1. Roll Call: Present: Mayor Wilbur Bishop; Councilmen John E. Cook, Kenneth W.
Scheckla, Lynn R. Wakem; Ben Altman, Assistant Planner; Rick Daniels,
Associate Planner; Bruce P. Clark, City Administrator;Doris Hartig,
City Recorder; Theron Martin, Director of Public Works; Arline O'Leary,
Administrative Aide.
2. OPEN SPACE PLAN
(a) Ben Altman, Assistant Planner, stated the policies to be reviewed by Council
represented the consensus of the Tigard Park & Recreation Board and the
Planning Commission regarding environmental controls on development; Parks and
Open Space.
Altman summarized the preliminary draft policies from the Environmental Design
and Open Space Plan.
(b) Discussion by Council and staff reagarding:
- establishing development costs
- systems development charge
- method of financing maintenance
- recreation and parks director position
- LCDC goal #8 and how it relates to plan
- need to clarify policy 2
- separation of policy 7 into 2 elements
- possible future use of Durham School
- definition of Mini Parks, Neighborhood Parks, Community Parks, Urban
Parks and Regional Parks
- deed restrictions re: user fee charges for Cook Park
(c) Mayor Bishop recommended Council consider charging a user fee at Cook Park to
non-City residents.
General discussion by Council and staff followed.

3. SYSTEMS DEVELOPMENT CHARGE
(a) City Administrator requested Council consider Systems Development Charge as it
relates to developments required to participate in some future improvement.

Mike Robinson, Black Bull Enterprises, stated he was continuing to experience
problems acquiring federal funding offproperty which is considered incumbered.

(b) Consensus of Council was to direct staff to amend Ordinance 77-26 to allow
total SDC collected to be credited towards any required future participation
in collector/arterial L.I.D.
4. STATUS REPORTS:
(a) Triangle Annexation Meeting
Councilman Cook and Mayor Bishop synopsized annexation meeting with a group of
80 to 90 persons at the Southwood Baptist Church, Thursday April 28th.
(b) Pacific Highway Signalization Application
Administrator presented project and request for funds at a meeting conducted
by CRAG, Thursday, April 28th.
Administrator felt Tigard's request was receiving consideration for funding.
(c) 135th Street - Edwards Extension
Associate Planner reported further consideration of project was being delayed
for 90 days in order for the CPO to present their present proposal for 135th
to the County Planning Commission.
(d) Revision of Subdivision Standards
Administrator reported staff will meet with representatives from the
Metropolitan Home Builders Association, Thursday, May 5th to work on
revision of standards with staff.
Administrator advised Council there may be a lawsuit filed over the City's
Systems Development Charge.
5. OTHER:
(a) LIBERTY PARK & MAIN. STREET PROJECT
Director of Public Works reported work on Liberty Park had been delayed due
to the rain.
Director estimated Liberty Park would take approximately 3 weeks to complete
and Main Street planter removal would take approximately 10 days. Depending on
the weather, each project will be advanced as soon as possible.
(b) PARK STREET SEWER LID STATUS
Director of Public Works anticipates final paving on Park Street within the
next two weeks.
(c) HUNZIKER STREET LITIGATION
Administrator advised Council case was scheduled for Court and could take as
long as one year to settle.
Administrator further stated he, the City Recorder and the City Attorney were
meeting with U.S. Bank to attempt to negotiate the issuance of warrants to
cover the City's costs until litigation is settled.
(d) BUDGET MEETING
Tuesday, May 3rd, 7:30 P.M. at Charles F. Tigard.
(e) COUNTY REORGANIZATION MEETING
Mayor requested staff provide him with HB 3284. Mayor plans attending meeting
Thursday May 5th, 7:30 P.M., Western Division of Portland General Electric,
Beaverton.
