(a) City Administrator reviewed appeal and the intent of
the system development charge.
Administrator recommended denial.
(b) Don Burdick, 434 Ridgeway, Lake Oswego, Developer - raiterated
his areas of concern.
(c) Administrator stated amendment to his recommendation as follows:
Developer should provide City with certified copy of cost
of half street improvement on Greenburg Road - City to apply
credit for the amount to system development charge.
(d) Motion by Councilman Cook, seconded by Councilman Scheckla, to
table item until such time developer provides City with
certified copy of cost of improvement on Greenburg.
Approved by unanimous vote of Council present.
(e) City Attorney commented the City has ordinance to handle
application of credit to system development charge.

access requirements throug'i McCoy property to 98th Ave.
Planning Director stated as a result of Council's consider-
ation at August 1st study session (at which time McCoy
expressed willingness to dedicate 40 foot right-of-way through
his property to 98th Ave) he recommended the following
amendment to Ordinance No. 77-49:
3. The applicant improve the street onto S.W. 98th Ave to
a 24 foot width with cu=bs, storm drainage and sidewalks
on one side, if right-of-way becomes available before the
subdivision is' completed and streets and improvements are
accepted by City of Tigard,
(c) Testimony: James McCoy, 15805 S.W. 98th Ave
Kermit Carlile, Rt 3 Box 278-M, Sherwood, Developer
Lengthy discussion by developer, Council, Legal
Counsel and staff regarding proposed amendment and
its affect on Kerwood Development,
Consensus of Council was to table item for further consideration
at end of meeting - giving additional time to Mr. Carlile and
Mr. McCoy to arrive at a compromise.

2. 17 feet of right-of-way be dedicated along S.W. 110th Street
for street improvement purposes.
3. A half street improvement for half of a 34 foot street section
be made on the SW Gaarde Street frontage. No building
permits will be issued until construction drawings have
been approved by the Public Works Department and the
necessary bond filed.
4. A half street improvement to local street standards (with
24 foot wide surface pavement) be made on SW 110th Street
frontage. No building pelm.its will be issued until

proposed policies and alternatives to be presented to public
in September.
Director recommended Council consider proposed annexation of
parcels west of 135th after the growth management work is
completed - approximately 90 days.
(b) Russell Krueger, Rt 1 Box 792, Beaverton, commented on the
desirability of developing his property.
General discussion regarding extension of sewer and water
services to area.
(c) Motion by Councilman Scheckla, seconded by Councilman Cook to

1977 legislation establishing state revenue sharing for cities contains
a provision that participating cities over 10,000 population shall each
year prepare a "financial planning report" that will project revenues
and expenditures over a five year period.
The Executive Department, in consultation with the Department of Revenue
and the affected cities, is responsible for designing the form and
content of the report before October 1 , 1977.
Following discussions with the Executive Department the League has
prepared the attached draft outlining some proposed guidelines for the
report. It represents merely a starting point in the discussion and we
would ask that you review it and contact Noel Klein in the League office
as soon as possible with any amendments, additions and comments you
consider appropriate.
As soon as we receive information from all the affected cities we will
develop a "consensus" set of guidelines and mail it to you for your
final review. Hopefully we can avoid adding another meeting to your
already busy schedules but if consensus is difficult,or if you would
prefer a meeting, one can be arranged early in September.
Your cooperation in responding as soon as possible will enable us to
work more effectively with the Executive Department in developing
reasonable requirements for the report.

