2. APPOINTMENTS

Planning_Commission
Council and staff discussed various individuals interested in
filling the board vacancies. Councilman Paterson suggested`
panel, consisting of a member of Planning Commission, City
Administrator and two councilmen interview candidates for
planning ;commission and site review commission..': Councilmen
Norton and Councilman Paterson, who will serve'as Chairman,
volunteered to serve on the committee. City Administrator
to schedule meetings as soon as possibletointerview inter-
ested citizens.

3. STREET OPENING PERMIT ORDINANCE
Director of Public Services and Facilities reviewed amendments
to ordinance and Council concurred with his recommendations,
4. POLICE DEPARTMENT Confiscated 1965 Dodge Van
City Administrator stated vehicle was now registered in the
name of the City and could be used for law enforcement purposes.
The expense to ,the city would be operational costs and insur-
ance. Council authorized its use for the rest of thefiscal
year and requested report at end of fiscal year which would
summarize use and cost of maintaining vehicle.
5. STORM DRAINAGE PLAN - Miller at Burnham Street
Director of public Services and Facilities reported the adjoining
property owners had not come to an agreement regarding the
division of costs for installation of line and would bring item
back for Council consideration when final costs were determined.
Council authorized the project to be consummated with reports
at appropriate intervals.
6. WATER DISTRICT HEARING
Council requested City Administrator to testify in favor of
annexation before Boundary Review Commission, however, at the
same time express the city's concern regarding the matter of
increasing urban sprawl outside the city limits.
7. COOK PARK LAND ACQUISITION
Council was advised the request for funds for 1974-75 B.O.R.
applications should be submitted prior to April 1, 1974.
Council suggested staff meet with park board and make'application
for funds for land acquisition as well as park development for
Cook Park. Staff to report recommendation to Council.
B. FLOOD OPERATION
City Administrator stated city staff assisted the City of
Tualatin during the recent emergency. If disaster funds are
available the City of Tualatin will apply for funds to reimburse
the City. The bulk of damage to City of Tigard public property
was to Cook Park and if disaster relief funds are available the
city can make application.
9. DESIGN REVIEW ORDINANCE
Council and staff reviewed proposed ordinance and requested city
attorney make amendments regarding membership structure and
voting requirements.
10. U.S.A. BOUNDARY CHANGE PROPOSAL
City, Administrator syngposized proposed boundary changes and
requested Council recommendation. Council and r'staff-discussed
ramifications and recommended city abstain from any recommend-
ation at this time.
11. LIBRARY FUNDS
City`,Administrator reported funds are available under Title I'
and .Title II for library construction and services. Staff has
requested further information and will report 'back to council.
Council recommended further study on Fowler Civic Center site
and suggested Council meet"with: school'board to discuss the
matter further.
12. KATHERINE STREET MEETING
City;Administrator reported staff will meet with residents of
S.W. Katherine 'Street'Tuesday, January 22,_ 1974, at 7:30 P.M.
in Administration offices of Tigard'School District. Council'-
manPaterson and Mayor Bergmann volunteered to 'attend meeting::
OTHER
A. City Administrator distributed specification for sewer cleaner
and requested'Council review as item will be on ,January 28th
Council agenda, for 'approval of specifications and authorization `
to request bids.
B. Letter from D.K. Ferry requesting;sewer, permit to build a duplex.
Administrator asked :if Council wished to modify their restrictions
on sewer permits and Council responded they wished to wait for
further allocations by Unified Sewer Agency.
C. Sign Code Board of Appea16.
City Administrator stated Wm., Birchell has moved from the commun-
ity and,there'appeared to be a lack of interest in 'serving'on
board by Duane :Hesketh. Council and staff to check into matter
and report back.
