSVP Volunteer worked 73 hours and another Volunteer worked 52. 3. Statistics: a. Materials withdrawn 67 Books - 37 Cassettes - 17 Records - 13 4. Programs: a. One of the adult programs being sponsored by the Library this fall is a quilting group. Eight women meet at the Library once a week and are making a quilt. When it is finished, they plan to raffle the quilt, with proceeds going to the Library. b. This fall we have palnned out adult programs differently. There is no set day or time for programs as last year. Instead programs are scheduled at the convenience of the person making the presentation. This is giving us a wider variety of programs and so far attendance is better. Present: Yvonne Burgess, Betsy Chick, Jeri Cundiff and Irene Ertell. Excused: Mary Slemons and Don Jacobs. Reports: Minutes from the previous meeting were approved. The Librarian presented the monthly report and the annual Statistical Report for the State Library. Old Business: The Librarian suggested tha the Board adopt as its donation policy the one suggested in the Oregon Library Association paper, "What to do When the Censor Comes," since it states clearly and concisely TPL's current practices. Motion: Betsy Chick moved that this statement be adopted and incorporated in the TPL Statement of Policy. The motion was seconded and passed. New Business: Librarian reported that a user had insisted on bringing a pet dog into the Library on three Motion: separate occasions. Jeri Cundiff moved that the Board formally adopt the policy that no pets will be brought into the Library by users. The motion was seconded and passed. The Librarian was instructed to write a letter outlining and explaining the policy to the user for signature of the Board Chairman. The meeting adjourned at 3:00 P.M. TRAINING A. Graduation. Officer Joe Grisham graduated from the Police Academy on October 21, receiving his basic certificate. Joe also received for outstanding overall performance by any member of the class the LEE M. BOWN AWARD. This graduation was attended by the Chief and Lt. B. Breathalyzer School. Officer John Goldspink received training in proper use of the breathalyzer machine at the Police Academy, receiving two day's instruction on October 26 and 27. C. Advanced Officers Course. Officer Don Myers received one week's training by attending the Advanced Officers Course at the Police Academy from October 24 through the 28th. D. LEDS Representative School. Specialist Alice Carrick attended a two-day seminar at the Inn of the Seventh Mountain in Bend on October 19 and 20. This seminar was to learn new procedures in the ur department's Law Enforcement Data System, and to increase o effectiveness in retrieving and issuing crime data. E. Leal Aspects of Law Enforcement. Chief Adams and Lt. Rea attended a course at Portland Community College on Legal Aspects of Law Enforcement, receiving 32 hours of instruction. F. Chiefs of Police Conference. On October 17 and 18, Chief Adams attended the Oregon Chiefs of Police Conference in Bend. This was held at the Inn of the Seventh Mountain. IX. PUBLIC RELATIONS A. On October 18, eleven Bluebirds came to our department to tour the station, and to meet with and talk to our police personnel. This tour was conducted by Lt. Rea. We have, however, been unable to come to an agreement regarding item 3 of your correspondence of June 29, 1977. Item 3 has- been partially agreed to between staff and ourselves, but the Major requirement of "paving all areas used for the maneuvering and parking of vehicles" continues to be a roadblock. We are in agreement that dust control has been a problem in previous years. We however feel paving the entire field is like going rabbit hunting with an elephant gun; a matter of overkill. I would eubmit for your reconsideration, our willingness to pave the main peripheral drive, sweep all loose sand and gravel, fill chuck holes in the parking field and oil coat same with two (2) coats of oil as resurfacing. To help understand our reasoning , I am attaching a "Field Density Test" performed at our request by N.W. Testing Laboratory. Please note that compaction percentages exceed those normally attained when building new parking facilities. (One area did not exceed normal compaction density). To come in and tear up and rebuild this parking field or to come in and asphalt surface the parking field would be an exhorbitently expensive and unwarrented requirement. Unfortunately, at the time of the hearings no one in our organization anticipated the condition established by item 3 or we would have prepared and presented these density tests at that time. Staff and ourselves have met, as previously stated, and have agreed on the other items. I request your reconsideration, formally or informally concerning item 3 and will be awaiting your reply. Approved by unanimous vote of Council present. (b) Mr. R. A. Krueger, Route 1, Box 792, Beaverton, 97005, land owner