City Attorney; Russel F. Austin, Building Official;
Winslow C. Brooks, City Planner; 'Bruce P. Clark,
City Administrator; Doris liartig, City Recorder;
Nick Hiebert Director of Public Works.
2. GARBAGE RATES AND FRANCHISE ORDINANCE AMENDMENTS
Council, staff, Douglas Gordon on behalf of Fred Meyer rStores 'and
Gabriel Berg, Attorney ;representing `Oregon <paper products and`,also
Fred,Meyer Stores discussed proposed amendment to ordinance re-
garding salvageable material. Discussion centered on storage of
material and it was agreed to amend the definitions, Section 2 (a)
paragraph one to read "materials are'retained within the confines
of the store building, industrial yard, -eompactor or manufacturing
plant; etc."I Council 'also 'discussed.requested rate increases and
it was the concensus of the Council to hear public testimony;on
June 10th public hearing before making a decision.
3. - SOCIAL GAMBLING
City Administrator reported Attorney General Lee Johnson is
prohibited by law to give the city ailegal`opinion, however,
since'-a legislator has requested his opinion he will furnish
the city a copy'when it is 'completed.
4. - INTERIM REGIONAL DEVELOPMENT POLICY - Priority Development Areas
Map r Review
City Planner reviewed amendments to map and it was the concensus
of Council the corrected:map;more accurately reflects,the city's
growth and services. Council requested item be placed on June
10th,agenda.
5. WALNUT PLACE REALIGNMENT
As he'will'be out of town the rest of this week, Councilman Moore
requested City Administrator to meet with owner,_ Barney McPhillips,
of Peavy Oil Company.
6. BUDGET ELECTION DISCUSSION
City Recorder stated absentee ballots will be available by June
12th. Council and staff discussed ways of informing voters
regarding city programs and services.
7. RECONSIDERATION OF SIDEWALKS - S.W. 115th L.I.D.
Director of Public Works stated residents of S.W. 115th L.I.D.
were circulating a petition to eliminate the sidewalk on the
west side of the street. City Attorney stated if 100% of the
property owners sign the petition it would not affect the
assessment of the project. Director of Public Works to request
property owners to submit petition for consideration at next
Council meeting.
8. COMMUNICATION FROM WASHINGTON COUNTY REGARDING STREET JURISDICTION
Derry Dell and Rolling Hills
City Administrator reported the County has released the streets
and the next step would be for the city to accept them by ordinance.
City Attorney was requested to prepare appropriate ordinance.
9. S.W. 72nd STREET IMPROVEMENT
Director of Public Works discussed the possibility of improvement
of S.W. 72nd by the formation of a County L.I.D. Council requested
property owners be contacted to express their interest in the
improvement after preliminary plans had been developed.

10. S-W. COMMERCIAL STREET IMPROVEMENT
Staff submitted ;preliminary`engineering plans for the improvement
Of S.W. Commercial. It was the consensus of Council it be a 2
lane'street with parallel parking on either side. Director of
Public Works suggested contacting interested property owners to
review plans and make recommendations. Staff's' opinion it was
too costly to underground the, power.and recommended P.G.E. improve
overhead power lines.

Special meeting was duly called by the common convent of the Council`
for the purpose of calling for a special budget election to be held
June 20, 1974.
ORDINANCE No. 74-29 AN ORDINANCE ADOPTING THE BUDGET FOR THE YEAR
1974-75, PROVIDING FOR A SPECIAL ELECTION TO
BE HELD IN THE;CITY OF TIGARD ON JUNE 20. 1974,
FOR THE PURPOSE OF SUBMITTING TO THE LEGAL
VOTERS OF THE CITY THE QUESTION OF LEVYING
TAXES FOR THE YEAR BEGINNING JULY 1,`. 1974, AND
ENDING .TUNE 30, x1975, FOR MAINTENANCE AND
OPERATIONOF THE CITY, IN THE SUM OF $258,243.00
IN EXCESS OF THE TAX BASE, 'AND DECLARING AN
EMERGENCY.
(a) Motion to adopt: Councilman Norton; seconded by Councilman
Moore.
Approved by unanimous vote of Council present.
