Although local governments are not included in the system, they are encouraged by legislation to cooperate with the state. The new system was established by Senate Bill 903 to streamline state permit processes. It provides (1) a centralized permit information service; (2) an optional "one-stop" review process; and (3) consolidated hearings. Information is enclosed explaining the system. We will contact you later with additional information. You can help by posting the fact sheet in your permit offices and encouraging potential applicants for state permits to call IRD toll-free at 1-800-452-0347. Working together we can offer easier access to the state permit system and perhaps save the applicant time and money. Young Administrator WHY:gs Encl. :Z k The 58th Legislative Assembly recognized Oregon's need for better state permit information and passed Senate Bill 903 . Sponsored by Governor Bob Straub and Senate Presi- dent Jason Boe, the bill established a "one-stop" permit system in the state's Executive Department. Stafford Hansell, Executive Department Director, designated Intergovernmental Relations Division (IRD) to organize and implement the new system. As state regulation grows, new tools are needed to foster communication between the state's permit-issuing agencies and its citizens and developers. Oregon's one-stop permit system is one such tool. INFORMATION SERVICE Information is the key element of Oregon's new permit system, which begins operation in January 1976 . Presently no office in state government maintains information on the entire range of state-issued approvals (permits, licenses, certifica- tions, etc.) . IRD will fill this gap, providing a central information service. Permit information will be available quickly through a toll-free phone and also in publications distributed at local government offices. "ONE-STOP" REVIEW PROCESS The one-stop review process allows submission of a master application form which IRD circulates to each permit- issuing agency. Agencies must determine within a limited time whether the project requires any of their permits. IRD then forwards to the applicant a specific application form and pertinent regulations for each state permit required. The review process is entirely optional to applicants. CONSOLIDATED HEARINGS At the request of the applicant or affected agencies IRD may consolidate informational hearings required by several agencies for one project. This feature of the new one-stop system is intended to save applicants time and money. ' Senate Bill 903 also directs IRD to work closely with federal and local permit-issuing agencies. Although these permits are not included in the one-stop review process, IRD will offer information on these as well as state permits. Oregon 97223 Memorandum To: NPO #3 From: Tigard City Council Subject: Findings of fact which influenced the Council to amend certain portions of the NPO #3 Plan, as submitted Date: January 12, 1976 On December 15, 1975, NPO #3 Chairman, Dick Kluempke, requested the City Council to transmit to the NPO a list of the findings of fact which caused the Council to arrive at different planning conclusions on some portions of the NPO #3 Plan. In addition, at the same Council meeting, Resolution No. 75-60 was adopted, which states that, "All comprehensive plan actionstaken by the City Council shall be based upon findings of fact and such findings shall be transmitted to each NPO affected thereby. " Therefore, the purpose of this memorandum is to transmit the Council's findings of fact relative to the revisions of the NPO #3 Plan. The findings are listed after each stated re- vision. Page 18 - Insert the following preceding the problem listed on this page: "The zoning of that portion of Pacific Highway traversing the Neighborhood, and designated for commercial-professional use on the Plan Map, is proposed to remain C-3, General Commercial zone. The above-stated preference for commer- cial-professional types of land use are to provide policy direction for businesses wishing to locate adjacent the highway and to be used by the Planning Commission and Council when considering permits and land partitionings. 11" Findings of Fact: 1. The zoning of the subject area for exclusive Commercial- Professional use would result in an excessive amount of zoning for this commercial use in the City of Tigard. Page 22 - Reword first sentence to read as follows: "The circulation plait, as presented on the Plan Map, proposes retention of the basic street system now functioning and the only alterations recommended are the improvement of 110th. . . " (This deletes the proposed realignment of Gaarde with McDonald from the Plan). 1-a u Findings of Fact: 1. The Oregon State Highway Department has offered assurance that the intersection of Gaarde and McDonald can be signalized as presently aligned. 2. The City of Tigard Traffic Safety Program states, on page 98, "Collector streets should not form a con- tinuous street network, as this tends to make them carry larger volumes than desired. " To connect Gaarde and McDonald would effect such a continuous network. 