MAY 16, 1977, 9:30 P.M.

1. Roll Call: Present: Council President Alien W. Mickelson; Councilmen John E. Cook
and Kenneth W. Scheckla; Richard Bolen, Planning Director.; Bruce P. Clark,
City Administrator; Doris Harti?, City Recorder; Arline O'Leary, Admin-
istrative Aide
2. OPEN SPACE PLAN DISCUSSION
(a) General discussion by Council and staff.
Mrs. Robert Emme, 11221 S.W. Fonner, was present to recommend two specific
sites be designated as open space.
Planning Director suggested Mrs. Emme attend the Park Board meeting
Thursday, May 19th, at which time she could offer input for the list of sites
being compiled by the Park Board. Director stated the listwould be sub-
mitted to the Planning Commission and then to Council for consideration.
(b) Councilman Scheckla requested staff determine if Park Rules & Regulations had
been posted.
(c) Following further discussion, consensus of Council was to consider Open
Space Plan Policies at future meeting when all Council members were present;
also to consider policies one through thirteen separately from fourteen through
twenty two.
3. CARETAKER RESIDENCE DISCUSSION
(a) Administrator recommended Council re-consider establishing a residence for a
caretaker at Cook Park.
General discussion by Council and staff regarding present arrangement with
Henry Yohn, appraisal of trailer presently located at Cook Park and the
desirability of having a caretaker on site.
(b) Councilman Scheckla stated opposition to the establishing of a caretaker
residence at the park.
(c) Since a consensus of Council regarding matter could not be reached, Councilman
Cook requested item be considered further at future meeting.
Council concurred.
4. NOTICE OF HEAD LIBRARIAN APPOINTMENT
(a) Administrator advised Council that Irene Ertell was officially appointed Head
Librarian as of May 1, 1977.
5. AUTHORIZATION OF SECOND LIBRARY ASSISTANT POSITION
(a) Administrator recommended Council's authorization to establish second
Library Assistant position and to leave the Librarian position vacant at
this time. Administrator further recommended the present Library Aide be
rlaced in the Library Assistant position for a trial period.
(h; Following dicussion by Council and staff, Council concurred with
Administrator's recommendations.
6. WALNUT PLACE RE-ALIGNMENT STATUS
(a) Administrator :�p,; i.r ,-ney Mc F, s, r of Peavey
regarding dedication of lana to re-align Walnut Place so signalization can take
place. Administrator stated Peavy Oil tentatively agreed to dedicate least
amount of land required for signali.e .'.ion (subject to conditions regarding acc ss).
7. PACIFIC HIGHWAY SIGNALIZATION APPLICATION STATUS
(a) Administrator reported staff hopes to present furth-r information to C.R.A.G.
Board on May 26th for further consideration and possible funding at that time.
8. WASHINGTON COUNTY ELECTED OFFICIAL CAUCUS
(a) Administrator synopsized May 12th meeting he attended with Mayor Bishop.
Administrator further stated a resolution, per Mayor's request, had been
prepared for Council's consideration.
RESOLUTION No. 77-54 A RESOLUTION SUPPORTING THE ADOPTION OF A COUNTYWIDE
GASOLINE TAX AND A SYSTEM DEVELOPMENT CHARGE FOR ROAD
PURPOSES BY THE WASHINGTON COUNTY BOARD OF COMMISSIONERS.
(b) Motion to adopt ; Councilman Cook, seconded by Councilman Scheckla.
Administrator stated that cities would receive approximately 39% of gas tax.
Approved by unanimous vote of Council present.
9. LAND USE DECISION APPEAL PERIOD
(a) Administrator read letter from Robert Empkie, dated May 16th, requesting an
appeal hearing on Planning Commission decision April 19th regarding his Planned
Development.
Administrator reiterated appeal period was 15 days; staff had recently recommend-
ed period be extended to 20 days; Planning Commission was proposing ordinance
for Council's consideration with period extended to 30 days.
(b) Administrator stated legal counsel advised against the precedent of granting a
hearing after the appeal period had expired and requested direction from Council
if appeal should be granted.
Consensus of Council was not to hear Empkie's appeal.
10. CURRENT REQUEST FOR APPEAL HEARINGS
(a) Administrator stated City was in receipt of four letters requesting appeals,
involving three properties and requested Council direction regarding appeal fees.
(b) Consensus of Council was to consider requests for appeals and transcript fees
at May 23rd Council meeting.
11. GAARDE STREET - PEDESTRIAN/BIKEPATH
(a) Council and staff considered Pedestrian/Bikepath route on Gaarde Street.
Council concurred to end Pedestrian/Bikepath route at 117th and Gaarde.
12. SUBDIVISION ACTIONS
(a) Planning Director provided Council with summary of subdivision actions taken
by planning staff as of May 13th.
