Chief of Police; Bruce P.. Clark, City Administrator; Doris
Hartig, City Recorder; Arline O'Leary, Administrative Assistant.
2. DISCUSSION - Voter Information Pamphlet
Council and staff discussed at length what information would be included in
pamphlet. Council concurred on the followings
A. City Administrator to draw up pamphlet to be approved, by Council,
by Wednesday, May 5th.
B. Legal Counsel to review pamphlet before printing.
C. 3,500 copies to be run on pastel color legal size paper, and to be
printed commercially.
D. Distribution of pamphlet by volunteers including citizen groups and
Explorer Scouts as well as by cembers of the City Council.
3. M.S.D. COMMUNICATION RESPONSE
City Administrator synopsized the situation between M.S.D.'s proposed new
method of solid waste disposal and the private franchised refuse collector.
Administrator stated M.S.D.'s application for funds from DEQ is scheduled to be
presented to the State Emergency Board May 13, 1976. Administrator futher
stated there was still a legal question to be settled and recommended Council
make no response to M.S.D. at this time but to reconsider if M.S.D. proposal is
put into effect.
Council concurred.
4. DISCUSSION - L.O.C. State Revenue Sharing Proposal
City Administrator reported the proposal was basically to set aside 4% of
the State Income Taxes collected yearly to be returned to the cities and counties.
This proposal is to be presented to legislature in 1976-77 session.
5. REPORT ON FEDERAL REVENUE SHARING REDUCTION
City Administrator reported that the amount of Federal Revenue Sharing for
entitlement period #7 (six month period) will be lower than anticipated,
pointing out Tigard's tax effort in 1975 decreased revenues by 23% thus decreasing
amount to be received in revenue sharing. He further stated the County wide
tax effort had increased by 22% in the same period.
6. RESOLUTION REGARDING COUNTY ASSESSMENT TAX PROPOSAL
City Administrator recommended Council adopt a resolution requesting the Washington
County Board of Commissioners abandon the proposal to tax entities in the County
for County costs of assessment and taxation during the fiscal year 1976-77. City
Administrator also requested authorization to communicate by letter to the Board

of Commissioners expressing Council's opposition to the proposal.
Motion to present resolution for Council adoption at the May 10th meeting and
further to direct staff to write letter to the Board of Commissioners expressing
opposition: Councilman Moore, seconded by Councilman Wakem.
Approved by unanimous vote of Council.
7. OTHER:
A. Budget Committee Meeting set for Tuesday, May 18th at 7:30 P.M. in the
General Telephone Building.
B. Communications:
Amfac Mortgage re: opposition to C.R.A.G.
Grayson Construction Company re: opposition to C.R.A.G.
C. Council questioned when "no parking" signs were to be installed at
Commercial and Main. City Administrator stated signs would be
installed by May 9th.
D. City Administrator reported work was completed by railroad on Hunziker
Street and staff will be on site May 4th compiling final list of work
to be completed by the contractor.
E. Council expressed concern about entrance signs not in place at Fred
Meyer and traffic using entrance as exit. Council directed staff
to write letter to Fred Meyer requesting the situation be corrected as soon
as possible.