presented his reasons for wishing this property to be annexed to the City. Mr. Alan Popp, Chairman of the Planning Commission, spoke to the matter, stressing the Planning Cotrunission meeting set for November 22, 19'7, dealing with the establishment of urban growth boundaries and the implications related to this annexation proposal. Mayor Bishop questioned whether or not the Council should wait for the Planning Commission to establish urban growth boundaries before acting on this proposal. Councilman Scheckla discussed the water availability- te- this i " land and questioned Mr. Krueger regarding septic tanks on Bull Mcu nt-ain. McKee TDM:gk i MEMORANDUM To: City Council From: Planning Director Subject: Kruger Annexation Request Date: November 14, 1977 At their August 22 meeting the City Council tabled for 90 days con- sideration of a 112 acre annexation request by Mr. Kruger for his property located west of 135th and south of Scholls Ferry Road. This item was tabled to allow the Planning Commission time to hold a public hearing on the Growth Management Plan Draft and forward a rec- ommendation to the City Council. A joint hearing was held with the Washington County Planning Commission on November 3. Unfortunately, this hearing was controversial, and the two commissions did not ar- rive at a decision. The Tigard Planning Commission has scheduled another hearing for No- vember 22, and the chairman, Alan Popp, has expressed his desire to have a recommendation for the Council following this meeting. Therefore, the Planning Commission is working diligently toward de- livering a recommended Growth Management Plan to the City Council for their consideration. Until Council has had time to consider this plan, no action should be taken on the Kruger annexation. The 1985 boundary currently being considered by the Planning Commission (the boundary between land planned for immediate development and land planned for future development) is S.W. 135th. If Council approves the Kruger request prior to consideration of the Tigard Growth Man- agement Plan, this boundary will automatically be moved westward. This decision will have been made without benefit of the information available in the Growth Management Plan text. It is also doubtful that the Boundary Review Commission would act af- firmatively on this request before the work on growth management is completed. In addition, the County can be expected to object to a sizable westward expansion of the city before establishment of a 1985 urban growth boundary. Staff therefore recommends that the Kruger annexation be considered in conjunction with the Growth Management Plan. Manzanita and Dakota Streets This street vacation is a requirement of the A-2 zone change on abutting property owned by Don Pollock. In order to proceed with the proposed apartment development, the present Manzanita and Dakota Street unimproved right-of-ways must be vacated to permit a logical development pattern for this property. Access will be provided from Hall Boulevard, and 89th Street will have an emergency access only into this property. Staff recommends that Council hold a public hearing on this street vacation request. B. Bradbury Court This street is a relic of the past, being dedicated before the construction of Interstate 5. With the construction of the U. S. BanCorp industrial park on the north side of this street, it be- came apparent during the design review process that there is no need for the existing 30 foot unimproved right-of-way of S.W. Bradbury Court. Staff recommends that Council hold a public hearing on this street vacation request. TO: City Administrator/City Council FROM: Supt. Engineering Div. SUBJECT: Sale of (Aerial) Topography Maps It..is recommended that consideration be given to reducing the sale price of our quarter section blueline prints from $200.00 Der sheet to $25.00 per sheet and that all other stipulations of Resolution No. 75-3 remain as specif; ed. The reason for this recommendation is two-fold, namely; 1. Sale of the maps at the stipulated price has not been successful, even the inquiries thereinregard are frequerit, and; 2. The maps are not being utilized by the private sector, due to the cost thereof, for preparation of preliminary and final plan submittals to the City. Subsequentely, 1. The City loses revenue from potential volume sale of blueline copies, and; 2. The City loses the opportunity to utilize the private sectors submittals (preliminary grading plans/as-built grading plans) as an intermediate, economical, means of updating our topo masters, and; 3. The City loses an opportunity to encourage harmonious, coordinated, preliminary plat, site plan and construction plan (topography) submittals; each "project" being relatable to another due to .usage of a common "base" datum. It is further recommended that revenue derived from the sale of said maps be earmarked for "future" expenditure thereinregard said maps.
