COMPREHENSIVE LIABILITY BID.SPECIFICATIONS City Administrator stated staff had prepared specifications for renewal ofthe - comprehensive'liability policy, Attorney Anderson commented he had reviewed _ the specifications and would like to make a few minor corrections,. Council had. a noquestions and requested.the amended specifications beonregular Council meeting agenda. . 3. 'HUNZIKERSTREET'L,I.D. A. The assessment boundaries as amended were discussed by.City ;Administrator. The:proposed-improvement would provide a 60' right-of-way, 36' street improvement... � and 8' sidewalk on one side. This would reduce the estimated cost from $226,445 i to $171,000. It was proposed all of the Western:Foundary property and a portion of the Lakeside Development property be included in the assessment district. City staff has-been unable to'find a recorded easementtothe,Lakeside Development property, ' however, they have expressed an'interest inthe road improvement and staff will : contact them regarding their access'.to Hunziker Road. If they have access to HunzikerRoad the property will be included in .the boundaries of the assessment district. B. Assessment Methods and City Participation Staff distributed revised alternate methods,of assessments City Administrator stated staff did not recommend alternate #1.and #2, however felt methods 3, 5,and 6 were more equitable. Staff, .Council, .Attorney.Anderson and property owner Freda Fields discussed various formulas and methods of assessment as well as the City's share of the improvement. Mr. Fields also urged Council to support the improvement of 72nd Street interchange and Hall Street Intersection. City staff will attend CRAG's transportation committee meeting October 10th and urge the 72nd Street interchange be placed high on their priority list. Councilman Paterson suggested council set matter over to next meeting to determine if the 72nd interchange will be improved in the near future and also give further consideration to various methods of assessment. Council agreed with Councilman Paterson's suggestion. Council discussed but came to no conclusions regarding the percentage of City participation. Council wished to review Planning Commission's street and road policy for guidance. 4. F.B.I. ACADEMY ACTIVITIES Chief Adams discussed the various classes he attended such as management, public and community relations, cultural problems, communication skills, scientific methods of investigation, criminal law, etc., as well as participated in physical conditioning and training classes., Chief Adams felt much of the information and programs could be used in training city staff and thanked the Council for the opportunity to attend the school. 5. MURDOCK STREET SEWER L.I.D. Director of Public Services and Facilities commented the project was about complete and property owners will be connecting to the city sewer line in the near future. 6. COOK PARK LAND ACQUISITION Attorney Anderson reported he had met with the property owner and was prepared - to go ahead with the purchase. Council instructed Attorney Anderson to proceed with the purchaseunder the guide Fines of the B.O.R. grant,. 7. OBSERVATIONS ON TIGARD CITIZENS FORUM PROPOSAL City Administrator commented he felt the proposal would serve a worthwhile function and recommended City proceed with the formation of 'thecommitteeto get citizen input and ,. participation. It was suggested staff Prepare by-laws for the formation of the committee and have them ready by the November lith meeting, _Council and staff discussed effective use of the forum and methods of getting citizens involved, Council ,�. requested staff to prepare by-laws taking into consideration the..concerns as expressed in the City.Administrator's memorandum. 8. VETERANS HOLIDAY NOVEMBER 11th- City Administrator stated Council meeting was scheduled for official State and city "• holiday. Council requested meeting be held as,scheduled. - ' 9. OTHER City Administrator reported a building permit and business license had been issued for Property;in Washington. County and that Council will berequested to authorize ` refund of $76.45 at next Council meeting, City Administrator reported on meeting with Deb Fennel of Tigard School District :regarding Lie purchase of old;Fowler Jr. High site. City had expressed an interest in purchasing property sometime ago and the school board will bedeclaring-the school as surplus property and will go out for sealed bids to be opened in late January,, .The board proposes to have a,minimum bid in the specifications, The City " Administrator requested Council guidance regarding interest- in Purchase of the 'property and if the city wished to .hold anelection'to approve abond issue.
