TIGARD CITY COUNCIL
STUDY SESSION
APRIL 29, 1974, 700 P.M.
1. ROLL CALL: Presents Mayor Floyd H. Bergmann; Councilmen John E. Cook,
Robert.C. Moore, Charles L. Norton, J. Allan Paterson;
Chief of Police R. B.'Adams;-City Attorney Fred Anderson;
Building Official Russel. Austin; City Planner Winslow
Brooks; CityAdministrator Bruce P. Clark; Doris Hurtig

2. SOCIAL GAMBLING
Council and staff discussed social gambling as authorized by new state
Legislation. City Attorney stated he felt the law was not clearly
written;and suggested_City get an opinion from the State Attorney
General as to the intent of the Law.
3. C.R.A.G. Communication regarding dues, structure and representation.'
Councilman Paterson questioned how the number of representatives were-
determined for representation on the executive board and general
assembly., City Administrator will check and report back to Council.
(a) Motion by Councilman Moore recosaaending Mayor Bergmann be,appointed
as a'delegate; seconded by Councilman Norton.
Approved by unanimc:us vote of Council.
(b) Motion by Councilman Moore recommending Councilman Norton serve
as an alternate representative; seconded by Councilman Cook.
Approved by unanimous vote of Council.
Matter will be approved at next regular Council meeting and City
Administrator will advise'CRAG of Council's recommendation.
4. C.R.A.G. .- Request to adopt Interim Regional Development Policy.City
Administrator,synopsized CRAG'srinterim"plan for development and recommended,
with slight modification, Council support the Regional Development policy.
Council requested opportunity to review map and proposed modifications at
next study session.
5. LOAVES AND FISHES
City has received request from Ann Sullivan, Secretary of Loaves and
Fishes Center requesting financial support for program and letters of
endorsement from Mrs. Owen Snyder and Mr. 6 Mrs. Thompson. Council
and staff discussed matter and it was eoncensus of the Council to deny
their request for assistance. City Administrator to respond to Loaves
and Fishes in writing.
6. DATE OF 2ND MAY COUNCIL MEETING.
Councilman Moore moved to hold Council meetings on May 13th and 20th;
seconded by Councilman Cook.
Approved by unanimous vote of Council.
7. MONTHLY REPORT - Administration
Council discussed the number of available sewer permits. City Administrator
reported there are 50 commercial and indestrial permits and 35 permits recently
received. City Administrator noted that these 35 permits would be reserved
for residential construction on the existing pre-sold conditions established
by Council policy. Council concurred.

8. TAX BASE ELECTION
Based on an analysis of past;trends projected over a 5 year period,
the City Administrator recommended a"tax base of $540,000 - $550,000
which Is anticipated to cover the City's needs for a 4 year period,
Council discussed;proposal and recommended city request a tax levy;of
$540,000 at the primary election.
(a) 'Motion by Councilman Norton to hold a specialCouncil meeting For
May 6th for the purpose of ordering a ballot-measure`at the primary
election dealing with a new tax base; seconded by Councilman Moore.
Approved;by unanimous vote of Council.
9. BUSINESS LICENSES
The City Administrator summarized his memorandum regarding business
license feesas it related to other cities in the area. It was the
concensus of the Council not to change the rates at this time.
10. PROPOSED SIGN CODE REVISIONS
City Planner reviewed'Planning Commission's recommendation concerning
revisions to sign code. Council and staff dicussed,proposal and Council
recommended directional signs be painted blue for easy identification.
The PDD - Interface proposal was deleted by Council at this time. City
Planner was requested to draft an appropriate ordinance and have City
Attorney check to legality and form.
11. NPO #1 TEXT DRAFT
Council and staff discussed text which defines and clarifies the
NPO plan. The plan proposes some zone changes and improvement of
streets as property is developed. Council discussed the possibility
of issuing a moratorium on the proposed multi-family residential zone
until Ash Street and the bridge is completed. Council requested matter
be considered further at next study session.
12. FIRE ZONE REVISIONS
City Planner synopsized Planning Commission's proposed revisions to
fire zone one to fire zone two for all C-3, C-4, C-5, C-P, M-2, M-3,
and M-4 zones and fire zona three for all residential zones including A-2,
Multi-family. City Building Official stated in his opinion the proposed
changes would eliminate some of the problems arising from proposed construction
in fire zone 01 and still provide the city with adequate protection. Council
requested appropriate ord'aance be drafted for their consideration.