PROPOSED GUIDELINES FOR THE DEVELOPMENT OF A
"FINANCIAL PLANNING REPORT"
1 . The financial planning report is primarily intended to be used at the local level
to provide city officials with a tool to review various revenue and expenditure
alternatives and consider the long term implications of budgetary actions.
2. Consistent with the use of the report, each city should have the flexibility to
prepare estimates of expenditures and budget resources at a level of detail judged
appropriate by that city rather than at a specific level of detail specified by
the state.
3. Information contained in the report must not be construed in any way as binding
on the future actions of the city. Projections contained in the report are merely
provided as information on the consequences of continuing existing policies and
programs or instituting specific new ones.
4. The report shall be required only for the general fund of a city.
5. The Department of Revenue shall , when requested by a city, provide assistance in
the preparation of the report.
6. The report shall indicate the following:
A. How the operations of the city over the next five years are expected to
be affected in each of the f.,ilowing areas:
(1) Expenditures over which the city has some discretion. e.g. per-
sonnel and professional services. What is the impact of con-
trolling, at various levels, discretionary or semi-discretionary
expenditures within the control of the city?
(2) Expenditures over which the city has no control . e.g. mandated
costs. What is the anticipated level of 'unavoidable" or com-
mitted expenditures over the reporting period?
(3) Revenue sources available at the discretion of the city. e.g.
taxes, fees, grants. What is the impact of various rates of
change in existing or proposed revenue sources available at the
initiative of the city?
(4) Revenue sources over which the city can exercise little or no
control. e.g. revenue sharing, revenues based on economic condi-
tions. What are the anticipated levels of such revenues during
the reporting period?
An attempt should be made to interrelate the information so that a bal-
anced budget is produced in each year of the reporting periods. Specific
statements on necessary changes in tax levels, expenditures and service
levels necessary to maintain a balanced budget are encouraged.
B. The operating and taxation levels suggested by the projections should be
compared to indicators of population growth, inflation and other socio-
economic variables the city may consider relevant to ensure that the
balanced budgets produce a realistic level of community services.

We noticed reports in the news media that indicated your City had received
CRAG approval of plans to increase signali?,ation of Highway 99-11, This was
in the form of a sharing of the Mt. Hood Freeway funds.
I called Bill Ockert at CRAG to verify the report, and to determine that
the proposal did not include signali%ation of Beef Bend Road and 991x1 as
reported earlier in the media.
As you know this crossing historically has a high accident and even fatality
rate. It does have a much improved record since we acheived signalization
of 99W and Durham Road, and got the speed reduced to 45mph. This has been
an improved safety factor not only to King City, but to Tigards Summerfield
residents and others.
Beef Bend and 99W is I believe not really in either Tigard or King City but
does abut us both. The present blinker light was put in by the state at our
request, we partially financed it, and still pick up the tab for the Dower
consumption. The blinker was the best we could talk the State out of at that time.
We assumed that any plan for further signalization of 99'x1, to be approved by
the State, would include this difficult crossing. At the time the Durham light
was approved a #2 priority was given to another light at our Royalty Parkway
entrance. We suggested at that time that the Beef Bend-99W problem was the more
serious, because of the Door traffic visability.
Bill Ockert reported that he has since talked with you on the possibility of
this signal being included in your Federally funded program, especially if the
McDonald light is done by the State, thereby creating a financial source. He

SUBJECT: Monthly Report
1 . Administration:
a. The Library Board met on July 12. Minutes attached.
b. The Librarian attended the general meeting of the
Washington County Cooperative Library Service (WCCLS) in
Beaverton on July 19. Of interest: The proposed revisions to the
by-laws were approved. As a result the four resource libraries
in the county, i.e. , Beaverton, Forest Grove, Hillsboro and Tigard,
have permanent representation on the professional board. Four of
the remaining seven public libraries will be elected annually on
a rotating basis.
C. The Volunteers held their second bi-monthly meeting on
July 19 at the Library at 7:30 P.M. Of interest: In addition
to general questions and discussion regarding daily operations,
it was decided that accurate records be kept on the number of
hours worked by each Volunteer.
d. Library Assistant Kathy Tremaine has begun a course in
graphic arts at the Portland Community College Rock Creek Center.
These classes are designed for librarians and are sponsored and
paid for by WCCLS.
e. Work has begun on updating and revising the card catalog
system. One volunteer and one of. the CETA summer youth spend
approximately twenty hours a week on this project. It is anti-
cipated that it will take at least six months to complete the
project, depending on available help. This will enable us to
send an accurate catalog to WCCLS for incorporation into the
county Union Catalog and give the Library an accurate record of
its holdings.
f. The Librarian has initiated a request for a $3000 grant
under the provisions of Chapter 291 , Oregon Laws 1977, to improve
Utilization and appearance of the Library' s entry room. These
grants are possible as a result of the passage of the State Aid
to Libraries Bill during the 1977 legislative session.
2. Personnel:
a. Joan Roberts, funded by the Washington County CETA Summer
Youth Program, began working full time on July 7. This is the
second person employed in the Library under this program. This
CETA program has enabled us to accomplish many extra jobs, e.g. .
the card catalog project. Both CETA youth will make applicatior.
to work in the Library on the CETA School-Work program in the fall.
b. Volunteer hours averaged 40 hours per.-week. Some Volunteers
put in extra hours, helping to fill time of others who are not able
to work in the summer.
c. Four persons from county and city courts worked a total
of 6 hours.
d. An 11-year-old Boy Scout worked 8 hours toward a merit
badge.

