(a) Planning Director reported NPO 4 was requesting Mr. Buttke
conduct testing on an additional alternative street plan.
Director further stated to accomodate cost of additional
study the original contract with Mr. Buttke would need to
be amended.

13. GARBAGE FRANCHISE - Rate Increase Request .
(a) City Recorder stated Frank's Disposal Service had
requested a rate increase and at the City Administrator' s
request all three franchisees were making presentation
at the same time.
(b) lrr. Weber, of Anderson, As son & Hess, Certified Public
Accountants, presented Frank's Disposal Service's
proposal for service rate increase.
(c) Discussion followed by Council and fir. Wejer.
(d) Councilman viakem requested more data from Schmidt' s
Sanitary Service Inc. and Killer' s Sanitary Service Inc.
be submitted for Council's review.
Mr. weber stated it had been decided. at meeting with
City Administrator, if Schmidt and Miller could c• me
up with data on. increase cost in specific areas and
overall operating ratio the information could be related
to Frank's more in depth study.
Councilman Cook sta ped Fr ark's franchise represented the
greatest part of the Tigard franchise area.

City of Tigard is the same rate presently being charged to
his customers in Washington County.

SUBJECT: Proposed Service Rate Increase
Gentlemen:
Frank's Disposal Service, Inc. respectfully presents this service rate
increase proposal to the council for immediate consideration. We are proud of
the fact that this is our first request since 1974 . However, the steady onslaught
of inflation and the recent closing of our affiliated landfill has made such a
request necessary at this time.
Operating Expenses-have increased dramatically over the last two y: ars
as evidenced by the following examples of-per uni t increases:

Due to the untimely closing of our convenjently located sanitary landfill,
we must now truck, all refuse to Newberg, further inc.easing our costs . In ad-
dition to these operating cost increases, v.e are faced with replacing equip.-inent
costing $29,500 in 1974 with equipment now priced at $47,500.
Many of these increases have been absorbed through internal efficiencies
and other cost saving measures . Even with these measures in effect, we exper-
ienced a loss in the Tigard area for the year ended June 30, 1976.

Assumptions Used in Estimating Revenues and Expenses
For the year to be ended 6/30/77
Operating Revenue
Collection Revenue has been estimated on the following two bases:
(1) Current Rates - Actual revenue for the year ended 6/30/76 was found
to be consistent with an application of current existing rates with the
current (September 1976) collection schedule and was therefore used
as an estimate for the year to be ended 6/30/77.
(2) Proposed Rates - Revenue was projectedby applying the proposed rates
as shown on exhibits 1 and 2 to the current (September 1976) collection
schedule .
An effective date of 1/1/77 is reflected for the adoption of the
proposed rates . An earlier adoption will improve net income at the
estimated rate of $3 ,003 per month.
Operating Expenses
Expenses for the year to be ended 6/30/77 have been estimated from
available data which consisted primarily of actual historical and
current costs and contracted future expense rates . Expenses are
allocated between franchise areas on a consistent basis according
to such factors as direct labor hours, vehicle miles traveled, number
of customers served and total annual yardage collected . These
operating statistics are periodically reviewed to assess their fairness,
relevance and consistency between each of the five "".anchise areas
in which we operate .
Exhibit 6 shows an analysis of the estimated exp--nse increases for
the year to be ended 6/30/77 over the year ended 6/30/76, as identi-
fied by primary cause. "Results of inflation" reflects the cost increases
which are attributable primarily to increased prices .

BE IT RESOLVED BY THE BOARD OF COMMISSIONERS, TIGARD
WATER DISTRICT, THAT:
1. The Tigard Water District, organized and
operating under Chapter 264, Oregon Revised Statutes,
desires to annex the territory legally described in
Exhibit "A" .
2. A map is attached hereto showing the affected-
territory
ffectedterritory to be annexed and its relationship to the
present district boundaries.
3. The Portland Metropolitan Area Local Govern-
ment Boundary Commission is hereby requested to review
the proposed annexation and after a study to enter its
final order.
4. This Resolution shall be filed with the Port-
land Metropolitan Area Local Government Boundary Commis-
sion for its consideration and action.

