City Council Packet - 07/29/1974 29 --1 r RD CITY COUNCIL Y SESSION 29, 1974, 7:45 P.M. 1. ROLL CALL: Present: Mayor Floyd H. Bergmann; Councilmen John E. Cook, Robert C. Moore, Charles L. Norton; Fred A. Anderson, Legal Counsel; Winslow C. Brooks, City Planner; Bruce P. Clark, City Administrator; Doris Hartig, City Recorder; Nick.Hiebert, Director of Public Services and Facilities; Donald L. Rea, Police Lieutenant, 2.- STREET AND ROAD POLICY Associate Planner, pick Bolen, explained the proposed policy as ,recommended by the Planning Commission. Council and staff discussc-d:street`standards correlation of county street standards with city standards, street classification, methods of financing and assessment methods. It was the concensus of the Council to refer the matter back to thePlanning:Commissionfor-further - recommendations regarding concerns expressed by,Council. 3. 107th STREET VACATION Director of Public Services and Facilities reported adjoining property owners on 107th were requesting a'street vacation. Council will consider at'a later date when petition is received. ' 4. TRI-DIET BUS SHELTERS City Administrator stated a letter has been received from 'tri-Mat requesting a Bus Passenger Shelter Agreement. Under the terms of the agreement, 1 Tri-Met would provide the shelters and the City would approve theshelter sites. City Planner has discussed proposed agreement with Planning Cormi:issioo and received a favorable reaction. Council requested item be placed on next regular agenda for approval, 5. SW 72nd F HIGHWAY 217 INTERCHANGE City Administrator reported on meeting with 'Tigard-72nd Development Association. The Association would like to have a representative of the Association'speak to the Council regarding the improvement of this interchange. Council concurred with the request. 6. AMENDMENT TO ORDINANCE No. 74-26 City Planner..recommended the ordinance becorrected and section 16.08.185 be amended with respect to "four or more leased land parcels". Attorney Anderson was requested to prepare the amended ordinance. 7. PLANNING COMMISSION VACANCY City Administrator stated the interview committee hoped to complete the interviews this week and would have a recommendation for the Planning Commission vacancy. s- 8. BUDGET COMMITTEE MEETING Councilman Cook commented on City employees conduct at the budget committee meeting, City Administrator concurred with Councilman Cook's remarks and stated appropriate action will be taken to assure that such a situation would not occur in the future. 9. Special meeting was duly called by the common consent of the Council for the purpose of calling for a special budget election to be held August 13, 1974. 2. ORDINANCE No. 74-47 AN ORDINANCE ADOPTING THE REVISED BUDGET FOR THE YEAR 1974-75 PROVIDING FOR A SPLCIAL'ELECT10N TO BE HELD Ili THE CITY OF'TIGARD ON AUGUST 13,'1974, FOR THE PURPOSE OF SUBMITTING TO THE LEGAL-VOTERS OF THE CITY TIE QUESTION OF LEVYING TAXES FOIt THE YEAR BEGINNING JULY L, 1974, AND ENDING JUNE 30,=1975, FOR MAINTENANCE AND OPERATION OF THE CITY, IN THE SUM OF $89,664. IN EXCESS OF THE TAX BASE, AND DECLARING AN EMERGENCY. (a) Motion to adopt: Councilman Moore; seconded by ,Councilman Norton. Approved ,by unanimous vote of Council present. 3.
