Bishop; Councilmen Ralph C. Barkhurst, John E. Cook, Alan W. Mickelson, R.B. Adams, Chief of Police; Fred A. Anderson, Legal Council; Russel Austin, Building Official; Richard Bolen, City Planner; Bruce P. Clark, City Administrator; Doris Hartig, City Recorder; Nick Hisbert, Director of Public Services and Facilities. GEORGE PENROSE - Report on County Street and Road Financing Committee. Mr. Penrose gave status report of the committee's activities in evaluating county road problems. County lacks funds for maintenance of roads and committee is recommending requesting voters approve a serial levy for improvement program. Committee will request city support if Washington County Commissioners request voter approval. Mr. Penrose will keep Council informed of future developments. GARBAGE RATE LETTER - Hal & Mary Stoltz Council discussed letter from Mr. and Mrs. Stoltz request adjust- ment of garbage rate for once a month pickup. Both Mrs. Stoltz and Herb Frank of Frank's Sanitary Service discussed with Council proposed rate of $2.75 for once a month pickup, operating costs, rate for every other week pickup and encouragement of recycling materials. Council requested Attorney Anderson to review franchise contract and submit memo regardino possible rate adjustment. City Administrator was also requested to negotiate a once per month and twice per month rate during the course of franchise renegotiation prior to expiration in December of 1975. NPO #1 Mayor Bishop reported receipt of correspondence from JuAnn Grund and Herm J. Buchholz with respect to the NPO plan. Also Craig Eagleson submitted a petition containing 41 signatures requesting Council reconsider NPO zoning and requesting the vacant position on the NPO be filled by someone who had signed the petition. (payor and Council discussed City Planner's memo regardingoals and objectives as well as filling vacant positions on NPO #1. Selection Committee to meet with NPO Chairman and make recommend- ation for appuintment. It was the concensus of the Council to refer the matter back to the NPO and Planning Commission and by resolution express the specific areas of concern and possibly attach a map indicating areas under Council consideration. NPO #2 City Administrator reported on meeting with Park Board and NPO #2 regarding selection of park site. Park Board and NPO suggested the selection of two alternate sites and then take a public opinion poll in NPO #2. Results of the poll will be reported back to Council. City Planner suggested taking park site off the plan and consider other goals and objectives so plan can be adopted. Council discussed traffic patterns and land use and requested another public hearing be set for more citizen testimony. FOWLER OR. HIGH SCHOOL - Discussion and Progress Report on Citizen Forum Mayor Bishop reported the Citizen Forum will be ready to submit a question to the public regarding the Fowler site on January 30th and 31st. It was Mayor Bishop's suggestion to hold an informal public hearing at next Council session to give the public an opportunity to testify and suggest alternate plans. If the Forum receives a favorable response Council snould have an appraisal and Mayor suggested City Administrator write letter on behalf of the Council requesting the School District make public this information. Council concurred with Mayor's recommendation COUNCIL AGENDA ITEMS FOR THE 27th City Administrator synoposized the following items for the next Council Meeting. A. Murdock Street L.I.O. B. Dog Control Ordinance and Agreement C. Plumbing Code adoption D. Appointment of Deputy City Recorder C.E.T.A. - 6 City Recorder reported on meeting. with Washington County and City Officials regarding work program. Program is fully funded by federal government with no requirement to put employees on our payroll at the end of the program. City has submitted request for employees under the program and under the present allocation of positions available, should receive at least one employee. Council concurred with city participating in the program. CASCADE INDUSTRIAL PARK, WASHINGTON SQUARE-METZGER City Planner discussed with Council the County's proposal to fora special service districts and recommended city discuss with Washington Square and Cascade Industrial Park, Services that could be provided by the city. A public hearing regarding the formation of these districts is scheduled for January 21,1975 and City Administrator recommended Council make its position known regarding the formation of special districts and costa involved. Council urged staff to take necessary action and contact property owners. PRIORITIES AND DIRECTIONS Due to the lengthy meeting Council requested item be discussed at a special meeting. Mayor Bishop, with the consent of the Council called a special meeting to be held 6:45 A.M., January 24, 1975. BUDGET SCHEDULE City Administrator distributed for Council's information a revised budget schedule APPOINTMENT OF BUDGET COMMITTEE As the term of office for members of the budget committee is not clear, Council requested a resolution be adopted that clarifies and confirms terms and requested City Administrator contact JoAnn Grund and Don Phillips regarding reappointment f' to the committee. Resolution to be considered at next council meeting. Appointment for other boards and committees were discussed and Mayor Bishop urged Councilmen to submit names of interested citizens.. Mayor Bishop announced a meeting of Washington County Mayors and Councilmen at Cornelius Grade School, Thursday, January 30, 1975, 7:30 P.M. page 2 Council Study Session i/20/75 Mayor Bishop distributed for Council review copies of Columbia- WillametteComprehensive Plan draft. Council, Planning Commission and CRAG will hold joint meeting February 3rd to discuss plan. Transportation Improvement Plan i, City Administrator proposed City submit request for funds under this program and specifically recommended city apply for state funding on S.W. 72nd Street from S.W. Hunziker Street south to Boones Ferry Road. J'JAl Pietla of Tigard School District requested city assign a Lcrrellij representative to a Baseball Commission to schedule use of i/Z local ball fields. Council suggested City Administrator and John Cook serve on Commission. Mayor Bishop comm&nted he received a book on Wagga Wagga from an Austrialian Exchange Student and he has placed it in the city library. City Administrator reported on meeting with Bob Hudson and Barney McPhillips regarding the realignment of S.W. Walnut Place. It was suggested an agreement could be worked out whereby Mr. Hudson could purchase the land from McPhillips and exbhange with thecity a portion of S.W. Walnut Place right-of-way and thereby realign S.W. Walnut Place with S.W. Walnut Street. City Administrator will report back on further developments. Council requested status of improvement of S.W. Tiedemon curve near Fowler Jr. High School. City Administrator reported no further progress but will contact the property owner again. City Administrator reported the S.W. 115th L.I.O. was in final stages and project about complete. City hopes to finalize project and sell bonds prior to end of fiscal year. City Administrator distributed copy of Building Official's proposal to increase sign permit fees. Council to review and discuss at future study session. City Administrator discussed with Coucicil proposal to allow unlicensed golf carts to be used on city streets. Council to study and discuss at later study session. Councilman 88rkhurat suggested Council consider the formation Of a Youth Advisory Committee. Council to consider at future study session and make recommendation. Tom Whittaker, Chairman of the Planning Commi'asion, discussed with Council the remarks made at the last Council meeting regarding Planning Commission proceedings.
