1. ROLL CALL: Present: Mayor Wilbur A. Bishop; Councilmen John E.
Cook, Alan W. Mickelson, Kenneth W. Scheckla, Lynn R.
Wakem; R. B. Adams, Chief of Police; Ben Altman,
Assistant Planner; J. D. Bailey, Legal Counsel;
Richard Bolen, Planning Director; John Laws, Associate
Planner; Doris Hartig, City Recorder.
2. ZONING PROCEDURES AMENDMENT
(a) Bailey referred to his memo and stated proposed ordinance would
correct and clarify minor inconsistencies in the Tigard
Municipal Code.
Proposed ordinance to be considered at June 27th meeting.
3. GENERAL PLAN AMENDMENT - 135th Street Extension
(a) Planning Director reminded Council the Washington County
Planninbr Commission would be considering item at their June
29th hearing.
(b) Planning Director reviewed information provided by County
in reference to Mayor Bishop's proposal.
General discussion by Council and staff regarding Mayor's
proposal, the three alternatives developed by County, effects
on local business, road system developing as need arises, NPO #31s
recommendation and the desirability of City arriving at position
to present at the June 29th hearing.
(c) Motion by Councilman Wakem, seconded by Councilman Cook, directing
staff to prepare statement of City's position (Mayor's proposal
to develop a network of residential streets for future development
of acreage west of Tigard along northerly slope of Bull
Mountain to be presented at June 29th meeting. Council will
review proposed statement at its June 27th meeting.
Approved by unanimous vote of Council.
4. PARK AND OPEN SPACE PLAN AND PROPOSED PARK SITES
(a) Assistant Planner reviewed proposed plan to clarify items
discussed at June 13th meeting.
General discussion by Council and staff regarding greenway dedica-
tion, density calculation method for amount of useable land and
proposed bikepath/greenway system.
(b) Councilman Wakem commented he was basically satisfied with
proposal and commended staff for their efforts.

General discussion oy Council and staff regarding method of
allowing citizen participation and input, funding of system and
use of existing parks.
(c) Councilman Cook had reservations, until matter of possible liT,-
igation over existing system development charge is settled,
in adding an additional systems charge to new development.
(d) Councilman Scheckla was opposed to the designation of specific
sites for neighborhood parks.
(e) Mayor Bishop expressed concern regarding the proposed method of
obtaining property. Mayor suggested Council consider a bond
levy to support the proposal.
Assistant Planner advised Council the intent of plan was to
respond to development as it occurred,not to ask present
citizens, with adequate level of facilities, to pay for more
facilities.
(f) Assistant Planner suggested Council consider evaluating park
needs by district rather than pre designated sites.
Council and staff discussed method used to obtain proposed
sites and use of system development funds.
(g) Council concurred to direct staff to delete section of
proposal that designates specific future park sites and
prepare a percentage breakdown of a graduated system de-
velopment charge, approximately 1/3 to 2/5ths the fee charged
by the existing system development charge - to be considered
by Council at the July 18th meeting.
5. AMENDMENT TO LIBRARY ORDINANCE AND POLICY RESOLUTION
(a) General discussion by Council and legal counsel.
Legal counsel to clarify terms of office for existing
members - to be considered by Council at June 27th Council
meeting.
6. BERMAN VS. WHEELER & KILLION
(a) Chief Adams reviewed history of case.
General discussion by Council and staff regarding possible
alternatives in dealing with matter.
(b) Councilman Wakem stated he could not support the request to
file suit against insurance company andr to reimburse officers
for cost of legal, fees.
Motion by Councilman Wakem, seconded by Councilman Scheckla,
to deny either request submitted by officers Wheeler and
Killion.
Councilman Mickelson stated he felt Council had a moral and
financial obligation to support the people who worked for the

7. PARK BOARD ATTENDANCE
(a) General discussion by Council, Jerry Deas and Phil Hirl regarding
Park Board attendance, leadership and meeting times.
Consensus of Council was to direct Board to provide Council with
minutes from regular monthly meetings, give Board opportunity
to work out problems and review progress in October, 1977,
8. TAXI CAB FRANCHISE RATE INCREASE

(a) City Recorder reviewed increase request with Council.
Staff to compare request with Portland's rate and clarify
exhibit "A".
Item to be considered at future meeting.
9. OTHER:
(a) Mayor advised Council selection committee would present
recommended candidates to fill vacant Planning Commission
and Park Board memberships at June 27th meeting.
(b) Mickelson requested street light be replaced on Brook Court.

Dear Mayor Bishop:
We are concerned about the "Spot Zone" change apparently
approved by the City Council. I am refering to the area of
121st and Springwood Drive.
We recently moved into the Englewood area off of 121st
and Springwood Drive. If we would have known of the possibility
of an apartment complex; low income government subsidize; in the
area approved, I can assure you, we would have looked elsewhere.
Englewood is such a young, new area and most of the
families in this area are young and have young families or will
be having families during their stay in this development. We
are concerned about the desnity of the area and the well being of
our children.
If there is any way this matter could be re-considered,
we would greatly appreciate it. We have attended several meetings
on the proposed zone change and have not been able to voice our
opinions or feelings on the issue. We moved into the area after
the Planning Commission meetings were held, so we missed out there
to voice our thoughts.
We are very much in opposition to this zone change and
feel it was a big error on the part of the City Council Members.