a. On July 22 Mr. and Mrs. Bruce Aaron placed an exhibition

hobby with interested persons. The display will remain until
August 22.
{ The displays sponsored by the Friends of the Library and
Friends of the Museum have added much to the overall Library
Program. These displays have brought various groups into the
Library and elicited favorable comments from many Library users.

MINUTES LIBRARY BOARD, Tit-YARD, OR July 12, 1977
Call to Order The regular meeting of the Tigard Library Board
& Roll Call was called to order at 1 :35 P.M. on July 12, 1977
at the Library by Chairman Yvonne Burgess. Present:
Yvonne Burgess, Betsy Chick, Jeri Cundiff, Mary
Slemons and Irene Ertell. Excused: Don Jacobs.
Reports The minutes for June 14 were approved.
Old Business The Board considered the proposed revisions to
Chapter 2.36 of the City Code pertaining to the
Motion Library. Mary Slemons moved that the revisions
be accepted. The motion was seconded and passed.
A draft of the proposed selection policy statement
was reviewed and discussed. Final form will be
decided on at the next meeting.
New Business The Librarian requested that the Board begin to
review the present circulation, overdue and fine
procedures with the intent of revising the present
system.
The meeting adjourned at 3:00 P.M.

PLANNING DEPARTMENT
MONTHLY REPORT
August 22, 1977
ZONING AND SUBDIVISION ADMINISTRATION
There is presently a two month backlog of items pending be-
fore the Planning Commission. Several of these are residential plan-
ned developments which are in some stage of approval. The number of
subdivision applications has decreased, and we presently have four
applications pending.
NEIGHBORHOOD PLANNING
NPO #4 - The Committee met on August 17 and is approximately one-
third of the way through reviewing their plan text draft .
Since the annexation meeting, which was held in the Tri-
angle, there has been heavy public attendance at the NPO
meetings. This attendance has resulted in less productive
meetings, due to the nature of the questions and comments
received from the public in attendance.
NPO #5 - This plan has been adopted by Council with the direction to
staff that further study be given the area adjacent the
treatment plant.
NPO #6 - This group is meeting now and is presently dealing with the
issue of residential densities.
NPO #7 - This group is meeting now and is presently dealing with the
issue of residential densities.
PARK PLAN
The adopted plan is in the process of being published by
staff.
GROWTH MANAGEMENT PLAN
This work is proceeding and the next citizen meeting is
scheduled for September 13. The City and County staffs have assem-
bled all the necessary data and are now presenting the citizens with
a series of alternate 1985 and Year 2000 boundaries.
DEPARTMENTAL WORK PROGRAM
A work program has been prepared for this fiscal year and
given to the City Administrator.

VIII. TRAINING
A. Police Academy. Officer Davis completed his Academy training,
graduating on July 15. He now holds his basic certificate.
B. Breathalyzer School. In conjunction with his Academy
training, Officer Davis attended and successfully completed a 3-day
breathalyzer school.
IX. PUBLIC RELATIONS
A. Graduation. On July 15 Chief Adams and Lt. Rea attended the
graduation of Officer Davis from the Police Academy.
B. Burglary Talk. Lt. Rea gave a burglary prevention talk to
citizens in the Pinebrook area. Approximately 25 adults were in
attendance, and the presentation lasted 1-1/2 hours.
C. Robbery Response Talks. Lt. Rea and Sgt. Jennings contacted
the Fred Meyer Savings and Loan bank on July 19, and the U.S.
National Bank on July 20. A total of 50 people were presented the
robbery response talk, coordinating the bank's procedures with
the police procedures in case of robbery.
