1 . Roll Call: Present: Council President Alan W. Mickelson, Councilmen
John E. Cook, Lynn R. Wakem; Kenneth W. Scheckla; R.B.
Adams, Chief of Police; Joe Bailey, Legal Counsel; Richard
Bolen, Planning Director; Bruce P. Clark, City Administrator;
Doris Hartig, City Recorder; Arline O'Leary, Administrative
Aide.
2. PLANNING AND DEVELOPMENT FEES - Discussion
(a) Planning Director reviewed proposed fee increases.
Council and staff discussed existing fees and proposed increase
of fees.
(b) Council concurred to consider resolution adopting proposed
increases at their August 22nd meeting.
3. PROPOSED PARKING RESTRICTIONS
(a) No Parking restrictions on Scoffins to Ash
(1 ) City Administrator recommended approval.
% Discussion by Council and staff followed.
(2) '•Council concurred to require no parking on Scoffins from
Main Street to Hall Blvd. Council to consider ordinance
at August 22nd regular meeting.
(b) - No Parking restrictions on Summerfield Drive
(1 ) City Administrator recommended approval.
Discussion by Council and staff followed.
(2) Council concurred with administrator's recommendation.
Council to consider Ordinance at August 22nd regular
meeting.
4. WERNER VS CITY OF TIGARD
(a) Legal Counsel reported the case was technically complete.
5. HIRANSOMBOON VS CITY OF TIGARD
(a) Legal Counsel reported writ-of-review was held Thursday,
August 11th and should hear results within two weeks.
6. CITY OF TIGARD VS HIRANSOMBOON
(a) Attorney Bailey advised Council case was scheduled for some-
time in September.
7. METROPOLITAN HOME BUILDERS ASSOCIATION VS CITY OF TIGARD
(a) Attorney advised Council he would be filing city's response by
the end of the week.
8. SCHOLLS TRUNK SANITARY SEWER L.I.D.
(a) City Administrator reviewed relationship of City with U.S.A.
and the formation of a L.I.D. to fund project. Administrator
recommended U.S.A. form the L.I.D. & install the line.
General discussion regarding the Leron Heights Interceptor
contract and city's options with respect to future sewer
connections as well as what would be City's liability if +
U.S.A. installs the line.
9. 72nd/217 INTERCHANGE IMPROVEMENTS
(a) City Administrator reported Planning Director had attended
meeting August 8th, at which time DEQ indicated projected
pollution levels could preclude project.
General discussion by Council and staff followed.
Staff- to report further development regarding project at
August 22nd meeting.
10. ,OTHER BUSINESS
(a) Letter of resignation - JoAnn Grund
Staff to prepare resolution of recognition.
(b) U-Turn Proposal- 2W. at Greenburg/Main
Administrator called Council's attention to communication
received from State Highway Department.
General discussion regarding need to extend length of island
on 99W for safety purposes.
(c) Signalization of Pacific Highway
General discussion by Council and staff regarding locations
of signals.
(d) Refund Request - Street S.D.C. --Burdick-Forbes -Investment Co.
Administrator recommended denial of request.
Following due consideration consensus of Council was to deny
request - formal action to be taken at August 22nd meeting.
Staff to advise Mr. Burdick he will have the opportunity
to be heard by Council at said meeting.
(e) POSITION VACANCY_ - Public Works Director
Administretor advised Council status of vacancy.
General discussion by Council and staff regarding process of
filling position.

(f) POSITION VACANCY - City Administrator
Council consensus was to proceed with advertising for Admin-
istrator as soon as possible — Councilman Cook and Mayor
Bishop to prepare advertisement.
General discussion by Council and staff regarding qualifications
and salary range.
Consensus of Council was salary range would be listed as
$21 ,000 to $26,000 - with previous municipal management
experience required.

Gentlemen:
We are in the process of building a commercial building at the
intersection of Greenburg and Shady Lane. Our building is within
the city limits of the City of Tigard, although it faces two
streets which are outside the city limits, and in fact, main-
tained by Washington County.
We purchased this property in December, 1974, and shortly
thereafter began a series of discussions with the planning
commission and the design review commission of the city of
Tigard. Throughout those discussions, there was no mention of
a street system development charge. Apparently, shortly before
final approval , the street systems development charge was
formally passed within the city and we have now been assessed
some $650.
We think that it is important to note that our situation, while
physically being constructed within the city, faces two streets
which are outside of the city limits. Another factor is the
long lead time during which no indication was made that such a
charge would be forthcoming.
With these facts in mind, we ask that you reconsider the charge
which has been levied.

to the Commission.

I wish at this time to resign from the Budget Committee of the City
of Tigard because I am serving on NPO 7 and vie have started holding our
meetings. It gives me an uncomfortable feeling serving on 2 city groups
although it is probably allowed in this case.
Thank you very much for the opportunity to servel It' s been a
good learning experience for me even if tedious and sometimes painful.
