y Woodward appeared before the Ciy Council regarding a Tigard Women's Club p*r;jEc,,
pr>' �rn beautification of Tigard as a part of a nationwide contest sponsored by Sears
Rcv,',bu:k. One element of that project was a proposal to landscape the traff_,- island
1'--sated at the south end of Main Street at its juncture with Pacific Highway. The isi.and

5. FIRE PROTECTION STUDY - Discussion

gc:ae :,ff the ground. He further explained the concern that adeq•:ate staff thine was not
availaldLe to perform this necessary study.
It: was cr,ncluded by Council that members of the previously discussed Fire Study
be apFc :_ ed after being carefully screened and selected for their knowledge, expertise
a,-_d cbjec tivity. The Selection Committee will commence to make recommendations for
�Fr 3-:?::e:t.
6. OTHER
(a) TIGARD BY-PASS
Mr. Pete Kolleas appeared before the City Council with a map of the southwestern
7__trcpolitan area and displayed a proposal for a by-pass running between Six CoTrers
and the 205 Interchange with I-5 which was designed to alleviate some of the through
traffic on Pacific Highway. Mr, Kolleas provided several comments as to why he felt
that such a project was desireabie.
Council discussed the proposal and commented on past activities on a similar
F.ope=_al by the State and Chamber of Commerce. The Mayor suggested the Council go on
rwc,.,rd as supporting a by-pass as proposed by Mr. Kolleas and further discussion by
C :::n,_-11 producted a consensus to invite other communities as well as the State and
CRAG to give active support and consideration to this proposal by virtue of a
res- -:tion to be passed by the City Council. Staff was instructed to draft Such a
do-=ent fcr further consideration by the Council.
(b)• HIRANSPORT CONDEM14ATION
Attorney Bailey surrnavized the stat-:s of that action and noted that the City we ld

GARBAGE FRANCHISE NEGOTIATIONS
Ci,y Administrator distributed copies of the proposals made thus far by the
garbage haulers and due to the lateness of the hour suggested that the Council
it aria that the matter be brought again in another study session.
(d) COPIES OF A LETTER FROM BURLINGTON NORTHERN relating to meeting held with M vc�:—
Bishop and 'ldministrator Clark were distributed to Council for their info_matic'-..
(e) Mayor requested legal interpretation of the powers of the Planning
restrain City Council by passage of a Planning Commission Resolution r�lfl?.i:r
City positions on land use matters. It was the consensus of Council that thClty
Ca-ncil desired to have the benefit of the input of the Planning Comr"issicn os '_anal
use related items but that a prohibition passed by the Planning Commission constrain-
