STUDY SESSION MINUTES
FEBRUARY 4, 1974, 7:30 P.M.

2. INDIGENT DEFENDENTS DEFENSE FEES
City Administrator read letter from Judge Pelay regarding fees
paid to attorneys representing indigents before Municipal Court. Judge
Pelay recommended the rate be raised from'$25.00''maximum to $50.00.
Council concurred with Judge's recommendation and requested City Attorney
to prepare amendment to Municipal`Code.
3. STATUS OF DESIGN REVIEW, PLANNING COMMISSION, BUDGET COMMITTEE AND PARK
BOARD INTERVIEWS.
City Administrators stated committee was in process of reviewing;applicants
and is attempting to be able to make recommendations at February 25th
Council meeting.
4. TREE PLANTING ON.MAIN .STREET
Administrator reviewed report submitted by Department of Public Services
and Facilities regarding'planting of trees on.Main Street. Estimated cost
for 57 donated trees would cost'approximately $1,268.00. City Planner
synopsized meeting of..REPAC regarding improvement and:beautification Of
`downtown area. :Their recommendation would be to';implement,first phase:
which includes installation of trees, benches and bus shelters, Mayor
Bergmann indicated,he would like some,planting in front of City Hall.
Council requested staff to prepare plan for beautification of City -Hall
area.
5. STREET LIGHT.NG IN ROLLING HILLS
Administrator reported requests from various residents regarding street
lighting. Administrator will schedule meeting of residents to get
response as to their desires regarding street lighting. Energizing the
lights will cost City approximately $62.04 per month. Council instructed
City Administrator to proceed.
6. AUDIT CONTRACT
City Administrator and Attorney discussed the proposed contract and Council
requested contract be presented at February 11th Council. meeting as written.
7. RESPONSE TO HEPPNER LETTER
Council continued item for February 18th Council study session.
8. BUILDING OFFICIAL APPOINTMENT
City Administrator stated he had a number of applicants and requested
Council policy regarding personnel relocating in area as well as
paying for interview travel expense. Council indicated this expense
should be paid for by applicant.
9. NPO #1 TRAFFIC AND LAND USE RECOMMENDATION FROM PLANNING COMMISSION AND NPO 01
Staff and Council discussed the recommendations of Planning Commission
and NPO #1 as well as City staff recommendation which consisted of revised
land use proposals as well as traffic.
Council concurred with alternate number 8 of. Carl Buttke's traffic analysis
with revised land use and extension of Ash Street as through street.
Council will set date for public hearing at next regular meeting.

10. TRANSIT & TRIPOD
Council reviewed specifications and requested item be place on next
regular Council'meeting-agenda.
11. HARLEY-DAVIDSON MOTORCYCLE SHOP- Appeal of Planning Commission Action.
City Administrator reported;applicant was appealing condition imposed
by Planning Commission and Council would be requested to set public
hearing;at next regular meeting.
OTHER BUSINESS
A. Chief of Police reported to Council regarding Regional Narcotics Squad
Funding. ':Since the City,;has received'very little benefit from this program,

the Chief recommended the City decline to participate in the program..:'
Council concurred with Chief's recommendation and proper notification will
be made.
B. BONITA MEADOWS ANNEXATION
City Administrator reported annexation petitions have been received from
residents in the area and item will be on February 11th agenda.
C. TUALATIN'RURAL FIRE DISTRICT
Letter received from Tualatin Fire Department reporting that City areas
in proximity tohydrants..have been regraded by.,the fire insurance bureau
from class 6 to class 4. It was noted that the Tigard Water District had
played an important role in achieving this rating.
D. LIBRARY REMODELING
Letter from City Librarian reports owner of building, Otto Sorg, would be
willing to improve the room in back of the building if the City would
consider a 3 year lease at $220, per month rent. City Administrator to
investigate further and report back.
E. Councilman Paterson discussed briefly the proposed County Road levy and
stated there would be a public bearing February 19, 1974.
