2. REPORT ON 1974-75 OVERLAY PROGRAM
City:Administrator reported..the contractor has indicated he will do the
additional overlay work for the same bid price aswas used during last year's. _
overlay work.". City Administrator requested'authorization to have work done on the
police parking lot. It is estimated the City will.'.be able to overlay all the
streets on .the 1974-.75 street priority list.with .the possible exception of S.W.98th Avenue. Council concurred with City:.Administrator's request and project
will..start`within :the next few days.
3. STORM DRAINAGE PROJECTS PRIORITIES'
In response to Councilman .Paterson'.s request, the Public.Works Department:
prepared two maps indicating known`areas offlooding and known areas of running
water that caused flooding.:. City.,Administrator'.suggested, as a-public'.:service, .the
newspapers'run articles requesting public to assist with survey;of storm drainage
areas. Council was in agreement with suggestion.:
4. SIDEWALK/PATHWAY PROJECTS' PRIORITIES
City Administrator suggested similar program aswith the storm'drainage
'
problem that would:establish:priorities'for walks-andpathways. :It was
suggested this also be published as' a public service program with the local
newspapers. Council concurred with the suggestion..
5. REPORT ON TIGARD - TUALATIN'BOUNDARY DISCUSSION
City Administrator synopsized the problem of establishing boundary between the
City of Tualatin and Tigard. The unincorporated area has requested annexation to
receive City services. City staff met with Boundary Commission and City of
Tualatin to discuss problem. It was the consensus of Council to let the.property
owners make the annexation decision.
6. JAIL CONTRACT
Attorney Anderson stated he had reviewed the contract and had no objection
to the City signing the agreement. Council requested item be placed on September
9th agenda.
7. R.I.D.E. & L.E.A.A.
City Administrator requested Council authorization to execute agreements. Council.
discussed and requested item be placed on September 9th agenda for approval.
8. LEAGUE OF OREGON CITIES SPECIAL ASSESSMENT
City.Administrator reported the special assessment would allow the League to have
more contact with the State Legislature and provide better communication with
a- the cities as well as provide a toll free telephone number for cities to call the
League office. Council recommended the City contribute $100 with the recommendation
the toll-freephone be listed as Low priority item.
9. COMMONWEALTH/FLOOD PLAIN INFORMATION
City Planner;reported Commonwealth has received approval of phase 1 of their
platand as the City has adopted a flood plain ordinance this has created a
problem regardingfilling on the'..project... City has issued a stop,work order
and suggested they apply for special use.approval under ,the provisions of the
flood plain ordinance. Commonwealth feelsthey have received approval and want'
Council to allow them to proceed with the project. Matter discussed by staff and
Council. Attorney Anderson'.requested background information besuppliedand
will::.review.the problem.
10. BUTLER TIRE & BATTERY
In responsetoa request Council review proceedings regarding the Butler Tire
Company development and warehousing as a :conditional use in M-4 zone, City
Planner requested Planning`Commission interpret if it isa-warehouse related
to tire retreading The Planning Commission determined it was a'related use and
that conditional use:.approval was not required. :Council concurred with
Planning,Commission..action.
Ll. LAND CONSERVATION AND DEVELOPMENT COMMISSION MEETINGS
City 'Administrator urged Council to-attendmeetings to protect the City's:
interest with respect toplanning,in conformance with.requirements of Senate
Bill 100.
11:5b Seattle Meeting on Special Revenue.Share -`..Better Communities Acta City .
Administrator reported plans to attend a workshop..September 9 through 11.
11 c Request for Executive Session - City Administrator requested a special executive:
meeting regarding a-personnel matter be September 23,.: 1974. .Council' concurred.
11 d Notice of O.L.C.C. Flemings Coach House. City Administrator circulated carbon copy
of.letter from O.L.C'.C..giving approval ofliquor'license application for the above
restaurant.
11e Fowler/Walnut Street.'.Improvements -:.Letter from school district indicated they
will not do street improvements until later in:spring. ;More work.-.remains to be
done on the new school site and Council agreed the improvements could wait until .
spring due to weather and the need to finish Fowler itself.
11 f Appoint alternate CRAG representative —City Administrator recommended a replacement
for Councilman Norton to serve as alternate representative to C.R.A.G. Council-
an Moore will consider and item will be discussed at next regular Council meeting.
11 g.Councilman Moore discussed with Council and staff the high speed and noise from
traffic in City. Councilman Moore requested research into matter to reduce
noise Level and City Administrator will check how other cities have handled this
problem and report back to Council.
12. OTHER BUSINESS
A. Certification of Candidates - City Administrator read opinion from Attorney
Anderson regarding acceptance of nomination forms that had been altered to certify
that the candidates would be eligible for nomination if the charter amendment
submitted to the voters on September 3rd is approved. It was Attorney Anderson's
opinion the candidates may be certified to Washington County Department of Records
and Elections.
B. City Administrator informed Council that due to past problems in Cook Park
no alcoholic beverage permits will be signed except for Town and Country Days
or similar community promotions.
