SPECIAL MEETING JUNE lb, 1975, 9,00 P. M.
1, ROLL CALL: Present: Mayor Wilbur Bishop; Councilmen Ralph C. Barkhurst, John E. Cook,
Alan W. Mickelson, Robert C. Moore; Selection Committee: Don As`:manskas,
Garr King, Fred A. Anderson; Russel Austin, Building Official; Doris Hartig,
City Recorder.
Special meeting was duly called by Mayor with co-imon consent of the Council for the purpose
of discussing selection of City legal counsel; reappointing and appointing members to Design
Review Board and any other business that may come before the Council.
City Recorder reported Gary Thye, Lake Oswego had requested an interview and asked if Council
wished to-consider additional applicants.
Concensus of Council was to close interview and consider applicants.
Council and Committee discussed city's needs with respect to legal counsel; selection of a
firm versus an individual, applicants ability to respond, availability and city's budget
limitations.
Concensus of Council was to request Joe Bailey of Schwenn, Bradley and Batchelor, Hillsboro,
to represent the city. City Administrator to meet with Attorney Bailey and attempt to work
out arrangements with respect to finances, hours, setting out specifics as to cit.y'i; needs.
If City Administrator is unsuccessful in proposal, Council's second choice is Thompson,
Adams and Lund.
(a) Motion by Councilman Cook to authorize City Administrator to negotiate with Attorney
Bailey of Schwenn, Bradley and Batchelor the items discussed and bring back
proposal as soon as possible; motion seconded by Councilman Barkhurst.
Motion passed by 4-1 vote of Council; Coencilman Moore voting NAY.
Meeting Recessed 9:05 P. M. reconvened 9;10 P. M.
2. RESOLUTION 75-31 - A RESOLUTION OF THE TIGARD CITY COUNCIL APPOINTING AND REAPPOINTING
PERSONS TO SERVE ON THE SITE DEVELOPMENT PIAN AND DESIGN REVIEW BOARD
AND ESTABLISHING TERMS OF OFFICE.