3. Carl Buttke, consulting traffic engineer, states in Traffic Circulation NPO #3, on page 30, that, "There- ore, it is estimated that this realignment may add between 500 and 1,000 more vehicles per day to 121st Avenue, Gaarde Street and McDonald Street. (The traffic volumes referred to by Mr. Buttke are for the time when the Neighborhood is totally developed) . r f` -2- Page 22 - Reword Policy 24 as follows: "That the collector streets within the Neighborhood (Gaarde, 121st, and Walnut and excluding Bull Mtn. Rd. and Beef Bend Rd. ) be developed as two lane facilities with restricted parking. In the process of improving these streets, every effort will be made to minimize the adverse impacts of street widening on adjacent houses. " Findings of Fact: 1. The specific recommendations made by the NPO re- garding right-of-way and pavement width do not take into account certain variables resulting from terrain which a more precise engineering analysis may identify at that time when construction plans are being formu- lated. The proposed wording therefore establishes the intent of the Plan, while leaving the more pre- cise determinations to be made when actual improve- ment is being considered. Page 22 - Place the following after the first sentence: "The off-ramp into the Canterbury Shopping Center is proposed to remain as the access point for southwest bound traffic on Pacific Highway. " Findings of Fact: 1. The existing off-ramp is operating safely and effic- iently and there appears to be no cogent reason for deleting this facility. Page 22 - Place the following paragraph between paragraphs 1 and 2: "While this Plan rejects the proposed extension of Murray Blvd. to the western end of Gaarde St. , the need for a connection between Murray and Pacific Hwy. is recognized as necessary to minimize the flow of through traffic through the Neighborhood. Without a direct connection between Murray and Pacific Hwy. , increasing amounts of through traffic will be forced to use Neighborhood streets such as Gaarde, 121st and Walnut. The use of Gaarde as a portion of such an arterial route is rejected due to the adverse impacts which would result for the single family housing now fronting and gaining access from Gaarde St. Therefore, it is necessary that an extension of Murray Blvd. be on a new alignment rather than using portions of existing Neighborhood streets. The Plan recommends that the several public agencies involved with such a project -- Washington County, CRAG , . conduct a study and the Oregon State Highway Department - -3- to ascertain alternate alignments for a Murray Blvd. extension. The citizens of the area, using the C.P.O. and N.P.O. organizations, would then assist in selecting the most appropriate of the alternates identified. " Findings of Fact: 1. The Neighborhood's existing collector street system is not capable of having any of its separate streets elevated to arterial street status as this would severely impact adjacent residential development. Page 25 - Place the following between the first and second sentence in second paragraph: "The drainage ways traversing the Neighborhood represent an environmentally sensitive area which, if improperly managed, can result in seasonal flooding and related drainage problems, inevitably requiring considerable public expenditure to remedy. In addition to their capacity of carrying runoff water, the stream channel's trees and associated vegetation provide a desirable natural amenity, helping to balance and soften the effects of development, i.e. streets, utility poles, buildings, etc. The greenway proposal requires the assistance of property owners and developers whose land is traversed by drainage ways. While subject properties will retain the same zoning as adjacent properties, pro- posed projects which include land within the greenway will be reviewed accord ng to their impacts upon the greenway system and any increasein demand for open space resulting from the proposed development. " Page 25 - Delete Policy 26 and replace with the following: "Policy 26. The construction of pedestrian/bicycle paths is of -the highest priority among needed public improvements in the Neighborhood and should be accom- plished prior to, or in conjunction with, improvements to the street system. " Page 26 - After Policy 28, insert the following: "The Neighborhood's primary asset is the open land which intersperses the pockets of residential develop- ment. Some of this land is in agricultural use and some is thickly wooded. While the purpose of the greenway system concept is to retain some of the open area between housing developments, additional open space is also needed. It is therefore recommended that owners of large vacant parcels be encouraged to retain them in agricultural or wood lot use in order to retain this amenity for the Neighborhood as long as possible. " f� Findings of Fact: hr 1. The NPO Plan, as submitted to the City Council, left some doubt as to the responsibility of developers toward assisting in the provision of adequate open space. In addition, it did not, in the Council's +; judgment, sufficiently stress the need for open space k preservation and bicycle/pedestrian path construction. Plan Map Alteration - approximately 4J acres of retail commercial land has been redesignated for commercial-professional use, north of Gaarde and behind 3 acres of presently-zoned retail commercial property fronting Pacific Highway. Findings of Fact: 1. Without realignment of Gaarde to intersect with McDonald, this location could not properly support the proposed 7J acres of retail commercial activity. 2. The location of Canterbury Shopping Center (7 acres) , directly to the south, obviates the need for another 7 acres at this location. a Memorandum To: Tigard City Council From: Dick Bolen, Planning Director Subject: 701 Planning Assistance Grant Request Date: January 12, 1976 a 701 planning grant request has been prepared requestng $11,480 for the fiscal year beginning July, 1976. The estimated time to complete (described below) is 9 months. Project Description - An open space, preservation, conservation, and recreation plan for the City to accomplish the following ob- jectives: 1. To plan for development of a system of neighborhood and community parks, pedestrian/bicycle paths and public, as well as, private open spaces 2. To devise a recreation program based upon identification of present and projected recreation needs 3. To identify areas worthy of preservation or conservation and propose means of accomplishing same 4. To establish an immediate growth boundary as an element of the City's Comprehensive Plan and subsequently to program the acquisitionand provision of open space according to this growth policy 5. To develop open space standards and requirements for appli- cation to the developing portions of the community 6.
