Main Tigard, Oregon 97223 June 15, 1977 NOTICE OF SPECIAL MEETING Notice is hereby given that a special Council meeting was called by the Mayor with the common consent of the Council for 8:00 P.M. Thursday, June 16, 1977 , at Fowler Junior High School, 10865 S.W. Walnut Street, Tigard, Oregon. The meeting is called for the purpose of holding a public hearing on the proposed 1977-78 Budget. Mayor Bishop stated the special meeting was called with common consent of the Council for the purpose of holding a public hearing for the consideration of the 1977-78 proposed budget and to adopt an ordinance which would accept the budget, set the date for special election, establish ballot titles, proposals and provides an explanation. 2. ROLL CALL: Present: Mayor Wilbur A. Bishop; Councilmen John E. Cook, Alan W. Mickelson, Kenneth W. Scheckla, Lynn R. Wakem; Bruce P. Clark, City Administrator; Doris Hartig, City Recorder. y 3. Proposed Budget 1977-78 (a) Public Hearing Onened - 8:00 P.M. (b) City Administrator stated the purpose of hearing was to allow citizens the opportunity to speak for or against any items in proposed budget. Administrator reported tax rate of City supervised services totaled $1.18 per $1,000 - with the two social services included, tax rate would be $1.29 per $1,000. General discussion by Council, staff and budget committee regarding format budget was presented in Tigard Times, C.E.T.A. program and possible additional positions and budget reduction in Capital Improvements. (c) Public Hearing Closed - 8:37 P.M. (d) Council consideration: a City Administrator stated staff had prepared an ordinance for Council's consideration which would accept the budget, set date for special election, establish ballot titles, proposals and provide an explanation. General discussion by Council and staff followed: (e) ORDINANCE No. 77-47 AN ORDINANCE CALLING A SPECIAL ELECTION TO BE HELD ON THE 12TH DAY OF JULY, 1977, FOR THE PURPOSE OF SUBMITTING TO THE LEGAL VOTERS OF THE CITY THREE (3) MEASURES.. TO LEVY TAXES IN EXCESS OF .THE TAX BASE FOR DESIGNATED ITEMS OF THE CITY'S OPERATIONAL BUDGET, FIXING AN EFFECTIVE DATE AND DECLARING AN EMERGENCY. Motion by Councilman Mickelson, seconded by Councilman Cook, to 3.; adopt Ordinance No. 77-47 and set date for special election for July 12, 1977. General discussion endorsing wording of ballot measure. Approved by unanimous vote of Council. 4. ADJOURNED 8:45 P.M.