A. ORS 199.462 of the Boundary Commission Act states: "When reviewing
a boundary change, a boundary commission shall consider economic,
demographic, and sociological projections pertinent to the proposal ,
and past and prospective physical developments of land that would

Re: Annexation of territory to Tigard Water District
Ladies and Gentlemen:
For several years the Tigard Water District hoz, been
attempting to establish its final. service boundaries so
that long range plans can be completed. With service
boundaries known, a more realistic basis can be used to
design the water system, including reservoir capacities,
transmission main sizes, pump stations, etc.
The entire 120 acres proposed for annexation to the
Tigard Water District is within the corporate limits of
the' City of Tigard. (See Boundary Commission Final Order
#867 dated December 10, 1975) . The City of Tigard strongly
supports the concept of Tigard Water District serving this
area although Lake Grove Water District presently serves
this area along with the City of Durham.
A review of water service to this area is deemed
appropriate. Several years ago the City of Tualatin de-
sired to supplement their deep well water source with
surface water. They n?gotiated an agreement to purchase
surplus (Bull Run) water from Lake Grove Water District
who, in turn,purchased water from *Palatine Hill Water
District who purchased water from the City of Portland.
The City of Tualatin paid, in full, to install a 12-inch
concrete asbestos main from their northerly city limits
along S. W. Upper Boone's Ferry Road to the I-5 Freeway,
(Sherwood Inn) , where a connection was made to the Lake
Grove system. A condition of this agreement was that the
transmission main would have to be deeded to Lake Grove.

After the City of Lake Oswego developed its water
i
source from the Clackamas River in 1968, the City of
Tualatin negotiated a contract and installed the nec-
essary connections in 1972 to utilize surplus water from
;a Lake Oswego. Consequently, today, the 12-inch main along
Upper Boone's Ferry Road is "dead-ended" and is used by
Lake Grove Water District to serve about 30 customers
' within the City of Durham and the proposed area being con-
sidered for annexation.
Lake Grove Water District has never attempted to
annex this area to their water district. it definitely
appears to be out of their sphere of inflencr and planning

boundary.
The days of the existence of the Lake Grove Water
District appear numbered. They serve only 800 customers
of which about 25% are out-of-district. The City of Lake
Oswego, a full-service city, continues to nibble .away at
the Lake Grove boundaries. It is believed that Lake Grove
Water District will eventually be absorbed by the City of
Lake Oswego. To support this theory, just last year Lake
Grove Yater District commenced purchasing surplus water
ti from Lake Oswego instead of Palatine Hill Water District.
It appears inevitable that Tigard Water District,
as a special service district, will, at some future time,
serve the area being considered for annexation. It would
a : be preferable to do so at an early date when the number
m. of connections is relatively small. The continued prolif-
~: eration of out-of-district customers by the Lake Grove
Water District can only compound the problem.
During the past several years the Tigard Water Dis-

trict has become .a first class water district. The trict has adopted a capital improvement program which
provides for the expansion and improvement of the water
system to better meet the needs of the existing patrons

and to accommodate new water connections in the future.

The water system consists of three components; namely:
source, distribution, and Stora e, which are explained
below.
Source: Presently the district utilizes water from
four deep wells and purchases surplus water from both the
City of Lake Oswego and the City of Portland. These sour-
ces of water more than adequately meet the present needs
of the district.
The ultimate objective of the district is to become
an owner or co-owner of a filtering plant which produces
sufficient high quality surface water to meet the long
range needs of the district's patrons. The Board of
Commissioners has taken a leadership role in the search
for ultimate sources of water and the final decision on
the eventual source of water will be made within the next
few years. Under serious consideration is the development
of the Willamette River at Wilsonville.
Distribution: For several years, the district has
i maintained a vigorous pipe replacement program. Water
losses have been reduced over a period of five years,
from a high of 30 percent to a present figure of 7 percent.
Within two years, all steel pipe lines will have been re-
placed with either cast or ductile iron, all adequately
sized and capable of long years of service.
Enlarging pipeline sizes aso improves fire flows,
which is a significant factor in fire insurance rating.
j Thirty-nine percent of a fire insurance rating is based
upon the water system. Two years ago, the grading
of the
fire district was improved from a -Class 6 to a Class 4,
and the water district was instrumental in attaining this
higher rating. Recent capital improvements have been
accomplished to justify a Class 3 rating, the highest in

-million gallon reser-
voir is now in progress with completion scheduled for June
1977. When completed, the total storage capacity of the
district will be 17.4 million gallons and will meet the
needs of the district until about 1990.

In summary, in the case at hand, the Tigard Water
District can serve the patrons in the area in a better
manner, more efficiently, and at one-half the cost per
average household. It is a logical ser ce area exten-
sion for the Tigard Water District and will meet the
long range needs of patrons in that area.
