City Administrator commented on letter of resignation from Alte_ra.te Design Review Board
member James Mann. Selection Committee will interview ca^didates for replacement and make

3� 101 I PARK STREET STORM DRAINAGE PROJECT
City Administrator stated Julie August of Park and 107th had contacted staff regarding
clition to storm drainage problem. City Administrator synopsized situation and suggested
to property owner the formation of a storm drainage L.I.D. or as an alternate solution,
use city crews to install a 15 inch storm line, with materials to be paid by property
owners. Administrator requested Council authorization to pursue project with detailed
cost. estimates. Rough estimate of cost for materials only is $6,884 and it was

Council and staff also discussed other storm drainage problems particularly wit!, regard to
drainage on S. W. Grant.
4„ N.P.O. 463 DRAFT TEXT, MAP AND ORDINANCE DISCUSSION
City Planner reviewed addendum of revision to text of NPO plan.
Council and staff discussed at length the recommended insert on text page 18 with respect
to commercial zoning; interpretation of commercial zoning, land use plan and zoning map.
Concensus of Council was to leave the text as suggested inasmuch as it was compatible with
p-:blic testimony and NPO 461 text east of 99W.
R-vi=ion to page 22 - "Reword first sentence" approved by Council.

ABOElTION OF MECHANIC POSITION; CREATION OF VEHICLE SERVICE WORKER_ POSITION
Sas?d on recent survey during vacancy of mechanic position, City Administrator recommended
"Mechanic" and establishing a new position to be known as
abolishing the position of
"Vehicle Service Worker". It is proposed the position would provide general maintenance,
mino-s repair work on city vehicles and be responsible for contracting out major repair
work. Proposed salary range is $779 - $955. Council concurred with recommendation and a
complete job description will be prepared and the position filled.
6. MIDYEAR REVIEW - DIRECTOR OF PUBLIC WORKS POSITION VACANCY.
Administrator recommended the position not be filled due to the restricted public works
activity in terms of capital improvement and the bleak financial situation of the City.
Council and staff discussed work load. Concensus of Council was not to fill position at
this time.
Council also discussed having mid-year status of budget at next study session. As school
facilities will be closed December 19th through January 5th, it was suggested staff
report at December 15th. Council also decided to meet in regular session December 8th
and 15th during the holiday season.
7. I.C.M.A. - RETIREMENT CORPORATION extension to Department Heads. Administrator synopsized
?.C.M.A. retirement program and suggested Council extend the program and make it available
to other department heads who wish to take advantage of deferred compensation plan. tie
noted that such an action would not affect the City financially. Council concurred.
8. COMMUNICATION FROM MAYOR RE: 1976-77 BUDGET AND TAX BASE POSSIBILITIES
Mayor Bishop suggested City start early on 1976-77 budget and suggested Council make
appointments to fill vacancies on Budget Committee. Mayor Bishop also commented on his
letter to city employees requesting consideration to renew the current employee contracts
for one year with no increase in salaries. It is the Mayor's opinion this would create an
atmosphere of confidence with the public and City could then request a new tax base in 1976.
Council discussed the propriety of letter and if this matter should be. a Co<nci.l decision
with directive given to Administrator.
9. INFORMATIONAL COMMUNICATION - MILLS & ASSOCIATES, INC.
Administrator reported letter with respect to cost of r_ego:.iaticns was distributed for
information only. Council took no action.
10. AMERICAN REVOLUTION BICENTENNIAL COMMITTEE REQUEST
George Slawosky, from audience and Chairman of Town and Country Days reques,(=d Council
authorize request for certification as official Bicentennial community.
City Administrator explained State American Revolution Bicentennial Commission required
and in this case it could be Town and Mount^% Days

11. SELECTION COMMITTEE
Administrator reported the Selection Committee will meet to make recommendations for
appointment to Library Board and Budget Committee.
12. C.E.T.A. FUNDS
City Administrator stated additional funds are available and staff will request at
December 4th meeting funding for position of Administrative Aide to do research and if
possible a second position for Library Aide.
13. L.C.D.C. EXTENSION
City Planner stated evaluation of L.C.D.C. will be ready for Council consideration at
December 15th meeting.
