2. DELEGATE TO'STREETS :AND ROADS FINANCING COMMITTEE - Washington County.
City Administrator reported Mr. George Penrose has agreed to serve on the
committee and: recominendedCouncil submit..his name. Council concurred with
City Administrator's recommendation.'
3. CRAG BUDGET '- Deletion of Communication program
City.Administrator recommended City not respond toCRAG's -letterand instruct
our delegate to vote'.to delete the,communication program. .Council' concurred _
with City Administrator's recommendation.
4. AMENDMENT 'TIGARD MUNICIPAL CODE 18.52 TO ALLOW TIRE RETREADING AS.A PERMITTED
USE IN M-4 INDUSTRIAL PARK' ZONE.
Planning Director reported apublic-hearing:would be held at next regular<Council
.
meeting and reviewed' the proposed ordinance.
5. PARK BOARD VACANCY
City Administrator recommended Mike:0 Nealbe appointed to the Park Board for
a 'term to fill the unexpired term of Muir Crittenden. Council concurred and
requested resolution. be prepared for next.Council meeting.
6. PLANNING COMMISSION' VACANCIES
City Administrator stated the Interview Committee has not completed interviewing
all applicants and •recommended"Council reappoint Robert Ball and Edna Sakata
at next Council meeting. Interview Committee will meet next week and make
recommendation as soon as possible for afinal appointment to Planning Commission.
7. AMENDMENT TO GARBAGE FRANCHISES ORDINANCE
Council and staff discussed proposed franchise ordinances and amendment regarding
salvageable materials. If ordinances are amended, City Administrator recommended
new ordinance be adopted providing for special licenses, control of litter, as
well as hauling and selling of materials.
8. NO PARKING
(a) S.W. Hall from Pacific Highway to Fanno Creek.
Council requested proposed ordinance be amended to restrict parking from
railroad tracks south to Fanno Creek.
(b) Villa Ridge Drive from S.W. 72nd S.E. to Pacific Highway
Representative of American Legion Post informed City Administrator they had
no problem with parking right now but would like to see parking retained on
Villa Ridge Drive. Council and staff discussed matter and it was concensus
of Council no parking restrictions should be from 8:00 A.M. to 6:00 P.M.
on.the North side of S.W. Villa Ridge Drive.
Council discussed.the extension of Villa Ridge Road to serve as a
frontage road up to S.W. 69th. Council requested staff to .contact
.Oregon State Highway Commission regarding extension of road.
9. SEWER HOOKUP CLAIM - Mrs. Leiser
'City Administratorreadletter from Modern Plumbing regarding the faulty sewer
line. Director of Public Services and Facilities stated the sewer line was
relocated by the State of Oregon in July of 1966 and if lateral lines were
installed it was by private agreement with the property owner. Director of
Public Services and Facilities commented the only..responsibility rthe city could.
possibly have would be for inspection of the connection`. As the line was
installed by the State, itwasthe,concensus of the Council there was no
liability in this matter and that staff relay this information,by letter to
Mrs. Leiser.
10. FLOOD PLAIN ORDINANCE
City Planner synopsized proposed ordinance and discussed with:staff and
Council the various aspects of establishing aflood plain district. Council
requested the matter be discussed at future Council study sessions and'.apublic
.
hearing be set for August 12, 1974.
11. STREET AND ROAD POLICY - Discussion
Planning Director synopsized policy statement andstated'.he, feels it needs
more work. Council and staff discussed matter and instructed the draft materials
besent to Council prior to next study session.
12. S.W. MURDOCK STREET L.I.D.'- REPORT ON BID OPENING
Director of Public Services and Facilities reported the following bid was
received:
Kearney Brothers Construction Co. $26,879.60.
As no other:.bids were received, and in the opinion of the. Director of Public -
Services and Facilities the bid was high, he reconunendedthe City reject the
bid and to.'readvertise the project.
13. RADIO MAINTENANCE AGREEMENT - Report
City Administrator reported Motorola had submitted a bid and requested item be
continued to give staff time to study the'matter further. City.'Administrator
will send memo regarding the types of service the City is requesting bids on so
Council may evaluate if they wish to contract for maintenance service.
14. SEWER CONNECTIONS FORCE MAIN REPORT
City Administrator stated the Unified Sewerage Agency was receptive as long.
as funds were available to the City's request to install a force main to the
Metzger sewer plant. It was the engineer's suggestion an 18" sewer line be
installed in the same ditch as the interceptor line and if the City's request is
approved, the line and pump station could be installed within the next few weeks.
Council concurred with City Administrator's request for authorization to
negotiate with U.S.A. a contract for installation of a force main and pumps.
15. GIRLS SOFTBALL TOURNAMENT - July 26 & 27
City Administra tor reported the tournament would be held at McKenzie Field
at Cook Park.
16. OTHER
A. The Tigard Police Community Relations Committee has suggested Council change'
the name of their committee to T-CAP or Tigard - Citizens and Police. Council
concurred.

B. TUALATIN DEVELOPMENT CORPORATION REFUND
City Administratorread letter from TDC requesting refund of building permit
fee..on permit that had expired. -.TDC would-forfeit:the plan check fee and
recording fee, however since they are building another<house 'on the same
Lot, requested a, refund of $74.00. Council concurred with their request.
:.Councilman Cook requested status report on Cook Park Land Acquisition and Jack
Park Development. City Administrator reported the City was:waiting::for approved
amendment to BOR application and that Jack Park development was a"little behind
schedule.
:Mayor Bergmann called a-special meeting with the common consent of the Council
for Wednesday 8:45 AM July 17, 1974 to canvass the results of the budget election
held Jdly 16th.
